Tremough Campus Car Parking Policy 2012/2013 This Car Parking Policy applies to all employees and students of University College Falmouth (Falmouth), University of Exeter (UoE), FXU and Falmouth Exeter Plus as well as all visitors and external individuals and organisations who use the Tremough car parks. This policy comes into force on Monday 1 October 2012, and is operational between 8am on a Monday until 8pm on a Friday all year round (with the exception of bank holidays). In accordance with Government Policy, Falmouth, UoE, FXU and Falmouth Exeter Plus are committed to reducing our reliance on the private car in connection with our operations. To assist this, a Travel Plan has been developed which aims to reduce reliance on the car through a number of mechanisms, initiatives and targets aimed at reducing the impact that travel and transport has on the environment. The continuation of car parking charges and this Car Parking Policy are at the core of this Travel Plan. Revenue generated by car parking charges is used to fund other initiatives designed to encourage staff and students to use alternative forms of transport. The Travel Plan must be ratified with Cornwall Council on a yearly basis to demonstrate to the Council that we are proactively reducing reliance on car usage. Any queries with regards to this policy should be directed by carparking@fxplus.ac.uk email to 1.0 Car Parking changes at the Tremough Campus from 1 October 2012 1.1 The car parking regime at the Tremough Campus will change from Monday 1 October 2012. This change is due, in part, to the cessation of our contract with the current car parking management company, Premier Parking Solutions (PPS) and as a result of feedback received from users. 1.2 It is anticipated that this new car parking regime will provide a much more user friendly and fairer experience for students, staff and visitors. Please read this policy in conjunction with the accompanying map. The main elements of the new regime will include: A new barrier and automatic number plate recognition system located on the spine road between The Exchange and the Academy for Innovation & Research. The system will have an in barrier, an out barrier, and a dual barrier for peak hours. If you are an approved permit holder, (please see Section 5 for Eligibility Criteria) a camera will recognise your number plate and the barrier will lift automatically. Permit holders may register more than one vehicle, however the barrier will only permit one registered vehicle at any one time. Permit holders will also be able to scan their student/staff ID card if they are driving a different vehicle to their usual one. If you meet the eligibility criteria for a permit, you will need to fill out the relevant form which can be found under the Travel and Transport tab of www.tremoughservices.com; however, please note that paper permits will

not need to be displayed in the main car parks beyond the barriers, and therefore will no longer be issued. An intercom system will also be installed, linked to Reception, should there be a problem / delivery. For those who do not qualify to receive a permit and wish to park in the main car parks, please proceed to the barrier where the automatic number plate recognition system will read your number plate, and the barrier lift allowing you to access the main car parks. At the end of your stay, proceed to the pay station and enter your vehicle registration plate; the pay station will then display the tariff due. When the tariff is paid, the system will recognise that you have paid, and the exit barrier will lift automatically, allowing exit from the car parks. Tariffs can be found at Section 11.0. Pay stations will be located at various points around the campus. Pay machines will be able to accommodate coins and debit cards. The car park nearest to the Multi-Use Games Area/Porters Lodge will become a dedicated car park for those who car share and own electric vehicles. There will be no barriers into this car park. All users of this car park will be required to apply for and display the relevant permit. Policies specific to car sharers include: o Priority will be given to those car sharers who all live outside Zone A (see map under the travel and Transport tab www.tremoughservices.com) o In the interests of flexibility, if you have a car sharing permit you must aim to car share at least 80% of the time (i.e. 4 days out of 5) Cameras will be installed to ensure that users are complying with the Car Parking Policy. Users who hold a car sharing/electric vehicle permit will not be recognised on the main barrier system; permit holders who wish to park in the main car parks must pay the standard hourly tariff. The Tremough Campus has not previously had a dedicated on-site student car park for those students who live on campus. Although we actively discourage student residents of Glasney Village from bringing cars to Cornwall because of the wide range of subsidised public transport on offer, some students do bring cars and park them for long periods in residential areas which has a negative impact on our neighbours in the wider community. To try and ease this situation, the car park nearest to Tremough Barton Cottages will become a dedicated Long Stay car park for student residents of Glasney Village on a firstcome, first-served basis. If you leave your car in this car park between 9am on Monday and 4pm on Friday and do not leave the car park between those times, it is free. It is also free to come and go as you please between 4.01pm on Friday to 8.59am on Monday. If, however, you wish to park in this car park and come and go between 9am on Monday and 4pm on Friday, a payment tariff kicks in. The longer your vehicle remains in this car park, the less users pay. A barrier will be installed on the entry to this car park. All users must complete the necessary form in order to gain access to this car park. (Limited spaces are available all prospective users must complete the necessary form found under the Travel and Transport tab of www.tremoughservices.com. See Section 12.0 below). 2

Falmouth Exeter Plus will manage the new car parking regime vehicles which contravene this Car Parking Policy will be penalised (see section 14.0 below). 2.0 General Information 2.1 Parking at the Tremough Campus is primarily for the use of permit holders, authorised visitors and customers paying the hourly parking tariff; this provides flexible parking for those occasions when a car is the only practical alternative. 2.2 Inconsiderate parking causes problems in the local community; staff and students are politely requested to park compliantly on campus, or utilise the subsidised public transport provided. Student residents of Glasney Village are permitted to park in the designated student Long Stay car park at a reduced cost limited spaces are available. (See Section 12.0 below). 2.3 In the context of the above, parking is seen as a privilege and not a right. All students and staff are strongly encouraged to consider their personal and corporate contribution to the reduction of personal car use and car parking demand. Without a universal commitment to the objectives of our Travel Plan, the opportunity for further growth and development at the Tremough Campus could be put at risk. 3.0 Operation of the Car Parks 3.1 The car park barriers at the Tremough Campus will be in operation continuously all year around. 3.2 An intercom system will be staffed 24 hours per day. 3.3 For Open Days and other planned exceptional occasions, restrictions may be modified by prior negotiation with Falmouth Exeter Plus s Director of Estates & Development Services. 4.0 Allocation of Parking Permits 4.1 Paper permits will only be issued to car sharers/electric vehicle users who have applied for, and have been authorised to park in the car park nearest to the Multi- Use Games Area / Porters Lodge. These permits will need to be displayed and spot checks will be made on a daily basis. 4.2 All remaining permit categories (Section 5, Categories a, b, c, d and g) will not receive a paper permit instead access through the barriers will be via your staff/student ID card, or by automatic number plate recognition. 4.3 Falmouth / FXU / Falmouth Exeter Plus users - Permit holders will be able to access car parks at both the Tremough and Woodlane Campuses. 3

4.4 UoE Campuses Pay & Display car parks - Staff and students of UoE who purchase a permit for the Tremough Campus, and require access to the car parks at Streatham / St Luke s will receive a paper permit to display on their windscreens when visiting Streatham / St Luke s. 4.5 For motorcycles / scooters / moped / tricycle / quadricycle users, there are no eligibility criteria to be met. However, users will need to complete the necessary form and make the relevant payment to gain access through the car park barriers. Permit application forms may be found under the Travel and Transport tab at www.tremoughservices.com. All motorcycles / scooters / moped / tricycles / quadricycles must be parked in the designated Motorcycle Parking Area, which is highlighted on the attached map. 4.6 Permit applications are required to be submitted annually. The granting of a permit is made shortly after application, and issued strictly in accordance with the approved eligibility criteria (see Section 5.0 below). 4.7 The granting of a permit for the current year does not imply automatic qualification for future applications. 4.8 The granting of a permit does not guarantee that a parking space will be available on all occasions. 4.9 Parking charges will be administered where vehicles contravene this Car Parking Policy (see Section 14.0 below) 4.10 Permit applications made after September 1 2013 will not be accepted. 5.0 Parking Permit Eligibility Criteria 5.1 Applications will be considered with reference to the following criteria, and the issue of permits will be made in this order of preference. (a) Students and staff with a disability who are Blue Badge holders. (b) Staff and students living outside a five-mile radius of the Campus (Zone A). (c) Students and staff with a temporary disablement will be given consideration, but permit issue and parking will be subject to availability and confirmatory medical letter. Normal fees apply. (d) Staff and students who live inside the five-mile radius but more than one mile from a Zone A bus route. (e) Students and staff who car share. Priority will be given to those car sharers who all live outside Zone A. Only one permit will be made available to each pod of car sharers. (f) Staff and students who use an electric vehicle to travel to their respective campus. (g) Students who live within Glasney Village will qualify for a permit for the designated student Long Stay car park. 4

Applications may be made for a parking permit in exceptional circumstances supporting statements must be emailed to carparking@fxplus.ac.uk. These applications will be decided by a panel of Senior Falmouth Exeter Plus Managers. All permits are subject to availability. 5

6.0 Disability Parking 6.1 Disability parking bays are located conveniently to allow access to buildings. An application is required through the standard procedure but allocation to a Blue Badge holder is automatic and without charge, subject to availability. 6.2 Blue Badge holders must display their Blue Badge at all times. 6.3 Blue Badge holders are permitted to park within the disabled bays, but also in any designated parking bay within the main car parks (with the exception of reserved visitors parking areas / Glasney residents Long Stay car park) Blue Badges must be displayed at all times. 6.4 Abuse of disabled parking spaces by unauthorised users is not tolerated and penalties (see Section 14.0 below) for unauthorised parking will apply (permit holders and campus registered vehicles* included). * A campus registered vehicle is one that is owned, hired or leased by Falmouth Exeter Plus, FXU, UoE or Falmouth 7.0 External Sports Centre Users 7.1 Members of the Sports Centre who are not students of staff of Falmouth, UoE, FXU or Falmouth Exeter Plus are allowed to park for up to two hours within the main car parks without charge. Such members must proceed to the barriers, the automatic number plate recognition system will read the number plate, and the barrier will lift allowing access the main car parks. The Sports Centre staff must ensure that external gym members sign in, documenting their car registration plate. The Sports Centre staff must then validate the number plate, giving them 2 hours free parking. 7.2 External gym members who remain on campus beyond this two-hour period will be charged on exit for the remainder of their stay. 8.0 Tremough-Based Essential Business Users of Woodlane Campus / Streatham & St Luke s Campuses 8.1 It is recognised that there may be occasions on which staff and students from the Tremough Campus are required to attend the Woodlane Campus / Streatham or St. Luke s Campuses for business reasons when: a. they do not qualify for a permit (i.e. they do not meet the eligibility criteria) ; and b. Other means of transport (including public, car sharing, or other campus registered vehicles) are not available or appropriate. 8.2 Schools, Courses and Departments from the Tremough Campus who may be classed as Essential Users of the Woodlane Campus / Streatham or St. Luke s Campuses may apply for an Essential User permit conditions apply. The necessary form may be found under the Travel and Transport tab of www.tremoughservices.com. Schools, Courses and Departments must submit the details of the students and staff who require occasional access to the Woodlane Campus car parks / Streatham or St. Luke s car parks, together with the relevant payment. 6

8.3 Tremough Essential Business Users of Woodlane Campus - The Schools, Courses and Departments will then be given one ID card for their Essential Users to gain access through the barrier system. The respective Schools, Courses, Departments will then be given a regular statement of usage to ensure maximum transparency in terms of the Essential User permit being shared fairly between those whose names have been provided. 8.4 Tremough Essential Business Users of Streatham / Saint Luke s Campuses - The Schools, Courses and Departments will then be given one paper permit for their Essential Users to share, and display on their windscreen whilst visiting the Exeter Campuses car parks. Please be mindful of the Terms and Conditions of the car parks at the Exeter Campuses, which can be found at http://www.exeter.ac.uk/staff/stafflife/carparking/fullregulations/ 9.0 Visitors Parking 9.1 Visitors parking spaces can be reserved by giving the name of the visitor/s to Main Reception at least 48 hours (two working days) in advance of the visit. Spaces are subject to availability. Visitors will proceed through the barrier system, allow the barrier to lift, and enter the Visitors car park, located in front of The Exchange. Pay stations will be located at convenient locations across the campus, whereby the visitor can enter their registration plate, pay the tariff, and exit the car park. 9.2 Should a Department wish to cover the cost of their visitors stays, an arrangement will be in place that allows Main Reception to validate visitors registration plates to allow them free exit from the car park. Departments will be charged retrospectively for this service. 9.3 Visitors without a parking reservation will have to proceed through the main barrier and find an available parking space in any authorised parking location. All visitors who have not been provided with a parking reservation will need to pay at a Pay Station before exit. 9.4 No guarantee for visitor parking can be made for reservations with less than 48 hours notice or where no reservation has been made at all. 9.5 Discourtesy to Reception or any other staff from visitors or hosts when Visitor parking has not been reserved by the organiser of the visit, or in any other circumstances, will not be tolerated by Falmouth Exeter Plus. 10.0 Loading/Unloading 10.1 Drop off zones at the Tremough Campus are located near to all buildings. They are for loading/unloading purposes only and are limited to a 30 minute stay. Delivery vehicles that need to pass through the car park barrier system will use the intercom system for entry and exit. 11.0 Hourly Charges (Main Car Parks) 11.1 The parking tariffs are set out below : Monday Friday (between 8am and 8pm) Up to 1 hour FREE Up to 2 hours - 1.50 7

Up to 4 hours - 2.00 Up to 6 hours - 2.50 Over 6 hours up to 12 hours - 3.00 Monday to Friday Between 8pm and 8am - 1 per night Weekends Friday 8pm Monday 8am - Free but barriers still in operation. 12.0 Long Stay Car Park for Residents of Glasney Village 12.1 This car park encourages students who live in Glasney Village who have gained permission to bring a car to Cornwall to store their vehicles, as they only pay for parking if they use their cars regularly. Students are encouraged to leave their vehicles in the car park during the working week, and use it only at the weekend If they do that, car parking will be free. If they come and go during the working week, the tariff of charges for this car park are set out below: Weekdays If you leave the car park anytime between 9am on a Monday and 4pm on a Friday you will be charged 5.00 if your vehicle remains in the car park for less then one day; 4,00 if your vehicle remains the car park for between one and three days, and 2.00 if your vehicle remains in the car park for more than three days. Weekends If you park in this car park between 9am on Monday and 4pm on Friday, you can come and go as you please between 4.01pm on Friday and 8.59am on Monday and pay nothing to park your car in this car park. All prospective users must complete the necessary form found under the Travel and Transport tab of www.tremoughservices.com APPLICANTS FOR THE GLASNEY STUDENT LONG STAY CAR PARK WILL PAY A TARIFF UPON LEAVING THE CAR PARK SO YOU DO NOT NEED TO SUBMIT PAYMENT WITH THIS FORM. 13.0 Permit Fees 13.1 For parking permits allocated by the eligibility criteria, the annual fee is structured as follows: 8

Blue badge holders Students (who do not live in Glasney Village) Glasney residents / long stay car park Staff earning less than 10,000pa Staff earning between 10,001 and 20,000pa Staff earning between 20,001 and 40,000pa Staff earning more than 40,000pa Annual permit 2012/13 Free (but need to complete form) 70 pa or part thereafter Users of this car park will pay a tariff upon leaving the car park so you do not need to submit payment with this form. For more information please refer to the Tremough Campus Car Parking Policy which can be found under the Travel & Transport tab at www.tremoughservices.com 70 pa or part thereafter 100 pa or part thereafter 140 pa or part thereafter 280 pa or part thereafter Motorcycles 15 pa or part thereafter Green cars** 70 pa or part thereafter Electric vehicles 35 pa or part thereafter Car sharers (Payment per pod) 35 pa or part thereafter Essential Business Users 280 **A vehicle is classed as a Green car where it emits 110g of carbon (or less) per kilometre. A Green car permit will be charged at the base rate of 70 irrespective of salary, where the present eligibility criteria is met. In addition, vehicles up to 5 years old (first registered on or after October 1 2007) with carbon emissions up to 120g/km can be reviewed on an individual basis. Replacement paper permits for car sharers and electric vehicle users will cost the value of the permit. It is therefore your responsibility to look after your permit. 13.2 All permits are non transferable. Temporary staff or new starters will be able to pay pro rata. 13.3 Pro rata prices will be taken from the 1 st of the month; part months will incur a full month charge. 13.4 Refunds will be based on the number of full months left of the permit, i.e. if an individual rescinded their permit on 15 March 2012, they would be entitled to a refund of 6 months pro rata. 13.5 Individuals who pay through monthly salary deductions, and who leave during the academic year will be able to stop their payments by notifying their respective HR department, or by emailing carparking@fxplus.ac.uk who will then make the necessary checks. 14.0 Penalties for Unauthorised Parking 9

14.1 Vehicles will be given a Parking Charge Notice if they contravene the following policies: The car sharers and electric vehicle permit (for those who are permitted to park in the car park nearest to the Multi-Use Games Area / Porters Lodge) must be displayed so that it can be clearly seen through the windscreen of the vehicle If you are a car sharer and have a car sharing permit, you must endeavour to car share for 80% of your journeys - this will be monitored on a daily basis by the camera system and your permit will be revoked if you do not fulfil this criteria Blue Badge holders must display their Blue Badge so that it can be clearly seen through the windscreen of the vehicle Vehicles must not be parked in any of the driveways or access routes on campus at any time Vehicles must be parked in designated parking spaces and must not straddle demarcation lines Motorcycles / mopeds / motor tricycles / quadricycles (driving licence categories P, A1, A and B1) must park within the designated Motorcycle Parking Area No abuse of disabled parking spaces will be tolerated With the exception of campus registered vehicles*, parking is only available for vehicles of driving licence categories P, A and B (except by specific authorisation) and excludes motor homes, campervans, vehicles with living accommodation and vehicles with boats/trailers. * A campus registered vehicle is one owned, hired or leased by Falmouth Exeter Plus, FXU, UoE or Falmouth. 14.2 Parking charges will be levied for infringing the above policies at 60 for a fixed penalty, or 30 if paid within 14 days (rising incrementally thereafter). Failure to pay such a parking charge notice may lead to a ban on entering the Tremough Campus car parks. 14.3 There will be a one warning system in place, as in previous years. 14.4 Appeals against a parking charge can be made in writing to parkingappeals@fxplus.ac.uk within five working days of receiving the parking charge. 14.5 All vehicles parked on campus must be road-worthy, e.g. taxed, insured and where applicable, have a current MOT certificate.
