Price Movements November The Consumer Price for All Urban Consumers (CPI-U) was und prior to seasonal adjustment. The November level of 315 (1967= 100) was percent higher than the index in November 1983. The Consumer Price for Urban Wage Earners and Clerical Workers (CPI-W) declined 0 percent in November, before seasonal adjustment, to a level of 311 (1967=100). For the 12-month period ended in November, the CPI-W increased 3 percent. The CPI- W is used for indexing Social Security and some other Federal payments. It is also commonly used as an escalator in collective bargaining agreements. CPI for All Urban Consumers (CPI-U) seasonally adjusted s On a seasonally adjusted basis, the CPI for All Urban Consumers rose 0 percent in November, somewhat less than in recent months. The transportation component rose markedly less than in October, reflecting a much smaller increase in gasoline prices and declines in new and used car prices. Somewhat smaller increases in the food and beverage and medical care components and a decline in apparel prices also contributed to the slowdown in November. On the other hand, increases in the indexes for housing, entertainment, and other goods and services were slightly larger than in October. During the first 11 months of, the CPI rose at a seasonally adjusted annual rate of 4 percent. This compares with a percent rate for the 12 months ended in December 1983. The transportation component, which advanced 0 percent in October, rose 0 percent in November. The slowdown was primarily due to gasoline and automobile prices. The index for gasoline rose 0 percent in November, following seasonal adjustment. The increase, however, was substantially less than those in September and October. Despite the advances in the past 3 months, gasoline prices are 1 percent lower than at the end of 1983 and 12 percent below their peak level of March 1981. Following seasonal adjustment, new car prices declined 0 percent. (Dealer prices for new cars typically rise substantially in November. This year's prices were up 0 percent before seasonal adjustment, but because that advance was less than the typical seasonal increase for November, the index declined on a seasonally adjusted basis.) Used car prices declined 0 percent, the fourth decrease in the past 5 months. Among other automobile expenses, smaller increases in November were recorded for automobile maintenance and repairs and automobile finance charges. Although advancing less than in October, the cost of automobile insurance rose substantially for the second consecutive month. Tire prices also advanced sharply in November, following a decline in October, but remained well below their level of a year ago and 11 percent below their peak level in June 1982. The food and beverage component registered a 0 percent increase in November. Grocery store food prices, which advanced 0 percent in October, rose 0 percent in November as all major groups contributed to the slowdown. Of these groups, the index for fruits and vegetables recorded the largest increase up 0 percent which was only half the 1 percent rise in October. Fresh fruit prices registered a 5 percent increase after seasonal adjustment, more than offsetting declines in prices for fresh vegetables and for processed fruits and vegetables. The index for meats, poultry, fish, and eggs declined 0 percent, as decreases in prices for pork, poultry, other meats, fish, and eggs offset a moderate increase in beef prices. The index for dairy products continued its recent spurt, advancing 0 percent in November, following increases of 0 and 0 percent in the preceding 2 months. The 1 percent increase in the past 3 months compares with a 1 percent rise in the first 8 months of. Prices for restaurant meals rose 0 percent while the index for alcoholic beverages was und in November. The housing component advanced 0 percent in November, after increasing 0 percent in Octpber. The index for fuel and utilities, which declined 0 percent in October, rose 0 percent in November and was re-* sponsible for the acceleration. Charges for electricity, which had declined sharply in October, increased 0 percent in November. The index for gas continued to decline, but by much less than in October. On the other hand, fuel oil prices declined slightly down 0 percent after increasing in October. Among other utilities, the cost of telephone services, reflecting increases in local charges and intrastate toll calls, advanced 0 percent. The other two major housing groups registered the same increases as in October. Shelter costs rose 0 percent, with renters' costs advancing 0 percent, homeowners' costs 0 percent, and maintenance and repair costs 0 percent. The index for household furnishings and operations rose 0 percent. The medical care component rose 0 percent in November, following an increase of 0 percent in October. The index for medical care commodities prescription drugs, non-prescription drugs, and medical supplies advanced 0 percent. The cost of medical care services rose 0 percent, with professional services and hospital rooms up 0 and 0 percent, respectively. The index for apparel and upkeep declined slightly down 0 percent in November following an average monthly increase of 0 percent during the preceding 4 months. A decline in the index for apparel commodities, reflecting widespread sales prices for women's clothing, was only partially offset by a 0 percent increase in prices for apparel services. The entertainment and other goods and services components both rose 0 percent in November after increasing 0 percent in each of the preceding 2 months. CPI for Urban Wage Earners and Clerical Workers (CPI-W) seasonally adjusted s On a seasonally adjusted basis, the CPI for Urban Wage Earners and Clerical Workers rose 0 percent in November. This compares with an increase of 0 percent in the CPI-U. In the CPI-U, the homeowners' cost index, which uses a rental equivalence approach, rose 0 percent in November. Homeownership in the CPI-W, which is based on house prices, mortgage interest rates, property taxes, property insurance, and maintenance and repair costs, declined 0 percent in November, primarily due to a 0 percent drop in house prices. Changes in frequency of publication for local area CPI's to begin in 1987 The Bureau of Labor Statistics will improve the sample of urban areas in which it gathers prices for monthly preparation of the Consumer Price beginning in

1987. At the same time, the Bureau will publish a number of local area CPI's less frequently. The s in publication frequency arise from the requirement to allocate the sample to reflect population shifts in the 1980 Census so as to provide the most accurate national CPI possible with the funds available. As a result, some local areas will no longer have samples sufficient to permit more frequent publication. In addition to the national index for all cities, the Bureau now publishes indexes for 28 urban areas. In 1987, it will continue to publish indexes for all but one of these areas Northeast Pennsylvania (Scranton- Wilkes-Barre). Of the remaining 21 published urban areas, 13 will have a reduction in frequency beginning in 1987. The index for Detroit, currently published monthly, will be published every other month. Twelve areas now published bimonthly will be compiled on a semiannual average basis. These areas are: Buffalo-Niagara Falls, NY; Cincinnati-Hamilton, OH-KY-IN; Kansas City, MO- Kansas City, KS; Milwaukee, WI; Minneapolis-St. Paul, MN-WI; Atlanta, GA; Anchorage, AK; Denver-Boulder, CO; Honolulu, HI; Portland-Vancouver, OR-WA; San Diego, CA; and Seattle-Tacoma, WA. Also, the Cleveland-Akron-Lorain, OH, indexes will be published in even-numbered rather then odd-numbered months. Further details are available from BLS. Homeownership s As announced in October 1981, the Bureau of Labor Statistics will the treatment of homeownership costs in the CPI for Urban Wage Earners and Clerical Workers (CPI-W) effective with release of the data for January 1985. See the Technical Notes for additional details. Technical Notes Brief Explanation of the CPI The Consumer Price (CPI) is a measure of the average in prices over time in a fixed market basket of goods and services. Effective with the January 1978 index, the Bureau of Labor Statistics began publishing CPI'S for two population groups: (1) a new CPI for All Urban Consumers (CPI-U) which covers approximately 80 percent of the total noninstitutional civilian population; and (2) a revised CPI for Urban Wage Earners and Clerical Workers (CPI-W) which represents about half the population covered by the CPIu. The CPI-U includes, in addition to wage earners and clerical workers, groups which historically have been excluded from CPI coverage, such as professional, managerial, and technical workers, the self-employed, short-term workers, the unemployed, and retirees and others not in the labor force. The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors' and dentists' services, drugs, and the other goods and services that people buy for day-to-day living. Prices are collected in 85 urban areas across the country from about 18,000 tenants, 18,000 housing units for property taxes, and about 24,000 establishments grocery and department stores, hospitals, filling stations, and other types of stores and service establishments. All taxes directly associated with the purchase and use of items are included in the index. Prices of food, fuels, and a few other items are obtained every month in all 85 locations. Prices of most other commodities and services are collected every month in the five largest geographic areas and every other month in other areas. Prices of most goods and services are obtained by personal visits of the Bureau's trained representatives. Mail questionnaires are used to obtain public utility rates, some fuel prices, and certain other items. In calculating the index, price s for thre various items in each location are averaged together with weights which represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Separate indexes are also published by size of city, by region of the country, for cross-classifications of regions and population-size classes, and for 28 local areas. Area indexes do not measure differences in the level of prices among cities, they only measure the average in prices for each area since the base period. The index measures price s from a designated reference date 1967 which equals 100. An increase of 122 percent, for example, is shown as 222. This can also be expressed in dollars as follows: The price of a base period*'market basket" of goods and services in the CPI has risen from $10 in 1967 to $220. Calculating Changes Movements of the indexes from one month to another are usually expressed as percent s rather than s in index points, because index point s are affected by the level of the index in relation to its base period while percent s are not. The example in the accompanying box illustrates the computation of index point and percent s. s for 3-month and 6-month periods are expressed as annual rates and are computed according to the standard formula for compound growth rates. These data indicate what the percent would be if the current rate were maintained for a 12-month period.
