Such schedule of charges shall be applicable with effect from 8 th Sept., 2006. All the field officers are, therefore, directed to stop recovering charges at the existing rates with effect from 8 th Sept., 2006. The Hon ble MERC vide Order dt. 8.9.2006, has determined the Schedule of charges under different heads as under: -- 1. SERVICE CONNECTION CHARGES FOR OVERHEAD LT SUPPLY: 1.1 In order to simplify the procedure, the Commission has dispensed with measurement linked variable charges while releasing connection. The normative charges have been rationalized by reducing the load slabs. The normative service connection charges shall be charged as per Annexure 1. 1 1.2 In case MSEDCL permits the consumer to carry out the works through a Licensed Electrical Contractor, the supervision charges shall be recovered at a rate of 1.30% of the normative charges. 1.3 In case the consumer applies for an additional load or contract demand i.e. extension of load and if the release of additional load/contract demand entails any works, MSEDCL may recover the normative charges for the total load/contract demand (existing as well as additional load) as per the applicable load slabs, indicated in Annexure 1. 1

2. SERVICE CONNECTION CHARGES FOR OVERHEAD HT SUPPLY: 2.1 The Service connection charges for overhead HT supply shall be in 2 slabs, i.e. upto 500 KVA and above 500 KVA as indicated in Annexure 1. 3. SERVICE CONNECTION CHARGES FOR UNDERGROUND LT SUPPLY: 3.1 The normative service connection charges for underground LT supply shall be as indicated in Annexure 2. 2 3.2 In case MSEDCL permits an applicant to carry out the works, the company may recover supervision charges at the rate of 1.3% of the normative rates indicated in Annexure 2. 2 4. SERVICE CONNECTION CHARGES FOR UNDERGROUND HT SUPPLY : 4.1 The normative rates for service connection charges for underground HT supply shall be as indicated in Annexure 2. 2 5. COST OF METER AND METER BOX: 5.1 The company shall not recover any cost towards meter and meter box, except where the consumer opts to purchase meter from MSEDCL and in case of lost and burnt meter, the company is permitted to recover cost as per Annexure 3. 5.2 The field officers shall note that the cost of the meter is recoverable only when a consumer elects to purchase the meter from the company or in case of lost and burnt meter. The recoverable charges approved by the Commission shall be as per Annexure 3. 6. SERVICE LINE CHARGES: 6.1 The Commission has not permitted recovery of Service Line Charges from the prospective consumers, except in cases of consumers requiring dedicated distribution facility; 6.2 The Commission has directed that the cost towards infrastructure from the delivery point on the transmission system to distributing mains shall be borne by the Company and therefore shall not be recovered from the consumers; 6.3 In view of the directives as above, the Service Line Charges shall not be recovered from the prospective consumers. 7. MISCELLANEOUS AND GENERAL CHARGES: (a) Installation testing fee:- The field officers are directed not to charge any amount for first inspection and testing of consumers installation at the time of giving new connection. For all the subsequent tests and inspection of consumer s installation, the company shall recover charges indicated in Annexure 4. 4 2

8. RECONNECTION CHARGES: The reconnection charges shall be recovered as indicated in Annexure 4. 9. CHANGING LOCATION OF THE METERS WITHIN THE SAME PREMISE: 9.1 The Commission has approved normative charges of Rs. 100/- including cost of material for changing the location of the meter. 9.2 The field officers shall charge for changing the location of the meter only in case where the shifting is to be done at the request of the consumer. 9.3 Whenever the company seeks to have the location changed on justified grounds, such as safety requirement etc. in that case the cost of shifting shall be entirely borne by the company. 10. TESTING OF METERS: 10.1 Normative charges for testing of meter shall be as indicated in Annexure 4. 4 It shall however, be noted that such testing charges shall be applicable only in case the consumer requests the licensee to test the meter. 10.2 All the field officers shall further note that the expenditure towards first testing prior to release of new connection (even if the meter is purchased by the consumer) and all routine testing as per Regulation 14.4.1 of Supply Code shall be borne by the company. 11. REPLACEMENT OF METER CARDS FOR HT CONSUMERS: No charges shall be recovered for replacement of meter cards for HT consumers. 12. ADMINISTRATIVE CHARGES FOR CHEQUE BOUNCING: 12.1 In case of cheque bouncing, the MSEDCL may recover charges as indicated in Annexure 4 as compensation of expenses incurred by the Company towards bank charges and administrative charges. 12.2 The field officers shall note that the recovery of charges towards administrative charges would not amount to compounding of offence and in all cases of cheque bouncing, necessary action as prescribed under Sec. 138 of the Negotiable Instrument Act shall be taken. 13. TEMPORARY METERS/HIRING OF METER CHARGES: Regulation 3.3.6 of Supply Code empowers MSEDCL to recover all the expenses reasonably incurred for the purpose of giving temporary supply and for the purpose of discontinuance of temporary supply and entire cost for such temporary connection is to be borne by the consumer. However, no charges for hiring of meter in case of temporary connection be recovered. 3

14. APPLICATION, REGISTRATION AND PROCESSING CHARGES : The Normative charges for application, registration and processing charges are approved by the Commission and the same shall be charged as per Annexure 5. 5 All the field officers are therefore, directed to follow the schedule of charges, as approved by the Commission, scrupulously with effect from 8 th Sept., 2006. These are the guidelines issued on the basis of MERC Order dated 08/09/2006 on MSEDCL petition on Schedule of Charges.
