ANNEX 3: THE EDUCATION SYSTEM IN GREENLAND Basically th ducation systm in Grnland is lik th bst in th EU. It is quit similar to th Danish systm, and it contains lik almost all othr countris ducation in th following aras: 1. Elmntary ducation 2. Vocational ducation and training 3. High school ducation 4. Highr ducation Post graduat, supplmntary training and in-srvic training for adults tc. can b dlivrd at diffrnt lvls and by diffrnt ducational institutions not last by th VET (vocational ducation and training) schools. Th systm is organisd in accordanc with Grnlandic conditions and is faturd to qualify popl to liv and work in Grnland. Th systm is by and larg alignd also with Europan ducation. All formal ducation is fr with no school fs, and until highr ducation all books and most matrials ar lnd out and/or fr of charg. Aftr lmntary ducation, all formal ducation is supportd by a study grant givn to all studnts in two lvls; 1) undr 18 yars old and 2) ovr 18 yars old, xmpt th VET apprntics who normally rciv pay from th mployrs/apprnticship, this ara is not diffrntiatd by ag. Studnt travls ar paid by th GoG for th initial travl btwn a studnt s homtown and th town of th ducational institution both within and outsid Grnland. In this connction a fr annual rturn journy to th studnt s homtown is also offrd. A brif ovrviw of th ducation systm is givn in th following sctions. 1. Elmntary Education Elmntary ducation compriss, what in th English spaking world, is known as primary and lowr scondary ducation. It is compulsory up to th grad 1. Aftr finalising lmntary ducation a significant numbr of studnts tak an xtra lctiv yar at a continuation school in Dnmark or in Grnland. Elmntary schools ar sprad all ovr th country, and can b found in th following 18 towns, which corrspond to th numbr of municipalitis prior th Municipal Structur Rform cam into ffct as of 1 January. Almost all of thm with mor than on school: Nanortalik, Qaqortoq, Narsaq, Ivittuut, Paamiut, Nuuk, Maniitsoq, Sisimiut, Kangaatsiaq, Aasiaat, Qasigiannguit, Ilulissat, Qqrtarsuaq, Uummannaq, Uprnavik, Qaanaag, Ittoqqortoormiit, and Ammassalik. In th school yar 27/8 taching was carrid out by 85 2 ladrs and tachrs, and.273 pupils followd lmntary ducation that school yar 3. Elmntary schools ar ithr public or privat schools. At th momnt thr ar two privat schools in Grnland. On is situatd in Nuuk, and is calld Nuuk Intrnational Fr School and bgan in th school yar 26/7, on in Sisimiut startd to work in 28. 1 Bfor 28 lmntary ducation was compulsory up to 11 th grad. 2 Th numbr contains 5 ladrs, 63 tachrs on fixd contracts and 331 tmporary tachrs (273 convrtd to full (tim positions). 3 27-28. Approximatly 84% out of all pupils in Grnland liv in towns. Rgarding taching staff a total of 1,132 prsons wr mployd in all schools in th yar /2. Compard with last yar this is a 5% rduction which is mainly du to rductions obsrvd in town schools. Rlativ to th prcntag distribution of pupils in towns and sttlmnts th proportion of tachrs mployd in towns is rlativly smallr than found sttlmnts, namly 78 % mployd in town schools as compard to 84% town pupils. Howvr, according to ducatd tachrs a significant majority is found in town schools whil th ratio of ducatd and non ducatd tachrs ar almost qual in sttlmnt schools indicating that th taching staff in sttlmnts gnrally is lss ducatd than in town schools. Finally, it is possibl for th adult population to attnd courss at two folk high schools (Knud Rasmussnip Hojskolia and Sulisartut Hojskoliat), whr ducation is providd at lmntary school lvl. In addition, at th Piarrsarfiit cntrs qualifying courss in Grnlandic, Danish, English and mathmatics for young popl (AEU) ar providd in ordr to improv participants pr-rquisits for furthr ducation. 2. Continuation Schools Thr has bn a long tradition for young Grnlandrs to attnd continuation schools in Dnmark with th wish or nd for an additional yar, focusing on improving grads/skills nabling th youngstrs to ntr furthr ducation. On avrag 25 Grnlandic youngstrs attnd continuation schools in Dnmark vry yar. Analysis carrid out by MoCERC show that pupils that attnd continuation schools in Dnmark hav a significantly highr probability of going into ducation aftrwards, showing a numbr of 62% compard to th avrag of 42%. Th succss of th Grnlandic continuation schools still has to b valuatd and it has to b sn if ths succd in bringing a highr proportion of th pupils into furthr ducation. In 28 four tmporary schools wr stablishd in Grnland in connction with th doubl yar group, which provd a substantial succss whn confrontd with th numbr of applications th schools rcivd. Th initiativ was prolongd in, whr on continuation school in Qasigiannguit was mad prmannt togthr with a tmporary branch in Kangrlussuaq. Ths to schools had around 16 pupils, mainly from smallr citis and sttlmnts. 8/ 7

It has bn dcidd to clos th tmporary branch in Kangrlussuaq at th nd of th school yar 28/, a dcision mad on th basis of rcommndations by th board from th continuation school in Qasigiannguit. It has not bn dcidd whr to stablish a nw continuation school to substitut th on in Kangrlussuaq. Howvr MoCERC will spnd 2 finding a suitabl location for anothr prmannt continuation school on th coast to b oprational from th school yar 211/212. 3. Vocational Education and Training (VET) Vocational ducation and training (VET) compriss branchs lik iron and mtal, building and construction, food production and catring, businss and trad, spcial aras lik shp-farming, hunting and fishing4 and maritim ducation, halth car and social work, and finally mor spcialisd aras lik procss tchnology. 3.1. Th traditional VET schools Traditional VET schools5 ar ithr tchnical school or commrcial schools. Th tchnical schools can brifly b dscribd as follows: Th Fishing Industry School (ATI) in Maniitsoq which provids: A on-yar cours that givs accss to high schools, ducation for procss tchnicians (procss tchnology at a HE-lvl (short cycl) for popl in all aras of food-production, and comptnc dvlopmnt courss for tchnicians rlatd to 1) production, 2) laboratory work and 3) nvironmnt. Th Building and Construction School in Sisimiut provids ducation and courss within th building and construction sctor and is th institution that ducats carpntrs, VVS6 and paintrs. All diffrnt kinds of supplmntary training rgarding th profssional ara ar dlivrd, and th school is involvd in rsarch projcts (in coopration with th Grnland Innovation Cntr) on building and construction tchnology, nrgy production, raw matrial utilisation and nvironmntal protction. It is also th plac whr ntrprnurs from all ovr th country can find hlp in 1) raising th fficincy of work procsss, 2) tsting thir invntion, and 3) invstigating th opportunitis for slling a nw product. Th school is also involvd in th ducation of arctic nginrs (s blow undr Highr Education). Th Iron and Mtal School in Nuuk provids ducation within thr aras: 1. Crafts and nginring: Blacksmiths and mchanics, ship-fittrs, wldrs. 2. Mchanical nginring, transport and logistics: Auto mchanics, trminal workrs, stock- and transport workrs, cycl-mchanics. 3. Tchnology and communication: Elctricians, lctro-tchnicians, automatictchnicians, officmachin tchnicians, radio- and data tchnicians, tchnicians for film and TV-production. Supplmntary (in-srvic) training in th abov mntiond aras, and also in aras lik quality assuranc, arctic first aid, tc., is providd. Th Food Industry School (INUILI) in Narsaq provids basic vocational ducation for bakrs, waitrs, cooks and butchrs. Also ducation for rcptionists and popl in th tourist and hotl businss is offrd hr. Th final part of th ducation must b carrid out in Dnmark. Supplmntary training is offrd in all abov mntiond aras. Th Maritim School in Paamiut was plannd to b closd in du to low numbr of applicants during rcnt yars as wll as falling dmand for qualifid coast and fishing skipprs. Basic Commrcial Programms for shops assistants and clrks and togthr with Danish schools also trad-assistants, sals-assistants, dcorators, mdical scrtaris, purchasing assistants. 2. Supplmntary on yar Exam Cours at Highr Commrcial Examination (HHX lvl) for high school graduats. Finally th schools provid (as mntiond abov) th high school ducation (HHX) in Qaqortoq and svral highr ducation programms (s blow). 3.2. VET schools in th halth car and th social sctor Th two institutions providing ducation for th social and th halth sctor ar: Th Cntr for Halth Education, Th School for Social Education (PI/SPS). Th ducational programms for social workrs, socio-ducational tachrs, and nurss hav bn transfrrd to th Univrsity of Grnland whras ducational programms for social- and halth assistants (SOSU) and for practical nurss will b providd by th two vocational schools. Thy also dlivr supplmntary training for staff in th social sctor as wll as in th halth sctor. Th halth ara and th ara of social affairs ar vry important for Grnland s dvlopmnt. Thr is a hug lack of labour capacity hr, at that is why PI/SPS has stablishd coopration with th Cntr for Halth Education and with th Institut for Social Workrs on provision of courss for unskilld staff within ths aras. 7 3.3. Piarrsarfiit cntrs and rgional schools Important lmnts in th whol ducational systm ar also: Th Piarrsarfiit cntrs tak car of guidanc for young popl in ordr to hlp thm st up a plan for furthr ducation, and for adults (for instanc unmployd) to giv thm good advic as to how to gt a job and/or how to prpar for gtting on. Qualifying courss for both young popl (AEU8) and adults (PKU) ar providd by th cntrs in ordr to improv participants pr-rquisits for job and ducation. Th vision is that th Piarrsarfiit cntrs should b working according to th on-door-principl, maning that thy tak car of labour markt issus as wll as ducational guidanc. Thr ar 18 Piarrsarfiit cntrs within th Grnland's four municipalitis. From dtaild rporting on numbrs of participants, tsts and passd ntris has bn collctd for th AEU courss. Tabl 22 shows that a significant numbr of participants passd th tsts for a maximum of four subjcts and that an incrasing trnd can b obsrvd in all displayd indictors. This should b don taking into considration th various nds of th privat and th public sctor - and in accordanc with th political objctivs in forc for th industry, labour markt and ducation systm. It is don by giving languag courss and languag taching at th cntr, promoting and arranging languag cours stays and languag taching at ducational institutions, languag schools and th lik in Grnland and abroad. It also functions as a knowldg cntr which can guid individuals, institutions and companis on possibl languag courss and languag taching both at th cntr and lswhr. Th cntr has also bn a driving forc in dvlopmnt of matrials, concpts and mthods for -larning spcially in th so-calld -forum ntwork 11. Th Languag Cntr also provids a translator ducation, which has now bn rcognisd as a highr ducation. Th Managmnt Acadmy was stablishd in ordr to facilitat ladrship and managmnt in th Grnlandic socity. It was stablishd in connction with th Grnland Education Programm, and it provids courss and ducational programms in rlation to Grnlandic conditions, inspird by intrnational rsarch, and in coopration with intrnational ducational institutions. It is supposd to b a knowldg cntr for managmnt dvlopmnt in Grnland. It works closly togthr with NI- Nuuk on dgr courss (for instanc th HE-cours on Managmnt and Ladrship). 4. High School Education Th high school systm has (lik th Danish systm) thr qual ducational programms: Gnral high school ducation (GU) is providd in Aasiaat, Nuuk and Qaqortoq, Commrcial high school ducation (HHX) is providd in Qaqortoq, Tchnical high school ducation (HTX) in Sisimiut. 11 A coopration btwn a numbr of schools in Grnland most of thm ar VET-schools. 11/ 7

Th high school ducation has bn transfrrd from Dnmark to Grnland (GHRG) in January. This mans that Grnland now has th whol rsponsibility of this important ara. In ordr to implmnt th high school ducation in accordanc with Grnlandic nds and conditions, a high school rform is going on in ordr to giv as many young popl as possibl th ncssary qualifications for doing highr ducation studis in Grnland, Dnmark and abroad. Tabl 23 and blow shows th trnds in numbr of studnts from 25 to 28. Th Building and Construction school in Sisimiut provids part of th ducation as an arctic nginr (in coopration with th Tchnical Univrsity of Dnmark (DTU)). don in Dnmark. It is plannd that candidats from this Highr Education programm should also hav th opportunity to tach at high schools in Grnland. 5.2. Highr Education th Scond Cycl (Mastr s dgr) Highr ducation in Grnland is at th sam lvl as in Dnmark (and othr Europan countris) but is spcifically focusd on Grnlandic conditions and circumstancs. Four instituts provid ducation at a mastr s lvl: Managmnt and Economics. Mastr of Scinc, Cultural and Social History. Mastr of Arts, Languag, Litratur and Mdia Studis. Mastr of Arts, Educational Scinc (Inrisaavik). Mastr of Arts. Th Arctic Enginr Education (mntiond abov) can b continud in Dnmark at th Tchnical Univrsity of Dnmark (DTU) and lads to a mastrs dgr 13, which is also approvd as an adquat thortical background for GU-tachrs in th rlvant subjcts. It must also b mntiond that ach yar many Grnlandic studnts attnd univrsitis in Dnmark. Grnlandrs hav accss to th Danish highr ducation systm on qual trms with Danish studnts or through a spcial agrmnt by which Grnlandrs can b admittd as long as thy hav marks abov avrag (th grad 6 on th Danish 7-point grading scal). Grnlandrs mostly gt study grants from GoG, but thy can also choos to study in Dnmark undr th Danish study grant systm. In 25 Grnland introducd th so-calld fr gographic choic of ducation. Grnlandrs, thrfor, can choos to study in countris outsid Grnland and Dnmark with th xcption of high schools (gnral, commrcial and tchnical high schools ar only availabl in Grnland), if thy so wish. Th rstriction is that GoG dos not provid study grants for studis at univrsitis, which rquir th paymnt of tuition fs, if th sam ducation is providd fr of charg lswhr. For xampl a study grant will not b allocatd for law studis in th US, whr a tuition f should b paid, bcaus law studis ar availabl fr of charg in th Nordic countris. 5.3. Highr Education - th Third Cycl (doctorat) Th formalisd rsarch in Grnland is rlatd to acadmic institutions not last th Univrsity of Grnland. Rsarch hr, of cours, is conductd within all four instituts (dpartmnts), and almost all of it dirctly rlatd to Grnlandic conditions and circumstancs. Th Univrsity of Grnland participats in activitis organisd by th Intrnational Arctic Social Scincs Association (for instanc th Intrnational Polar Yar (IPY) which was hld in Nuuk in 28. IPY Grnland is working with issus such as 1) arctic climat variability, chang and impact, 2) Grnland's ic sht scintific frontirs and 3) man, natur and arctic socitis. An important part of rsarch in Grnland is th PhD studis, and a numbr of PhD grants ar advrtisd ach yar. In bginning of 28 th first industrial PhD grant was advrtisd in Grnland (financd by th GEP and th Bank of Grnland s Industrial Fund). In thr ar two participants on this programm. As illustratd blow th focal aras ar divrs, but still focusd on th various sctors from which you can driv th following main charactristics: a rform of th day-car systm, lmntary school ( th Good School ) a Grnlandic continuation school systm, profssional bachlors programms disconnctd from th univrsity. Du to th challng from th doubl laving yar-group 14 in 28, much ffort was put into addrssing this situation, including: Extra classs addd to high schools Extra apprntic placs found An incrasd quota for continuation school in Dnmark providd A nw continuation school in Grnland constructd Thr tmporary continuation schools in Grnland stablishd for Nw dormitoris purchasd and/or built Mor taching facilitis providd All this is continud in - in ordr to achiv th ovrall objctiv for th ducational initiativs, viz. to contribut to Grnland s dvlopmnt into an incrasingly sustainabl conomy with a wll ducatd population. Ths policy masurs ar not rlatd to th doubl yar group only, but also rlatd to th ambition that two-thirds of th work forc (in 22) should hav an ducation providing thm with sufficint acadmic qualifications or vocational skills. Currntly, a rform of th day-car systm: Th Good Day-Car Institution (Mqqrivitsialak) is bing implmntd, and focuss on 1) a nw lgislation, 2) pdagogical/psychological rsarch and dvlopmnt and 3) an ducational rform of th social ducator ducation and rlatd courss and post-graduat ducation. This will lad to bttr opportunitis for parnts to work and/or study whil a day-car institution taks car of thir childrn, which in turn is a vry important lmnt in th ffort towards bttr ducation and mor popl in jobs. Sinc th school rform 22 in lmntary ducation 15 th rform initiativs hav bn vry much influncd by th rsults from th projct calld th Good School (Atuarfitsialak) which again was much influncd by principls from Amrican univrsitis (CREDE 16 ), and has ld to th formulation of principls for lmntary school. A numbr of schools ar working now according to th principls and it sms to giv good and positiv rsults (information from MoCERC says that spcially th two lowst lvls in lmntary school ar much bttr now than similar yar-groups wr just a fw yars ago). It is promising rsults sinc th whol ida bhind Grnland Education Programm is to gt mor pupils from lmntary school to go to vocational ducation and training or high school ducation. Th ida is that xprinc from th Good School can b transfrrd to also th high school sctor and to VET. To complmnt this dvlopmnt and to mak sur that th studnts who drop out of lmntary ducation without a dgr ar capturd by th systm, it has bn ncssary to put in rsourcs and nrgy on prparation activitis for this group. In th first plac this is don in coopration with Sulisartut Hojskoliat in Qaqortoq and Knud Rasmussnip Højskolia in Sisimiut. 3 applications for continuation school in Grnland wr rcivd by 1 March 28. Whil only 8 placs at th continuation school in Qaqortoq was originally plannd, funds hav sinc bn found for xtra 174 placs in th school yar 28/ in thr othr locations (Sisimiut, Maniitsoq, and Kangrlussuaq) in ordr to mt th high dmand. From it is xpctd that Grnland has its own continuation school, locatd in Qasigiannguit. It is considrd to continu on or mor of th tmporary continuation schools in -2. In ordr to bttr idntify and fulfil dmands from trads and industris it has bn plannd that VET schools should chang thir status from public institutions to bcom slf-govrning public institutions. Th chang is supposd to tak plac from 2 and will lad to th stablishmnt of Boards of Govrnors (rprsnting th labour markt) for th VET schools. A on-yar high school cours for adults, intrstd in attnding highr ducation (profssional bachlors), is going on, and provids (in on yar) participants with qualifications to go dirctly to highr ducation (profssional bachlors). It sms to b a succss almost nobody drops out (MoCERC, 28) and is in lin with th policy to hav mor of th population qualifid, and to rach th ambition that 2/3 of th population hav ISCED (lvl 3) qualifications. Finally thr is a vry clar policy in th highr ducation sctor in trms of th importanc for Grnland to hav ducation at th highst lvl (PhD and mastrs) and also to provid ducation for profssionals at a mdium lvl (profssional bachlors) and at th so-calld acadmy lvl. A univrsity park (Ilimmarfik) has bn stablishd, nw buildings constructd, a nw lgislation has bn passd 17, and an xcutiv ordr 18 about th Institut for Educational Scinc (Inrisaavik) mans that it is now possibl to provid mastr courss tc. in pdagogical and psychological subjcts for tachrs and othr bachlors. Finally th profssional bachlor ducations (tachr ducation, social workrs, socioducational tachrs, nurss and journalists) hav from January 28 bn rlatd to th univrsity sctor.
