Approval of the agenda and of the minutes of previous meeting This is the first meeting of Member States Expert Group on Acoustic Vehicle Alerting System (AVAS) for M & N category vehicles. 2. State of play of the amending process of the Regulation (EU) No 540/2014 with respect to AVAS Andreas Vosinis (AV - EC/DG GROW/Unit C4) presented the estimated deadlines for the main phases towards the Commission adoption of the AVAS delegated act, which will detail the AVAS requirements in Regulation (EU) No. 540/2014, by amending Annex VIII to the latter: - New draft incorporating comments (accomplished) November 2016 - ISC (to launch) end 2016-start 2017 - Discussion of new draft in next MSEG or comments in writing ddl February 2017 - Better Regulation Portal (accomplished) February 2017 - Adoption 2 nd quarter 2017 2. AV presented the outline of the current draft of the AVAS delegated act: - The Commission is empowered to detail by 1/7/2017 the AVAS requirements in Annex VIII to Regulation (EU) No. 540/2014 by taking into account the corresponding work on the same subject by UNECE. - The results of the current UNECE work on AVAS comprise the UNECE Regulation No. 138 on the approval of Quiet Road Transport Vehicles (QRTV) and its first amendment on the AVAS pause switch requirements. - The detailed requirements of AVAS are a) Technical, i.e. on the minimum and maximum sound level emitted, the testing of a QRTV sound emission levels and the pause switch (pause function) of AVAS; b) Administrative, i.e. the acceptance of type-approval certificate of the vehicle with respect to sound emissions and the appropriate approval markings on AVAS components / vehicle, in accordance with the UNECE Regulation No 138 and in the case of the full UN type-approval of the vehicle. Member States requested the upload to CIRCABC of the presentation and informed that would send comments in writing. Madam Chair (Mrs B. Bonvissuto, EC/DG GROW/Unit C4) confirmed that the presentation would be uploaded to the dedicated link of CIRCABC after the meeting. Member States also asked for the meaning of full UN type-approval of a vehicle, provided that there is no such whole vehicle type-approval in accordance with the UN Regulations. AV clarified that it is a provision for future use, should the UN whole vehicle type approval be regulated, whilst the AVAS delegated act refers otherwise to the administrative requirements that are currently feasible through the UN Regulations. The AVAS delegated act is still subject to legal check by the Commission. 4. Conclusions/recommendations/opinions There were no particular conclusions / recommendations / opinions from the participants. 2

Next steps Madam Chair informed that, following to the inter-service consultation, the next AVAS Members States Expert Group will be confirmed for the first quarter of 2017, probably on the same date of a Technical Committee on Motor Vehicles, but clearly as separate meeting from it. 6.
