7 th Nov 2012 Ref 4622/12 I request the following information under the Freedom of Information Act 2000 on an annual basis from 2008: 1. The number and type of vehicles you have in your service? 2. The number and type of new vehicles you buy every year? 3 The cost of maintaining these vehicles? 4. The value of the vehicles? Result Of Searches Following receipt of your request searches were conducted within Greater Manchester Police to locate the requested information and I can confirm that GMP does hold some of the information specific to your request. Question 1, please see attached document. Question 2, this varies each year depending on the capital budget allocated to vehicle replacement. Replacement criteria are based on age/mileage and we try to replace like for like depending on models available. Please see attached document. However, Section 17 of the Freedom of Information Act 2000 requires GMP, when refusing to provide such information (because the information is exempt) to provide you the applicant with a notice which: (a) states that fact, (b) specifies the exemption in question and (c) states (if that would not otherwise be apparent) why the exemption applies. Information relating to covert vehicles used by Greater Manchester Police is exempted from disclosure under Section 31(1)(a)(b) Law Enforcement. Harm Protecting the safety of the public is of paramount importance to GMP and the prevention and detection of crime within our community. To disclose a list of covert vehicles used by GMP has the potential to seriously undermine effective law enforcement in policing across GMP by providing awareness of the type of covert vehicles used by the force. Disclosure would hinder the prevention and detection of crime and the apprehension and prosecution of offenders and put individuals at risk. Public Interest Test Factors in favour of disclosure To disclose a list of covert vehicles primarily used by GMP would assist the public in being transparent and open and will raise awareness of the policing capability. It would also assist accountability regarding how public money is spent.
Factors in maintaining the exemption To disclose the list of covert vehicles that are primarily used by GMP would compromise the capabilities of the force and unique teams / units that use them. Disclosure would also lead to an increase of crime across the force, and would increase the risks imposed to the public in becoming victims of crime as it would give advantage to those individuals (offenders) intent on criminal activity as it would assist them in avoiding being apprehended. Therefore to disclose a list of covert vehicles would compromise the force s ability to prevent and detect crime and to apprehend and prosecute offenders would be significantly impacted upon. Balancing Test When balancing the Public Interest Test we have to consider whether the information should be released into the public domain. Arguments need to be weighed against each other. The most persuasive reasons for disclosing the information would be providing better awareness to the public in respect of GMP s policing capabilities and expenditure of public money. These need to be weighed against the strongest negative reason, which, in this case, is the detrimental impact on the law enforcement capabilities of GMP in policing across the force and its ability to prevent and detect crime and apprehend and prosecute offenders. Therefore the decision at this time is to exempt the list of convert vehicles from disclosure and this letter represents a refusal notice for this information. Question 3, 847,000 Question 4, information relating to this question is not held, GMP refers to the used car value books when valuing a vehicle for sales purposes.
