CEF Synergies - Innovation unleashed Symposium 'Wind meets-gas' Going for Synergy Der Aa-kerk Akerhof 2 Groningen, NL 13 September 2017 Helmut Morsi, Advisor to the Director European Commission, DG MOVE Coordination of Directorate B Investment, Innovative & Sustainable Transport

The Strategy : Converging the separate elements. Convergences 1 to 4: Topic, Finance, Planning, Impact Convergence 5: Sectors : Large installations of H2, Batteries, Gas promote transport & energy networks joining in synergetic way Transeuropean Networks Mobility & Transport 2

"Nostalgic" Slide of End 2015 : The Future is Synergetic: Breaking-up Silos - how time is flying!.the time is ripe: Example CEF-EFSI FCH bus roll-out» CEF Real-life trial 2015-EU-TM-0316-S: Economic H2 Refuelling Infra : 8 HRS stations & FCH-JU's JIVE project for 80 buses using the stations» Follow-on with loans: 520 busses in about 40 cities which signed Buyers' Declaration (TEN-T days June 2015) First EFSI loan signed with Riga 12/2016 Cleaner Busses Scheme» Indicator 1: energy & transport companies as key partners in the CEF grant agreement Indicator 2: H2 hubs for adequate energy buffer/supply for grid and transport (road, rail, shipping "The 1T+ H2 station"» CEF synergy projects (grid balancing & 1t+ coming up!) + H2 as an ideal energy storage, especially for dis-continuous energy sources (wind, solar).the race to find a good business plan is ongoing world-wide» Sustainable transport & energy» In addition: Greening urban nodes -> energy for buildings (only indirectly in synergy call)» Fighting climate change and bad air quality».and keeping/creatng jobs in production (& services) A great chance not be missed! Transeuropean Networks Mobility & Transport 3

European Dimension of H2: - Models for Economic H2 Refuelling Infrastructure: 8 H2 Stations in UK, NL, DE & IT along 4 TEN-T corridors Next steps? Vehicles? Multi-mode? 1T+ Station? Transeuropean Networks Mobility & Transport 4

H2 Battery Kinetic Transeuropean Networks Mobility & Transport 5

Transport Policy Framework (2) Transeuropean Networks Mobility & Transport 6

CEF Synergy : TSO2020 A milestone for European deployment of innovation (1) Transeuropean Networks Mobility & Transport 7

CEF Synergy :TSO2020 A milestone for European deployment of innovation (2) Transeuropean Networks Mobility & Transport 8

H2Nodes a potential costomer & natural ally.this real-life trial will look into sustainable hydrogen production pathways and will deploy a chain of hydrogen refuelling stations (HRS), tackling at the same time demand for hydrogen vehicles..it will map the locally available pathways for hydrogen production from renewable energy sources and establish the provision of hydrogen for real life tests..hrs will be built and tested in Riga, Pärnu and Arnhem.Hydrogen buses and cars will be tested at the HRS. CEF 2014-EU-TM-0643-S March 2014 December 2018 Total Project Cost: 29,006,000 EC Contribution: 14,503,000 Transeuropean Networks Mobility & Transport 9

CEF Innovation Calls Possible Next Steps - very preliminary brain-storming level -. Next. Further Further Synergy Call First Half 2018? Preparation started!» Several options: from simple repeat, to update of legal base/pci-e list?» The smart grid opportunity of the legal base!» Integrate CEF-ICT networks fully (= 3 sector synergy)?» Budget from 20 to 80 million?» Call open 4 months. + Improved support documents!» Grants only - Transport & Energy & ICT Real-life trials only Transport Grant Calls Second Half 2018? Very Difficult! Blending Calls 2018/2019? More likely!» Grants & loans in one proposal» 1) (pure) Transport (innovation grant: up to 20%)» 2) Synergy (innovation grant: up to 20+10=30%)» Rest as loan (or assets or cash) as usually.» Full support for vehicles for all transport modes» Works only All calls difficult because of lack of budget. Availability depends heavily on results of programme mid-term review looking at non-performing projects during 2018. Transeuropean Networks Mobility & Transport 10

CEF Synergy: fact-based policy making for the EC's next Framework Programme (2021-2027) What do we need? Nice start with 7 real-life trials on synergy for transport & energy! Need results asap. Visibility at next TEN-T Days! In parallel preparing the next phase for synergy all 3 CEF sectors. For the most advanced innovators offer a roll-out funding scenario for synergy projects? Will you be ready to propose in 2018 and start in 2019/2020? It takes 2 years until signing the "blending" contract. Towards a (Radical) Innovation Deployment Programme (2021-27)? -> Breakout session 1 in the afternoon. - Towards Sustainable transport, energy and ICT - - Fighting climate change - - Production remaining in Europe - what do we need, what do we want? Let's be bold, together! Transeuropean Networks Mobility & Transport 11
