THE MIDDLE EAST AVIATION SECTOR HAS NEGLIGIBLE CONTRIBUTION IN GHG EMISSION. (70% OF AIRCRAFT MOVEMENT BETWEEN EU AND NORTH AMERICA) MIDDLE EAST COUNTRIES MAINTAIN A STRONG COMMITMENT TO THE INCREASED GLOBAL RECOGNITION OF THE EFFECT OF CARBON DIOXIDE EMISSIONS ON THE EARTH S ATMOSPHERE. REJECT ANY UNILATERAL MEASURES TO REDUCE AIR TRANSPORT EMISSION /AND OR EMISSION TRADING IN THE AIR TRANSPORT SECTOR

AVIATION ACTS AS AN ECONOMIC CATALYST FOR GLOBAL ECONOMY. THE HIGH COST OF FUEL AND THE GLOBAL FINANCIAL CRISIS AND RECESSION LEAD TO LOSSES OF US$11 BILLON/IATA. INTRODUCTION OF EU ETS WILL ADD ANOTHER BURDEN TO THE INDUSTRY, PARTICULARLY IN THE DEVELOPING COUNTRIES.

AVIATION GREENHOUSE GAS EMISSIONS ON THE GLOBAL CLIMATE IS A ONE OF THE STRATEGIC OBJECTIVES OF ICAO. ICAO STANDARDS CONTRIBUTED TO AIRCRAFT FUEL BURN AND EMISSION REDUCED BY 70% IN THE LAST 40 YEARS. MODERN LARGE AIRCRAFT NOW CONSUME 3.5 LITERS/100 PASSENGERS KM. NEXT GENERATION OF AIRCRAFT TARGETS 3.0 LITERS/100 PASSENGER KM AND FURTHER REDUCTION OF 15% IN THE NEXT 20 YEARS'

ICAO CONTRIBUTION IN REDUCING AVIATION EMISSION ICAO HAS PUBLISHED THE PROVISIONAL RESOLUTIONS A37 19OF ITS 37TH ASSEMBLY. ICAO THE FIRST UNITED NATIONS AGENCY TO LEAD A SECTOR IN THE ESTABLISHMENT OF A GLOBALLY HARMONIZED AGREEMENT FOR ADDRESSING ITS CO 2 EMISSIONS. THE RESOLUTION WAS ADOPTED WITH SOME OF 63 STATES EXPRESSING RESERVATIONS. (AMONG THEM 6 ARAB STATE) RESOLUTION A37/19 MAKES SIGNIFICANT STEPS FORWARD INMANY ASPECTS, BUT ITREQUIRES FURTHER WORK.

ADMINISTRATIVE APPROACH TO CONTROL EMISSION THROUGH ECONOMIC INCENTIVES. AIRLINES ARE DUE TO START PAYING FOR CO2 EMISSION FROM 2012. COP15 SUMMIT FAILED TO ACT ON SETTING GLOBAL SECTORAL TARGETS FOR INTERNATIONAL AVIATION. FLURRY STATEMENT IN SUPPORT TO GLOBAL MEASURE. WARNING THAT ENVIRONMENTAL TAXES MAY DESTROY THE AVIATION INDUSTRY.(SCARE TACTICS)

UNILATERAL GRABBING OF POWER OVER NON EU AIRLINES. EMISSION CREDITS NOT COVERED BY WTO CLASSIFICATIONS. THE US GOVERNMENT SEES THAT THE EU ETS BREACHES ARTICLES 1,12 12,15 15 AND 25 OF CHICAGO CONVENTION. THE EU ETS FOR AVIATION IS NOT INCORPORATED INTO NATIONAL LAW OF THE MEMBER STATES. THREE US AIRLINES FILED LEGAL CASE IN THE UK LAST DECEMBER AGAINST EU ETS SUPPORTED BY AIR TRANSPORT OF NORTH AMERICA (ATA).

REDUCING CO2 EMISSION ALTRNATIVES THE EU RESPONSE TO EXCULDE AVIATION FROM EU ETS TECHNOLOGICAL PROGRESS. INFRASTRUCTURE IMPROVEMENT. OPERATIONAL MESURES. THE EU ASSERTION TO INCLUDE THE AVIATION IN THE EU ETS DEVELOP ENERGY EFFICIENCY. OPTIMIZEROUTE PLANS AND HUB STRATIGIC NETWORKING. IMPROVE LOAD FACTOR TO FUND EMISSION REDUCTION PLAN. MAKE POSITIVE MARKETING OF GREEN FLYING.

LOBBYING ON EU ETS FOR AVIATION CLAIMING MORE GENEROUS FREE ALLOWANCE OR A LOWER RATE REDUCTION CURVE. CLAIMING FOR ADOPTING REGULATION THAT MAKE EASIER METHODS FOR ALLOWANCE CALCULATION. DEVELOPING INTERACTION WITH THE SINGLE EUROPEAN SKY ATM RESEARCH PROGRAM (SESAR) FOR AVIATION EFFICIENCY. CLAIMING FOR THE BURDEN OF CONGESTED EU AIRPORTS DELAY.

LOBBYING ON EU ETS FOR AVIATION CLAIMING FOR THE BURDEN OF FRAGMENTED EU AIRSPACE. ARGUING THE EU TO EXPEDITE THE SINGLE EUROPEAN SKY. IATA CLAIMS THAT SESAR SAVE 12 MILLION TONS OF CO2/YEAR

PROMOTE THE USE OF AVIATION BIOFUEL BIOFUEL IS ZERO RATED FOR CARBON EMISSION. THE INITIAL TARGET WAS TO CERTIFY SEVERAL BIOFUELS AS SAFE FOR AVIATION USE BY 2013. 50/50 BLEND OF BIOFUEL MIXED WITH JET A1 CALLED BIOJET COULD BE CERTIFIED BY 2011. MAKING AIRLINES AWARE HOW SOON 50/50 BIOFUEL MIX WILL BE AVAILABLE COULD CHANGE THEIR FUEL HEDGING SECOND GENERATIONBIOFUELEXISTWHICHISCHEMICALLY EXIST IS CHEMICALLY VERY SIMILAR TO JET A1 AND WHICH CAN DROPPED IN TO EXISTING FUEL.

PROMOTE O THE USE OF AVIATION BIOFUEL MOST FIRST GENERATION BIOFUELS SUCH AS ETHANOL AND BIO DIESEL ARE NOT SUITABLE FOR COMMERCIAL AIRCRAFT. SECOND AND DEVELOPMENT SPECIFICATIONS. THIRD WHICH GENERATION FUELS ARE IN MEET AND EXCEED JET FUELS INDUSTRY FOCUSED ON BIOFUELS WHICH ARE "DROP IN REPLACEMENTS TO JET FUELS MEANING THEY DO NOT REQUIRE MODIFICATION TO AIRCRAFT OR FUEL DISTRIBUTION SYSTEMS. DROP IN FUELS CAN BE COMBINED WITH JET A1 AS BLEND OR 100%REPLACEMENT.

ATM AND FLIGHT MANAGEMENT AIDS AVIATION EMISSION CUTS THE QUICKEST WAY TO CUT EMISSION FROM AIRCRAFT IS BETTER FLIGHT MANAGEMENT. MORE DIRECT FLIGHT PATHS TO AIRPORTS AND LESS WAITING TO LAND. MEASURES AIRSPACE. WITHIN GOVERNMENTS OF USING IMPROVING LOGISTIC COULD CUT BETWEEN 5%AND 8%. THEIR THE IMPROVEMENT OF ATM AND FIGHT MANAGEMENT CHEAP AND EASY TECHNOLOGICAL, INNOVATION SLOW WITH FINANCIAL RISK.
