Public Information Workshop Charlotte County-Punta Gorda MPO - Meeting Rooms A and B March 29, 2018 Welcome to the Public Information Workshop for Harborview Road Project Development and Environment (PD&E) study. The purpose of this meeting is to provide you the opportunity to review project information, ask questions and offer comments about proposed improvements to Harborview Road from Melbourne Street to I-75 in Charlotte County. Maps, display boards and other project information are on display here this evening. Project representatives are available to discuss the study and answer questions. A comment form is included in this handout. We encourage you to complete the form and drop it in one of the boxes provided, or if you prefer, you may mail your comments, written statements, or exhibits, postmarked by April 9, 2018 to the address on the comment form. Introduction The Florida Department of Transportation (FDOT) is doing a PD&E study to evaluate widening Harborview Road from two to four lanes. Widening the road will improve connectivity between US 41 and I-75 and enhance safety along the corridor. The project is approximately 2.3 miles in length. The objectives of this PD&E study are to evaluate and document engineering and environmental considerations that will assist the department in reaching a decision about the type and location of necessary improvements to Harborview Road.

Need for Improvement Harborview Road connects US 41 to I-75 directly north of the Peace River and is also designated as an emergency evacuation route. Within the project limits, Harborview Road is a two lane roadway. This segment is the only portion of Harborview Road between US 41 and I-75 that is a two lane roadway. The project limits of Harborview Road currently connects to a five-lane urban roadway to the west and a four-lane divided roadway to the east. The need for the proposed widening improvements for Harborview Road will accommodate increased traffic demand, including truck traffic, generated by projected growth in Charlotte County. The Charlotte County- Punta Gorda Metropolitan Planning Organization (MPO) identifies this project in their 2040 Long Range Transportation Plan (LRTP) Cost Feasible Plan. The need is also indicated by traffic volumes projected to increase from the current volume of 7,800 to 8,500 vehicles per day to 19,000 to 28,000 vehicles per day by the year 2045. Widening Options and Alignment s The proposed widening of Harborview Road includes four 11-foot travel lanes, curb and gutter, and a 30-foot grass median. Six-foot sidewalks and seven-foot buffered bicycle lanes will accommodate pedestrian and bicycle traffic along the corridor. A total of 114 feet of right-of-way is needed to accommodate the proposed improvements. FDOT is evaluating three alignment alternatives, or build alternatives, for this project. The three build alternatives involve constructing four new travel lanes without saving the existing pavement. These alternatives include roundabouts at both Melbourne Street and the MPO entrance. Northern Alignment The majority of the northern alignment alternative shifts north of the existing roadway and requires approximately 34 feet of additional right-of-way along the north side of the roadway within the project limits. Northern Alignment

Southern Alignment The majority of the southern alignment alternative shifts south of the existing roadway and requires approximately 34 feet of additional right-of-way along the south side of the roadway within the project limits. Southern Alignment Optimized Alignment The optimized alignment shifts both north and south of the existing roadway to minimize relocations. This alternative shifts between the northern and southern alignment alternatives and requires approximately 34 feet of additional right-of-way within the project limits. No-Build Throughout this study, a no-build alternative is also considered and will remain a viable alternative as the evaluation continues. The no-build alternative assumes that no improvements will be made to Harborview Road beyond the year 2045 except routine maintenance. Note 2: Construction Engineering & Inspection is estimated at 15% of the Total Construction Cost. Estimated Project Costs Funding for the design phase is included in fiscal year 2020 of the FDOT's Tentative Five-Year Work Program. Right-of-way acquisition is currently included in fiscal year 2023. There is currently no funding for the construction phase of this project. Environmental Evaluations The PD&E study is ongoing. Staff will continue to develop, refine and evaluate alignment alternatives for Harborview Road during the course of the study. Potential environmental effects associated with these three proposed build alternatives are under careful evaluation and include detailed studies of wetlands, floodplains, threatened and endangered species, water quality, hazardous materials, recreational sites, noise, air quality, historic structures, and archaeological sites. Based on current data, the study team anticipates minimal effects to the environment from the proposed build alternatives. What Happens Next? We will continue to evaluate estimated project costs and engineering and environmental effects that the alternatives may have. Comments from you, at this meeting and throughout the study, will help the department and Charlotte County make its selection of the recommended alternative. The recommended alternative will be presented at the public hearing for this project, tentatively scheduled for fall 2018. Memorandum of Understanding The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.
