OFFICE OF DIRECTOR GENERAL OF CIVIL AVIATION Opposite Safdarjung Airport, New Delhi-110 003 OPERATIONS CIRCULAR NO. 4 OF 2000 Dated 11 th August, 2000 Subject: Aerodrome operating minima for all Non-Scheduled & General Aviation Domestic Operators. 1. INTRODUCTION Aerodrome Operating Minima are established in order to ensure the desired level of safety in aeroplane operations at an aerodrome by limiting these operations in specified weather conditions. The values of aerodrome operating minima for a particular operation must ensure that at all times the combination of information available from external sources and the aeroplane instruments and equipment is sufficient to enable the aeroplane to be operated along the desired flight path. In the light of above this office had issued Operation Circular No. 6 of 1999 explaining the method of calculation, procedure for approval and the limits of aerodrome operating minima for Scheduled, Non-scheduled and General Aviation Operators (Aeroplane & Helicopters). It is seen that some of the Nonscheduled & General Aviation Domestic Operators who fly on regular basis are also subjected to the higher operating minima. It is now felt necessary to issue this circular specifying the limits of aerodrome operating minima for use of Non-scheduled & General Aviation Domestic Operators who are flying on regular basis at Indian Airports. 2. DEFINITIONS AND CONDITIONS Definitions and all the conditions as mentioned in the Operations Circular No. 6 of 1999 shall remain same. In addition to the above conditions, the pilots in Non-scheduled & General Aviation (Domestic) will only be allowed to use the limits of aerodrome operating minima specified as per this circular in appendix-a, provided: Pilot-in-command shall have minimum total of 500 hours of PIC experience on type. Pilot-in-Command shall have at least 10 hours of PIC experience on type within last 90 days. 1

The operator shall provide adequate training to its pilots to make them familiar with the operation under reduced visibility conditions and other associated hazards. The pilot-in-command will have to demonstrate to an examiner on type his proficiency to handle normal/abnormal situations under simulated/actual reduced visibility conditions. Demonstration in abnormal situations shall be keeping in mind and observing all safety precautions. The examiner shall endorse in the pilot s logbook a certificate to this effect. The operators shall forward to this office the syllabus for crew training/checks aircraft type wise for scrutiny. The Non-scheduled & General Aviation Domestic Operators will be required to submit a certificate in original to the satisfaction of DGCA that they have complied with all the conditions laid down in this circular and Operations Circular 6 of 1999. The DGCA will intimate to the operator concerned that the operator is authorised to conduct its operations as per the limits of aerodrome operating minima as given in this circular. It may be noted that any time if (H) for an approach is revised to be lower than that given in the Appendix A of this circular, the operator will be required to get the new limits of aerodrome minima approved by DGCA. Any time if (H) for an approach is revised to be higher than given in Appendix A of this circular, the operator shall re-calculate his revised aerodrome operating minima and follow the same from the time of receipt of higher (H).
