Date: March 21, 2017 Page 5 4.0 PURPOSE To by-law No Parking and No Stopping zones on the annexed road segments that are now under the jurisdiction of the City of Brantford as set out in the Boundary Adjustment Agreement ( Agreement ) approved by the County of Brant and the City of Brantford, which was effective January 1, 2017 in accordance with the Restructuring Order ( Order ). There will be no change in parking control resulting from the recommendations of this report. 5.0 BACKGROUND The Councils of the City of Brantford and the County of Brant formally approved the Agreement for the transfer of 2,444 hectares of land from the County of Brant to the City of Brantford on June 28, 2016. The Minister of Municipal Affairs officially signed the Order and the land was annexed to the City on January 1, 2017. The boundary restructuring has resulted in numerous road segments becoming the jurisdiction of the City of Brantford. Engineering Services staff is in the process of reviewing these road segments to ensure that all traffic and parking controls are included in the respective City traffic and parking by-law schedules. This report has been prepared to by-law the parking control on the new City roads. 6.0 CORPORATE POLICY CONTEXT The following long term desired outcome from the Strategic Plan is addressed with the recommendation: Brantford will be supported by well-developed and maintained transportation and servicing infrastructure. 7.0 INPUT FROM OTHER SOURCES The County of Brant provided their By-law 164-01, being a by-law to regulate parking, for Engineering Services staff to review. 8.0 ANALYSIS Engineering Services staff reviewed County of Brant By-law 164-01, Schedule 2 pertaining to Stopping Prohibited Anytime and Schedule 3 pertaining to Parking Prohibited Anytime to assist in the preparation of this report. The recommended parking controls are listed in the table attached in Appendix A and shown on Figures 1, 2 and 3 which follow this section. 9.0 FINANCIAL IMPLICATIONS There are no financial implications resulting from the recommendations of this report. 10.0 CONCLUSION Approval of the parking controls listed in this report will provide for parking control on new City road segments annexed from the County of Brant on January 1, 2017.

Date: March 21, 2017 Page 9 B. OSBORN AVENUE PARKING CONTROL 3.0 RECOMMENDATION 1. THAT No Parking BE BY-LAWED on the north side of Osborn Avenue commencing from a point 66 metres east of the centre line of Draper Street for a distance of 33 metres easterly; and 2. THAT Schedule 7 of Parking By-law 144-88 which pertains to Parking Prohibited at Anytime BE AMENDED as outlined in Appendix B of Traffic Report No. PW2017-022 dated March 21, 2017. 4.0 PURPOSE To restrict on-street parking on the inside of the curve adjacent to 44 Osborn Avenue to improve sight lines and traffic flow for vehicles travelling on Osborn Avenue. 5.0 BACKGROUND Engineering Services staff was requested to prohibit parking on the inside of the curve that exists adjacent to 44 Osborn Avenue by a neighborhood resident. When vehicles are parked on the inside of the curve, it is difficult for motorists to observe approaching opposing traffic. 6.0 CORPORATE POLICY CONTEXT The following long term desired outcome from the Strategic Plan is addressed with the recommendation: Brantford will be supported by well-developed and maintained transportation and servicing infrastructure. 7.0 INPUT FROM OTHER SOURCES A letter dated January 16, 2017 was delivered to the eleven (11) homes that are located on both sides of Osborn Avenue through the curve. The letter, attached in Appendix B, outlined the safety concerns and the proposed parking restriction to improve sight lines. No responses to the letter were received. 8.0 ANALYSIS Staff investigated the concern and confirmed that when vehicles are parked on the inside of the curve adjacent to 44 Osborn Avenue, a driver s sight distance through the curve is restricted. Also, the parked vehicles on the inside of the curve make it difficult for opposing vehicles to pass simultaneously. The proposed parking restriction is illustrated in Figure 4.

Date: March 21, 2017 Page 10 9.0 FINANCIAL IMPLICATIONS The estimated cost to install parking control signs on Osborn Avenue is $100. Funding for this work will be provided from the Operational Services operating budget. 10.0 CONCLUSION The removal of on-street parking on Osborn Avenue on the inside of the curve adjacent to 44 Osborn Avenue will improve sight lines for drivers while having minimal impact on the on-street parking space availability.

THAT No Stopping, 8 am to 4 pm, Monday through Friday, September through June BE BY-LAWED on the west side of Scotia Avenue commencing from a point 32 metres south of the centre line of Edgar Drive for a distance of 56 metres southerly; and 2. THAT Schedule 7 of Parking By-law 144-88 which pertains to Parking Prohibited at Anytime BE AMENDED as outlined in Appendix C of Traffic Report No. PW2017-022 dated March 21, 2017; and 3. THAT Schedule 8 of Parking By-law 144-88 which pertains to Stopping Prohibited During Certain Time BE AMENDED as outlined in Appendix C of Traffic Report No. PW2017-022 dated March 21, 2017. 4.0 PURPOSE To provide additional on-street parking on Scotia Avenue for parents dropping off/picking up students at Greenbrier Public School, while maintaining a No Stopping, 8 am to 4 pm, Monday through Friday, September through June zone adjacent to the existing crosswalk to maintain unobstructed sight lines for students crossing at the location. 5.0 BACKGROUND Engineering Services staff met with a representative of Greenbrier Public School to discuss parking concerns on Scotia Avenue. Staff reviewed the history of the existing No Stopping, 8 am to 4 pm, Monday through Friday, September through June zone and revealed that it was by-lawed in response to concerns for the safety of children while walking to and from school. Now that a sidewalk exists on the west side of Scotia Avenue from Forsythe Avenue along the frontage of Greenbrier Park, the concern of vehicles and pedestrians coming in conflict with each other is diminished. 6.0 CORPORATE POLICY CONTEXT The following long term desired outcome from the Strategic Plan is addressed with the recommendation: Brantford will be supported by well-developed and maintained transportation and servicing infrastructure. 7.0 INPUT FROM OTHER SOURCES Engineering Services staff met with a representative of Greenbrier Public School on Scotia Avenue to discuss an on-street parking solution to address the parking concerns raised by parents of students at the school. The representative supported the proposed parking control changes.

Date: March 21, 2017 Page 13 A letter dated January 24, 2017 was delivered to the nine (9) homes that are located on both sides of Scotia Avenue in the immediate area. The letter, attached in Appendix C, outlined the proposed on-street parking changes. No response to the letter was received. 8.0 ANALYSIS Staff investigated the concern and confirmed that the existing signed No Stopping, 8 am to 4 pm, Monday through Friday, September through June zone on the west side of Scotia Avenue adjacent to Greenbrier Park is largely being disobeyed by parents. The existing No Stopping zone was by-lawed in 2000 in response to a concern that the location where parents were parking greatly restricted visibility for children walking along and crossing Scotia Avenue. Since that time, a sidewalk has been constructed from Forsythe Avenue to Greenbrier Park which provides a safe place for students to walk, as they no longer have to walk on the roadway. The proposed shortening of the No Stopping, 8 am to 4 pm, Monday through Friday, September through June zone on the west side of Scotia Avenue will provide additional on-street parking. A No Stopping zone will be maintained on both sides of the school crosswalk to maintain sightlines for children crossing Scotia Avenue. The proposed on-street parking changes are illustrated on Figure 5 which follows this section. 9.0 FINANCIAL IMPLICATIONS The estimated cost to install parking control signs on Scotia Avenue is $100. Funding for this work will be provided from the Operational Services operating budget. 10.0 CONCLUSION The proposed parking control changes on Scotia Avenue will provide additional on-street parking for parents dropping off and picking up students at Greenbrier Public School while still maintaining the No Stopping zone adjacent to the school crosswalk to provide clear sight lines for students crossing Scotia Avenue at the location.

THAT 2 hour parking 8:00 am to 6:00 pm, Monday through Friday, BE BY-LAWED on both sides of Downing Street from Devon Street to Ridgewood Drive, except as provided for in Schedule 7 ; and 2. THAT a Time Limit Exemption Area BE BY-LAWED on both sides of Downing Street from Devon Street to Ridgewood Drive; and 3. THAT Schedule 10 of Parking By-law 144-88 which pertains to Parking Restricted Time Limit BE AMENDED as outlined in Appendix D of Traffic Report No. PW2017-022 dated March 21, 2017; and 4. THAT Schedule 30 of Parking By-law 144-88 which pertains to Time Limit Exemption Areas BE AMENDED as outlined in Appendix D of Traffic Report No. PW2017-022 dated March 21, 2017. 4.0 PURPOSE To by-law two (2) hour restricted time limit parking, 8:00 a.m. to 6:00 p.m., Monday through Friday, on both sides of Downing Street from Devon Street to Ridgewood Drive, except where No Parking is presently by-lawed. It is recommended that Time limit exemption permit parking also be by-lawed within the same limits on Downing Street to allow eligible Downing Street residents to park a vehicle on-street and overstay the two hour time limit. 5.0 BACKGROUND Engineering Services staff received a petition requesting that parking on Downing Street from Devon Street to Ridgewood Drive be restricted to a two (2) hour time limit. In addition to the proposed restricted time limit parking, it was also requested that time limit exemption parking be by-lawed on Downing Street to allow residents to park their vehicle on-street for longer than two hours during the by-lawed two hour parking restriction. This request was received in order to reduce the number of vehicles parking on-street belonging to staff and visitors of Brantford General Hospital. 6.0 CORPORATE POLICY CONTEXT The following long term desired outcome from the Strategic Plan is addressed with the recommendation: Brantford will be supported by well-developed and maintained transportation and servicing infrastructure.

Date: March 21, 2017 Page 16 7.0 INPUT FROM OTHER SOURCES A letter dated February 10, 2017 was delivered to the 18 houses that are located on both sides of Downing Street between Devon Street and Ridgewood Drive. The letter, as attached in Appendix D, outlined the proposed two (2) hour parking restriction. Four (4) residents contacted staff in response to the letter. Three (3) of the responses were in support of the proposed two (2) hour restricted time limit parking. One (1) resident opposed the proposed time limited parking and time limit exemption by permit because they felt it was unfair to have to pay to park on-street and also have to warn guests of the restricted time limit parking. The resident also commented that hospital-related parking on Downing Street is not a major issue. It was later determined that the resident moved to Downing Street after the petition was circulated, so they were unaware of the concerns and proposed parking restriction. The resident was informed that the petition was signed by 13/18 (72%) of the residents on Downing Street. 8.0 ANALYSIS The petition that was circulated to Downing Street residents requested two (2) hour parking all day, every day. Staff recommends that the two (2) hour time limit only apply from 8:00 a.m. to 6:00 p.m., Monday to Friday. This parking restriction would be consistent with other streets in the neighbourhood, such as Abigail Avenue and Lyons Avenue, and would allow for longer duration on-street parking evenings and weekends for residents and guests. The proposed two (2) hour restricted time limit parking, 8:00 a.m. to 6:00 p.m., Monday to Friday would be by-lawed on Downing Street where on-street parking is presently allowed. The existing No Parking zones would remain. Time Limit Exemption Parking will allow eligible Downing Street residents to park a vehicle on street and overstay the proposed two hour time limit during the time period noted above. In the city of Brantford any vehicle being parked on-street cannot be parked for longer than 24 hours. 9.0 FINANCIAL IMPLICATIONS The estimated cost to install parking control signs on Downing Street is $900. Funding for this work will be provided from the Operational Services Operating Budget. With time limit exemption permit parking, no one is obligated to purchase a parking permit to park on-street. The parking permits are available only to residents that live on the noted street sections. For the eligible residents that choose to purchase a time limit exemption parking permit, the current cost is $24.00 per year plus applicable taxes.

Date: March 21, 2017 Page 17 10.0 CONCLUSION Approval of the 2 hour time limit parking, Monday to Friday, 8:00 a.m. to 6:00 p.m. on both sides of Downing Street between Ridgewood Drive and Devon Street will reduce the number of vehicles parking on-street belonging to staff and visitors of the Brantford General Hospital during the day.

THAT No Stopping BE BY-LAWED on the west side of Ferrero Boulevard commencing from a point 335 metres north of the centre line of Cornell Lane for a distance of 292 metres northerly; and 2. THAT Schedule 8 of Parking By-law 144-88 which pertains to Stopping Prohibited during Certain Times BE AMENDED as outlined in Appendix E of Traffic Report No. PW2017-022 dated March 21, 2017. 4.0 PURPOSE To restrict vehicles stopping on-street on the inside of the curve opposite 1 Ferrero Boulevard to improve sight lines and traffic flow for vehicles travelling on Ferrero Boulevard and Savannah Oaks Drive. 5.0 BACKGROUND Engineering Services staff was made aware of a concern regarding large vehicles stopped on Ferrero Boulevard by Brantford Transit. When large vehicles are stopped on the inside of the curve, it is difficult for motorists to observe approaching opposing traffic and it is difficult for opposing vehicles to pass simultaneously. 6.0 CORPORATE POLICY CONTEXT The following long term desired outcome from the Strategic Plan is addressed with the recommendation: Brantford will be supported by well-developed and maintained transportation and servicing infrastructure. 7.0 INPUT FROM OTHER SOURCES A letter dated February 10, 2017 was delivered to the four (4) businesses that are located on both sides of Ferrero Boulevard and Savannah Oaks Drive. Brantford Transit supports the implementation of the parking ban to improve the safety of their transit operations and passengers along Ferrero Boulevard

Date: March 21, 2017 Page 20 8.0 ANALYSIS Staff investigated the concern and confirmed that when vehicles are stopped on the inside of the curve opposite 1 Ferrero Boulevard, a driver s sight distance through the curve is restricted. Also, the stopped vehicles on the inside of the curve make it difficult for opposing vehicles to pass simultaneously. The proposed parking restriction is illustrated in Figure 7. 9.0 FINANCIAL IMPLICATIONS The estimated cost to install parking control signs on Ferrero Boulevard is $100. Funding for this work will be provided from the Operational Services operating budget. 10.0 CONCLUSION The removal of on-street stopping on Ferrero Boulevard along the inside of the curve opposite #1 Ferrero Boulevard will improve sight lines for drivers while having minimal impact on the on-street parking space availability.
