Fuel Systems and Environmental Divisions - Jennifer Carpenter New UST Operator Training Rules Published in Federal Register July 15, 2015 In June, the EPA released their long-awaited UST rule updates with most changes required to be implemented within the next three (3) years. While it s not yet known how or when the individual States with EPA program approval will implement the new rules, we all know the clock is ticking. Here are some of the changes owners/operators should begin preparing and budgeting for.... 1) Emergency generator tanks, airport hydrant systems and field constructed tanks (i.e. previously deferred UST systems) must meet leak detection requirements within three (3) years. All new installations after the effective date of the rule must meet leak detection requirements at installation. 2) Tanks and piping installed or replaced will be required to be secondarily contained and interstitial monitoring will be required. This includes new dispensers and installation of under dispenser containment (UDC). 3) Ball floats can no longer be replaced or used in new installations as overfill protection and overfill protection will be required to be inspected for proper operation at least once every three (3) years. 4) Regulators must be notified at least thirty (30) days prior to switching to products containing greater than 10% ethanol or 20% biodiesel and demonstrate the compatibility of all equipment. 5) Spill buckets and containment sumps will be required to be tested at least once every three (3) years and replacement of failing spill buckets and containments will likely be required. 6) Following repair/replacement of secondary containments and containment sumps - tightness testing must be completed within thirty (30) days. 7) Monthly and annual inspections will be required for all facilities to check for proper operation and maintenance of UST systems. Individual states will determine if these inspections must be completed by A/B Operators or whether they can be completed by Third Parties. 8) All components of the ATG including probes, sensors, leak detectors, alarms and programming will be required to be checked for proper operation annually. 9) Liquid in the interstitial space of secondarily contained systems (i.e. sensor alarms) has been added to the list of unusual operating conditions that should be reported as a suspected release. At least one of the above changes will have an impact on your UST operations. Stay tuned as there will be much discussion as States work to incorporate and update their rules to include the EPA s changes. NOTE: For the State of Nebraska - The State of Nebraska has approved regulations requiring Class A, B and C Operator Training for all UST facilities by December 31, 2015. Waste Solutions Services Division - Chris Biellier Seneca Waste Solutions Division Continues to Expand Service Offerings with a Safer Alternative to Mechanical Excavation Vacuum Excavation & Hydro-Excavation are non-mechanical, non-destructive processes that use pressurized water and industrial strength vacuum to simultaneously excavate and evacuate soil. As hydro-excavation safely breaks up soil, the soil and water slurry is conveyed by vacuum to a debris tank. This method is preferred in undisturbed and cohesive soil scenarios. When water is not necessary to break up material, such as when applied to backfill areas with loose gravel or sand, the use of a powerful vacuum truck is all that is necessary. Over the past few years hydro-excavation has gained rapid popularity as a complement to conventional methods or as a stand alone method used for digging and moving soil. Highly pressurized water is utilized along with a powerful vacuum to complete the hydro-excavation system. Because the water is highly pressurized, it is able to break up hardened and cohesive soil and the vacuum unit transfers it to a debris box. An example to give an idea of the power used in the process is: a standard shop vac that many of us use around our homes has vacuum power of around 80 to 100 CFM.
