Financing of the Federal Trunk Roads Actual expenditure in billion Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 9

PPP in Federal Trunk Road Construction Key elements public-private partnership (PPP) Life cycle approach (i. e. upgrading, operation, maintenance and pro rata funding on a "one stop shop" basis) and risk transfer Objective: efficient provision of services, reliable control of the assets The functional list of specifications and prices is to create rooms for manoeuvre for industry, Objective: innovations The economic efficiency has to be analyzed in detail and compared with that of conventional construction Current remunerative structure: availability models PPP models 1st scale and 2nd scale 13 projects Contract award procedure: 2005 to 2014/15 Approx. 770 km of federal motorways Partially Extension to six lanes Construction costs of approx. 4.1 billion euros Operation and maintenance over a period of 30 years life cycle Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 10

PPP in Federal Trunk Road Construction Operational service for PPP projects Provision of services by private-sector contract partner Obligatory operational services in accordance with existing legislation Catalogue of quality with sanction system in the case of non-compliance with the agreed performance target Stronger focus on functionality Incentive for the private-sector operator by availability models to establish road works sites and perform operational services during off-peak times, Objective: minimum impairment of the availability of road sections Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 11

Development of Road Transport Annual mileage of motor vehicles and road transport on federal motorways and federal highways As at: 1 January 2014 Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 12

Operational Road Services on Federal Trunk Roads Cost of the activities of the operational road services (federal motorways + federal highways) Service category Federal motorways Federal highways Emergency measures to the road structure Maintenance of the green area Preventive maintenance and conservation of the road furniture Reporting period: 1 January to 31 December 2013 In total 53,088 55,273 108,361 119,125 116,792 235,917 84,337 75,700 160,037 Cleaning 112,821 53,261 166,082 Winter maintenance 144,132 135,159 279,291 Further services 141,206 67,421 208,627 Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 15

Operational Road Services on Federal Trunk Roads Salt consumption in the periods from 2008/2009 to 2012/2013 (federal motorways and federal highways) Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 16

Winter Maintenance State-backed operational services, with temporary support by private-sector companies Level of requirement snow removal and gritting - safeguarding of the quality level: Federal motorways and federal highways with exceptional traffic function: 24 hours Federal highways, regional roads, district roads 06:00 to 22:00 hrs Period for the road network to be gritted: 2 hours Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 17

Further Development in the Winter Maintenance Sector FS 100 Technology - liquid de-icing material Increase of preventive gritting Gritting with pre-wetted salt (FS 30) established as a standard procedure The saline solutions used are CaCl 2 brine, MgCl 2 brine and NaCl brine Liquid de-icing material (FS 100) is an optimum solution for preventive gritting and the use of minor quantities at temperatures around 0 C The successive implementation of the use of liquid de-icing material (FS 100 on all federal motorways and in a second step on all federal highways is the priority objective of the BMVI Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 18

Further Development in the Winter Maintenance Sector FS 100 Technology - liquid de-icing material Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 19

Security of supply Further Development in the Winter Maintenance Sector Purchase or self-production of de-icing salt solution De-icing salt solutions can be purchased from suppliers MgCl 2 and CaCl 2 are generally acquired in higher concentration and merged with the other materials on site The highway authorities use a combination of brine for sale and materials produced on their own Objective of the BMVI: Manufacture of brine only with NaCl salt solution systems of their own Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 20

Security of supply Further Development in the Winter Maintenance Sector 21 Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus

Gritting Materials - Storage Capacities Security of supply National salt reserves Total storage capacity of 100,000 tonnes in warehouses in two federal states To be used exclusively for federal motorways in the case of a specific emergency The Federal Government bears the cost of the initial filling of the warehouses The haulage costs have to be borne by the receiving federal state Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 22

Gritting Materials - Storage Capacities New assessment system Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 23

Gritting Materials - Storage Capacities New assessment system Calculation system in analogy to that of flood control Uniform, nationwide assessment concept: Equivalent security of supply Taking into account the specific demand of gritting material per depot Different assessment values are defined for different climatic regions which correspond to a uniform security of supply The decisive criterion is not x days of round-the-clock use, but the sum of the required gritting material over 30 or 180 days Basis: long-term climatic data of the past Determination of a specific demand of gritting material [g/m²] per day on the basis of gritting scenarios for federal motorways Reduction of the quantities of gritting materials for the secondary network Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 24

Further Development in the Summer Maintenance Sector One-man operation Barcelona, 10 October 2014 BDir Dipl-Ing Manfred Silvanus 25
