ANNEXE J Options for Production MRV-P 4x4 Manufacture Metras Development strategy - Has been to create a platform around a family of vehicles that is suitable for both Export or Home markets by designing from day one for the full vehicle range to be provided either as Fully Built from Factory, Semi Built units for assembly at delivery point or Complete Knock Down Kit for fabrication in country of use. This same model is being introduced across key platform solutions in our protected mobility and Commercial ranges to allow the investment in our fabrication Hubs to benefit the business as a whole. The Three Manufacturing Routes for the Metras platform have their pro s and con s and need to be applied on a program by program basis accordingly. Route 1 (FBU) Fully Built Unit from the factory Retains QA on main line, limits Risk and improves stockholding requirement for Build (nothing required in build at both manufacture and build to mitigate logistic risk) All specialist tooling, training and resource maintained on site, helps to develop and improve diversity and skills within Dumfries area. Potentially Higher cost base. Increased CapEx expenditure (expansion of the Dumfries facility) that needs to be supported by Commercial and Protected programs. Route 2 (SBU) Semi Built Units with assembly at delivery point Identified internally as the Best suited build model for the multirole vehicle build as this gives the greatest level of throughput for Phase One of the vehicle requirement without expansion of the main supply chain whilst allowing for future expansion of the infrastructure at a time that can be supported by the investment in the region and sustained by commercial programs post Phase 2. Specialist to role vehicles and low number throughput such as LPMR would be treated as niche volume vehicles and would be fully built at Dumfries. Route 3 (CKD) Complete Knock Down Kits Best suited for Overseas Sales where in country content and build will add to the (IP) Industrial Participation offset %. Import duties on Fully Built and SBU are cost prohibitive. Greater investment in in country training and facility requires the increase in program size and or support network. The leadtime to investment and establishment of in country presence to recognized standards is key to delivery The supply chain must be able to support the volume and capability to flex as required. ANNEXE J STAGED MANUFACTURING PROCESS SBU OVERVIEW PEL DELIVERY POINT ASSY SBU It is Penman's view that differing Manufacturing Routes must always be considered to produce the family of vehicles that meet the in country program need. As such some programs will be treated as niche volume vehicles due to the low numbers to be manufactured and as such will be built on production lines established at the PEL Dumfries facility with minimal in country manufacturing content, in these instances we will work with in country support partners to establish if a support contract can add value through training, maintenance and Special to Role equip. However in General for the manufacture of the volume platform vehicles there is some options that can be presented. Option 1 PEL preferred. The volume vehicles are will be produced according to the SBU Route detailed in the following slides. Initial production <25 units will be built on a temporary line at PEL Dumfries whilst the Delivery Point Assembly facility DPAF is established and staff trained. This first volume of vehicles will also be used to prove out the build and assembly instructions as well as supply chain support in country. From here production will be moved in its entirety to the DPAF being a PEL facility this will deliver the vehicles directly to the Technology integration line and for signoff. Option 2 The volume will be produced according to the SBU Route with the labour and assembly of the vehicles at DPAF under the supply and control of an in country partner. Same as for Op 1, Initial production <25 units will be built on a temporary line at PEL Dumfries whilst the Delivery Point Assembly facility DPAF is established and partner Assy staff trained. Note: the DPAF in both cases could be a government owned facility with option 1 potentially providing a lease agreement between PEL and the government for the use of space within the facility. Option 3 PEL Provide fully built vehicles directly from our Dumfries facility.
