Program Participation Eligibility and Commitment

Program Eligibility Program Targets Truck Owners - Independent Owner Operators (IOOs), Fleet owners, Licensed Motor Carriers (LMCs), Leasing companies, and Others that meet eligibility requirements. Own/operate a Class 3 to Class 8 diesel truck with an Engine Model Year 2006 or Older History of Moving Goods in Hunts Point and Port Morris

Program Cap To maximize program participation, a vehicle cap has been established to allow for equitable distribution of funds. An applicant can apply for up to 20 new trucks per year. Vehicle replacement number cannot exceed 50 trucks over the 5 year program period. The total amount cannot exceed $2 million. Consideration for additional trucks will be given to applicants putting in alternative fuel infrastructure (CNG, BEV, etc.)

Program Commitment Qualifying Truck is Scrapped or Retrofitted as Required Program Requires 5 Year Commitment Sign Participant Agreement Continue to operate in Hunts Point and/or Port Morris Majority of miles traveled to be within the five Boroughs of New York City Demonstration of Care and Maintenance of Truck or Retrofit Technology AVL/GPS Installation on New Truck HPCTP Administrator has the Right to Inspect Trucks & Audit Participant Compliance

Clean Truck Technology Requirements New (Low Emission) Vehicles and Equipment Vehicle Replacement Must meet 2010 EPA emissions standards (Diesel, Hybrid/EVs, and CNG) Scrap requirements apply to diesel and alternative fuel trucks Exhaust Retrofit Technologies (EPA/CARB Verified) Level 1 or Level 3 (Technology assessment required) Trucks with Engines Model Year 1994 to 2006

Scrap Yard Agreement Train employees on Program Requirements Give fair market value for scrappage of old truck Drill a hole in the engine block and manifold Provide certificate of vehicle scrappage and photographs required HPCTP Administrator has the right to inspect trucks & require audit for scrap yard compliance

How to Apply

Important Information About Your Application First-Come, First-Served upon submission of complete application You may not scrap, purchase or retrofit a truck prior to receiving an executed Participant Agreement Rebate Incentives are distributed to the dealership, OEM, or Exhaust Retrofit Vendor Applications submitted with altered language or forms will be void
