See Attachment 1 for a report on each BMW i3 Battery Electric Vehicle (BEV), the date each was received, the in-service date, and mileage. See Attachment 2 for a list of charging station locations, type of chargers available, and the date of installation. Report on the field testing of the vehicles. The methodology, which bureaus/officers were involved. The LAPD evaluated and tested nine different electric vehicles by various personnel under the guidance of Motor Transport Division (MTD). The following vehicles were tested to determine if they met the Department s electric vehicle criteria: One BMW i3 was loaned to the LAPD for evaluation purposes for a period of one year, from July 31,2015, to August 31,2016. The vehicle was driven by Emergency Vehicle Operations Center (EVOC) driver trainer Alex Penrith and his staff for approximately 30- days. The vehicle was also tested by Information Technology Bureau (ITB) police officers. It was driven by Chief Charlie Beck, Deputy Chief Horace Frank, Police Administrator HI Gloria Grube, EVOC driver training instructors, and ITB police officers. " Some of the findings include: Great technology Good acceleration Quiet with low road noise 225-mile range under normal driving conditions One Fiat 500e was loaned to the LAPD from September 14, 2015, to September 28, 2015. It was driven by Police Officer HI John Cudworth and MTD Director of Transportation II George Yamanaka. Some of the findings include: Small interior and exterior Limited range 60 miles Excessive road noise One Toyota Murai was loaned to the LAPD from September 12,2016, to October 12, 2016. It was driven by Personnel Division Police Administrator I Elena Nihoa-Asucan, Property Division Police Administrator I Sandra Russell, and MTD Director of Transportation II George Yamanaka. Some of the findings include: Great technology * Good acceleration Quiet with low road noise 230-mile range under normal driving conditions Limited hydrogen fueling infrastructure One BMW Evolution C Electric Scooter was loaned to the LAPD from August 1,2017, to January 30,2018. It was driven and evaluated by Motorcycle Training Unit Police Officer Mitch Nolan. Some of the findings include: Great technology Good acceleration Great braking 80-mile range under normal driving conditions Report on how the Department originally deployed the charging stations. The Department planned the installation of charging stations in three phases: Phase One: The initial implementation phase began on April 1,2015. Implementation was completed on

The Honorable City Council Page 3 3.5 June 16, 2016. The first phase included installation of 104 charging stations. Phase Two: The second phase began on December 14,2016. Implementation was completed on September 21, 2017. The second phase included installation of 36 additional charging stations in nine LAPD facilities. Phase Three: The third phase began on July 1,2017, and is still in progress. This phase involves the installation of 66 chargers at 15 unique locations. To date, five installations are complete, four are in the process of receiving their Department of Water and Power (D WP) meters, and six require power infrastructure upgrades, which are currently in the design phase at DWP. The DWP recently increased their staffing to support the design component of these projects, including the large installations that are underway at the Civic Center and other City facilities. Details of the installation progress are included in Attachment 2. For FY 2017-18, the LAPD elected not to lease 100 additional BMW i3 s due to charging station construction delays and current vehicle utilization rates by the various end users. Provide information on the leasing agreements as it relates to payment on the vehicles if there are insufficient charging stations. Does, or should the Department pay lease payments if there are insufficient changing stations to deploy them. In May 2016, the LAPD entered into a lease agreement with New Century BMW to lease up to 300 BMW i3 s. However, the lease agreement payments per vehicle only start when the vehicles are delivered. Thus, the Department has full control over when to deliver vehicles and place them in use based on charging station availability. The LAPD ensured that the timing of the vehicle delivery and charging station availability was coordinated to facilitate vehicle charging capability. While there were some delays during phase two of the charging station installations, the Department relocated vehicle assignments in a manner that vehicles could be used and charged at available charging stations. However, during phase three of the charging station installation, the Department recognized that significant delays may occur due to facility infrastructure capacity and resource availability from the vendors to expedite the process. Thus, the Department decided not to lease an additional 100 BEVs until the stations are ready. See Attachment 3 for the lease agreement. Some of the key terms include: Base monthly payment is $382.96 plus tax. The current tax rate is at 9.5%. Payments are due monthly. The leasing includes vehicle maintenance services. Lease Term: 36-month open-ended lease term not to exceed 30,000 miles per term of lease. Lessor has the right to terminate the lease at their discretion regardless of the timeperiod of the lease. Excess mileage above miles included in the lease agreement will be charged at 25-cents per mile. However, the Department has full control over vehicle utilization and has the ability to rotate and reassign vehicles while managing utilization of the vehicles to ensure over-usage does not occur.

The Honorable City Council Page 4 3.5 Open-ended lease: The Department may purchase the vehicle for a residual amount of $24,473.10 plus tax, registration and other fees. The Department does not intend to purchase these used vehicles. Rather, the intent is to lease newer vehicles which have an increased vehicle driving range. End-of-Lease: If the vehicle is not purchased at the end of the lease, a disposal charge of $350.00 is due for each vehicle, plus 25-cents for each additional mile over 30,000 miles, plus any excessive use/damage over normal wear and tear, plus additional taxes and government fees. Discuss the potential of a City application that would identify the closest charging stations and the wait times. Currently, the LAPD is using several available applications that provide a list of available public chargers. The more popular applications include Charge Point, Greenlots, and Plug Share. The LAPD is currently working with Greenlots to develop an application that will show both the City and the public charging stations, and their availability along with other information.
