Rebate Program The New York City Department of Transportation (NYCDOT) is accepting applications for a voluntary, clean vehicle rebate program for truck owners and fleets that are based or operate in the Hunts Point and Port Morris communities, Borough of the Bronx, New York. The NYCDOT Hunts Point Clean Trucks Program (HPCTP) aims to modernize older diesel trucks by offering rebate amounts to scrap an older diesel truck, install exhaust retrofit technologies, or replace older trucks with a new diesel or alternative fuel truck (hybrid diesel-electric, compressed natural gas [CNG], battery electric vehicle [BEV]). Important Program Information All completed applications will be considered on a first-come, first-serve basis. Only applications that are considered complete will move forward. A five (5) year program commitment from the participant is required and includes, annual reports demonstrating care of vehicle and/or equipment. For the duration of the five (5) year program, the Participant Replacement Truck or Qualifying Truck, with an Exhaust Retrofit Technology installed, must perform regular operation in the Hunts Point and/or Port Morris Communities by maintaining sixty (60) percent of the total miles traveled be within the City of New York and must operate within the Hunts Point and/or Port Morris Communities at least two (2) times per week; OR eightyfive (85) percent of the total vehicle miles traveled must be within Nonattainment Areas of the following New York State Counties: Bronx, Kings, New York, Queens, Richmond, Nassau, Putnam (nonattainment for Ozone only), Rockland, Suffolk, and Westchester, and the Replacement Truck or Qualifying Truck, with an Exhaust Retrofit Technology installed, must operate within the Hunts Point and/or Port Morris communities at least three (3) times per week. Applications are being sought from independent owner operators (IOOs), fleet operators, local businesses, truck leasing companies, and others that meet program requirements. You may not order or purchase any replacement truck or retrofit technology prior to obtaining an executed Participant Agreement and approval from the NYCDOT or HPCTP Administrator. Any new truck or retrofit technology purchased prior to Participant Agreement execution is ineligible for the incentive rebate. You may not scrap a truck prior to obtaining an executed Participant Agreement and approval from the NYCDOT or HPCTP Administrator. Any truck scrapped prior to Participant Agreement execution is ineligible for the rebate incentive. Rebate amounts will be distributed to the participant dealership, original equipment manufacturer or retrofit vendor after the new truck or retrofit technology is delivered to the applicant or installed on the applicant's truck. Rebate amount for voluntary scrapped trucks will be distributed to the truck owner. Applications submitted with altered language or forms will be void. Criteria for Eligibility of Applicants & Existing Trucks Qualifying trucks must be a Class 3 to Class 8 truck with a history of operating in Hunts Point and/or Port Morris. Truck must be domiciled in the Hunts Point and/or Port Morris communities; OR One year record of regular service within the Hunts Point and/or Port Morris communities. Replacement truck(s) Class, must be the same as the qualifying truck(s) Class, applicants can not downgrade or upgrade the Replacement truck's Class (i.e. if qualifying truck is a Class 3 then the Replacement truck must be a Class 3). Trucks qualifying for replacement or scrappage must have engines Model Year 2006 or older. Qualifying trucks with engines Model Year 2006 and older must be scrapped if replaced with a 2010 U.S. Environmental Protection Agency (U.S. EPA) emission compliant diesel truck. Qualifying trucks with engines Model Year 2003 and older must be scrapped OR retrofitted with an exhaust retrofit technology if replaced with a 2010 U.S. EPA compliant alternative fuel truck. Trucks qualifying for the installation of exhaust retrofit technologies must have engines Model Year 1994 to 2006. The Hunts Point and Port Morris area is defined to be south and east of the Bruckner Expressway/Major Deegan Corridor. Application Instructions This application is to be used to apply for a rebate for qualifying truck scrappage, replacement or the installation of an exhaust retrofit technology that qualifies under the NYCDOT HPCTP. HOW TO APPLY: 1. Complete the Rebate Application (Form 1). The application must be signed and dated. 2. Complete and attach the Supplemental Application Cover Sheet (Form 2). 3. Complete and attach the Supplemental Application Form (Form 3) for each vehicle to receive a rebate amount. Please note: Submitted application forms must include original wet ink signatures by the applicant. All forms must be legible and unaltered. Altered application forms will not be accepted. 4. Include all required attachments (e.g. Depending on the rebate application: proof of registration, vehicle title, proof of insurance, proof of vehicle use within the HPCTP boundaries, and means to obtain out of pocket financing). The applicant will be notified if any additional information is needed or if there are any discrepancies in the documents submitted. Submission of an application does not guarantee rebate amount. For truck replacements, the make, model, and manufacture year of the truck engine to be purchased must meet 2010 U.S. EPA emissions standards. Also, the truck replacement must be within the same weight class category as the truck to be replaced. PUBLIC INFORMATION NOTICES Upon application submission, all documents become the property of the NYCDOT and as such become subject to the New York State Freedom of Information Law, Public Officers Law, Article 6, Sections 84-90. Applicants are entitled to request and review their personal information the NYCDOT gathers on its forms. Applicants may also have any application errors corrected. Approved Rebate Amount 1 The following table represents the rebate amounts available for qualifying truck replacement, exhaust retrofit technology, or vehicle scrappage under the NYCDOT HPCTP. Any new truck or retrofit technology purchased prior to Participant Agreement execution is ineligible for the rebate amount.** Applicant will not scrap the old truck(s) until receiving an executed Participant Agreement and approval from the NYCDOT or HPCTP Administrator. NYCDOT or HPCTP Administrator maintains the right to inspect the old truck prior to vehicle scrappage and new truck prior to truck replacement, at any time during the Participant Agreement period. For the duration of the five (5) year program, the Participant Replacement Truck or Qualifying Truck, with an Exhaust Retrofit Technology installed, must perform regular operation in the Hunts Point and/or Port Morris Communities by maintaining sixty (60) percent of the total miles traveled be within the City of New York and must operate within the Hunts Point and/or Port Morris Communities at least two (2) times per week; OR eighty-five (85) percent of the total vehicle miles traveled must be within Nonattainment Areas of the following New York State Counties: Bronx, Kings, New York, Queens, Richmond, Nassau, Putnam (nonattainment for Ozone only), Rockland, Suffolk, and Westchester, and the Replacement Truck or Qualifying Truck, with an Exhaust Retrofit Technology installed, must operate within the Hunts Point and/or Port Morris communities at least three (3) times per week.
