Engineering Division Sidewalk project filling the gaps Staff is completing the bid documentation for an early September bid opening. Installation of the new sidewalk should be completed in the fall. Swale Project The Public Utility Department s swale project is underway. The project is approximately 50 percent complete and is still anticipated to be completed by the end of the month. Hoover Grade Separation Project: Major elements of construction are complete and the contractor continues to work towards final project completion. Current work elements include sidewalks and medians, fencing and railing, lighting and electrical, and topsoil and seeding. The project is still on schedule for a late October completion. Parking Kiosk Installation Kiosks have been installed around the University and Hospital in preparation of the new school year. There has been a delay in the delivery of signage to identify the metered zones which are understood to arrive the week of September 11th. One of two kiosks, for overnight parking, has been installed downtown in Municipal Lot 16. Public Works is working to identify the location of the second kiosk as well as ordinance changes to establish the new overnight parking within the lot. Business 51 Project: Engineering Staff meet with AECOM staff on August 18 th to begin the design phase for the roundabout at North Point. AECOM is currently preparing base mapping and compiling design concepts for the work. In addition to the roundabout, the project will include the reconstruction of North Point to a point just west of Prentice Street and the resurfacing of Prentice from North Point to Scholfield. 2 stevenspoint.com

Prentice/Maria Reconstruction Project: Work along Maria Drive is complete and includes both the portion between First Street and Second Street and the intersection at Prentice Street. Final elements of construction, in advance of final paving are being completed along Prentice Street from Fourth Avenue to Maria Drive. Concrete work is being completed between Fourth Avenue and Franklin Street. Concrete should be completed the week of the week of September 4th. Overall the project is nearing completion with final paving anticipated later this month. Stanley Street Improvements: No new progress at this time. A request for funding for improvements to Stanley Street was made for the 2018 capital budget. Additional Ongoing Director\City Engineer\City Surveyor Projects: o The Engineering Department continues to evaluate 2018 projects and looking ahead at future work. o Engineering Staff is working with the Utilities Department on repairs to Wayne Street at Michigan which was washed out during the June 12 th storm. The engineering Department has completed its redesign of Wayne Street and is requesting contractor quotes to complete the work. The work is anticipated to be completed by mid-october. o Engineering Staff is evaluating widening the pavement along Fourth Avenue in front of the Pisarski Funeral Home to better accommodate both parked vehicles and moving traffic. This potential project came out of the sidewalk inspection and repair program and subsequent discussions with the funeral home. o Engineering staff is requesting quotes for the restriping of North Point Drive which will add a Two Way Left Turn Lane (TWLTL) and dedicated bike lanes. The restriping will begin at Second Street and continue towards Prentice Street, but will not include the portion of roadway between Prentice and Division in anticipation of construction for the roundabout in 2018. 2. Streets Division Street work o Continued Garbage and Recycling operations. o Sign work continued. o Street lamp maintenance continued. o Building maintenance and repair. o Patching Continued. o Teardown and Repairs of Snow Equipment Continued. o Crackfill Operations Continued. o Concrete Repairs Continued. o Storm Damage Cleanup Substantially Completed. o Parking Kiosk bases installed. 3 stevenspoint.com

Equipment maintenance/garage o There were a total of 191 repair orders completed in the month of August. When broken down by department there were; Engineering 4 Inspection 0 Police 17 Parks 64 Fire 7 Streets 90 Water/Waste water 9 Signs, posts, barricades, and flags o 59 signs were replaced or added, 3 because of accidents, 44 were replaced, 8 for usual maintenance and 4 trimmed branches because they obscured signs. o 54 poles were replaced or added, 1 because of an accident and 53 for usual maintenance. Garbage/recycling/yard waste/drop-off o Garbage and recycling carts repaired/replaced/distributed as needed. o Regular solid waste collection completed. o Regular recycling collection completed. o City drop-off operations were completed. Leave o 1 funeral day, 9 days 2 hours sick, 86 days 6 hours of vacation and 2 days 3 hours of work comp. were utilized. 4 stevenspoint.com

While evaluating the placement of multi-space parking meters, several conflicts were identified where multiple ordinances existed for the same portion of roadway. The amendments are intended to address these conflicts by establishing a single ordinance that can then be identified and enforced. The amendments will also address changes to accommodate the new multi-space metered parking zones where conflicting ordinances would otherwise have resulted. ORDINANCE AMENDING THE REVISED MUNICIPAL CODE OF THE CITY OF STEVENS POINT, WISCONSIN The Common Council of the City of Stevens Point do ordain as follows: SECTION I: That subsection 17 of Section 9.05(a) of the Revised Municipal Code, 9.05 PARKING LIMITATIONS (a) No Parking 8:00 A.M. to 4:00 P.M. is hereby repealed: 9.05(a) 17. On the west side of Illinois Avenue from a point 986 feet north of Fourth Avenue to a point 180 feet north of Fourth Avenue. SECTION II: That subsection 3 of Section 9.05(a) of the Revised Municipal Code, 9.05 PARKING LIMITATIONS (a) No Parking 8:00 A.M. to 4:00 P.M. is hereby amended to read as follows: 9.05(a) 3. On the east side of Illinois Avenue from Stanley Street to Fourth Avenue. SECTION III: That subsection 20 of Section 9.05(d) of the Revised Municipal Code, 9.05 PARKING LIMITATIONS (d) Two Hour Parking is hereby repealed: 9.05(d) 20. On the east side of Fremont Street from Main Street to High. SECTION IV: That subsection 36 of Section 9.05(d) of the Revised Municipal Code, 9.05 PARKING LIMITATIONS (d) Two Hour Parking is hereby amended to read as follows: 9.05(d) 36. SECTION XIII: That subsection 1 of Section 9.05(ah) of the Revised Municipal Code, Emergency Vehicle Parking Only is hereby amended to read as follows: 9.05(ah) 1. On the south side of Maria Drive from a point 384 feet west of Reserve Street to a point 424 feet west of Reserve Street.
