PRISM Performance and Registration Information Systems Management IRP Annual Meeting 2016 Oklahoma City, OK May 2 4 Dennis Piccolo, PRISM Project Manager (VOLPE) 1
What is PRISM? Cooperative Federal/State Program Links safety fitness to state vehicle registrations Funding for nationwide implementation began in 1998 PRISM program run by FMCSA over 17 years Currently 49 PRISM Jurisdictions in different phases of implementation Implementation progress tracked in a PRISM Status Map 2
PRISM Stakeholders FMCSA issues Federal OOS orders to unsafe motor carriers IRP denies and suspends registrations to OOS carriers PRISM provides Target File of OOS Carriers and Vehicles Law Enforcement identifies vehicles operating while under a Federal Out of Service Order and takes action
IRP and PRISM IRP is the backbone of the PRISM program 16 PRISM Registration Requirements Bringing safety down to the Vehicle level Establishes link between Motor Carrier Responsible for Safety and every commercial vehicle registered in IRP 4

PRISM Implementation Reviews Why do PRISM States have a review? PRISM Implementation Reviews help both FMCSA and State partners to track progress of State s accomplishments 16 IRP Registration requirements 6 Law Enforcement requirements discussed in detail with State partners Recommendations are provided to State in a final report 9

Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated PRISM National Conference Call was held in December 2015 to discuss issue with PRISM Stakeholders During the Registration period, the MCRS of the vehicle might change, but the updated USDOT Number not always provided to the SAFER/PRISM database The result is vehicles being pulled over during e screening based on the older USDOT Number status 12
Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated Short Term Solution: New PRISM Requirement FY2016 NOFA PRISM Requirement: If the MCRS changes, the Registrant needs to notify the IRP Office within 10 days of the change IRP Office will update registration in the State IRP system, and upload new registration record to the PRISM SAFER database PRISM Funding available for PRISM States if needed Create brochures to hand out at IRP Offices Update IRP Manuals to notify Registrants/Motor Carriers 13
Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated Short Term Solution: PRISM MCRS Discrepancy Monthly report The PRISM Team has been issuing a monthly report to show discrepancies in the MCRS USDOT Numbers USDOT Number of MCRS on roadside Inspection reports not matching USDOT Number of MCRS in State IRP Registration record PRISM States can use this information to see the scope of the problem within their State Can also contact Registrants to ask for the updated USDOT Number of the current MCRS 14
Roadside Issue: Motor Carrier Responsible for Safety (MCRS) not Updated Long Term Solution: Federal Requirement Work with FMCSA to get a Federal Regulation in place that formally requires Registrants/Carriers to update the IRP office when the MCRS Changes Even with a new PRISM Requirement for the 10 day update, there is really no enforcement behind it 15
Fixing America s Surface Transportation (FAST) Act Became law on December 4, 2015 Several provisions impacting FMCSA Grant Programs Consolidation Operational effectiveness Partnership Pub. L. No. 114 94 (Dec. 4, 2015) Title V, Motor Carrier Safety Overview 5/13/2014 17
Pre FAST Grant Program Structure MCSAP (B & I) High Priority New Entrant Border Enforcement PRISM SADIP CVISN CDLPI 5/13/2014 18
Post FAST Act = Consolidation MCSAP High Priority CDLPI (still stand alone) 5/13/2014 19
Motor Carrier Safety Assistance Program (MCSAP) now includes New Entrant, Border and old Basic & Incentive High Priority Grant Program includes: CVISN = Information Technology Deployments (ITD) SaDIP = Data Quality PRISM = PRISM Classic High Priority Programs What Does It Mean? 5/13/2014 20
Picture for FY 2017 = funding increases 5/13/2014 21
Notable MCSAP Requirements (c)(2)(z) PRISM (or equivalent alternate approach) REQUIRED by October 1, 2020 FMCSA considers Level 6as fulfilling this requirement (c)(2)(p) Sufficient resources to report MC safety data (SSDQ) and data correction (DataQ) systems (c)(2)(bb) Operation and Maintenance (O&M) expenses allowed for PRiSM & Data Quality 5/13/2014 22
Sub Granting by MCSAP Lead Agencies Not required.but is allowed Why Cost vs. Benefit PRISM Example: Lead certifies compliance on behalf of State State then held to MCSAP eligibility requirements If Non Lead maintains PRISM and Lead does not sub award funds for O&M, Non Lead must apply under High Priority for grant funds. Outcome: Lead agency may retain funds, but risks loss of PRISM O&M $$$ for State 5/13/2014 23
High Priority Grants Continued PRISM Lead can only request $$$ for achieving or exceeding compliance Compliance due by 10/1/2020 Non Lead can request $$$ for any allowable activity related to PRISM Development, O&M, Etc. Minimum compliance = Level 6 Enforcing All FMCSA OOS Orders 5/13/2014 24
NOFAs & Periods of Performance (POPs) Notice of Funding Availability (NOFA) Under High Priority Grants: PRISM/DQ/HP Year of award plus two years = YOA +2 years NOFA will outline project/program priorities One HP NOFA for all four focus areas Process is competitive and requires review process 5/13/2014 25
