RECOMMENDATIONS 1. 2. FIND that there is a substantial adverse impact frm business vehicles, emplyees and stred vehicles frm an aut bdy shp and a ppular night club, wh mnplize the n-street parking preventing residents frm parking near their hmes, frm which the residents deserve immediate relief. FIND that the establishment f this TPPD is exempt frm the Califrnia Envirnmental Quality Act (CEQA) as a Class 1 Categrical Exemptin, under Article III.1.a.3 f the 2002 Ls Angeles City CEQA Guidelines. 3. ADOPT the attached RESOLUTION, pursuant t Sectin 80.58.d f the Ls Angeles Municipal Cde (LAMC), establishing TPPD N. 211, fr: a. Dunsmuir Avenue between dead end and Adams Bulevard b. Cchran Avenue between dead end and Adams Bulevard c. Clverdale Avenue between dead end and Adams Bulevard 4. AUTHORIZE the fllwing parking restrictin fr use in TPPD N. 211: a. "NO PARKING, 8 PM t 8 AM, MONDAY - SATURDAY; 2 HOUR PARKING 8 AM t 8 PM, MONDAY-SATURDAY; DISTRICT NO. 211 PERMITS EXEMPT" 5. INSTRUCT the Ls Angeles Department f Transprtatin (LADOT) t initiate the necessary prcedures fr the preparatin and sale f parking permits t residents within TPPD N. 211, as specified in Sectin 80.58 f the LAMC.

BACKGROUND The establishment f TPPD N. 211, pursuant t LAMC Sectin 80.58.d, is exempt frm the CEQA as a Class 1 Categrical Exemptin, under Article lll.l.a.3 f the 2002 Ls Angeles City CEQA Guidelines. It will nly limit parking frm Mnday t Saturday t nn-residents between 8:00 PM and 8:00 AM and shuld imprve the excessive parking and traffic impacts. The City Cuncil has the authrity, pursuant t LAMC Sectin 80.58.d, t establish TPPDs by reslutin "t prvide relief fr residents wh suffer an excessive parking impact... as the result f any cnditins which impact fewer than six blcks and which, in the judgment f the Cuncilmember f the District and aer cnsultatin with the Parking Administratr, deserve immediate relief until a permanent slutin can be fund." DISCUSSION On Octber 7, 2013, LADOT received a letter frm Cuncil President Herb Wessn requesting the Department t study and reprt t the Transprtatin Cmmittee n establishing a TPPD in an apprpriate residential area. The Cuncil Office is requesting establishment f this TPPD t prvide the residents immediate relief frm excessive nn-resident parking caused by an aut repair business and patrns t a very ppular night club. The Cuncilmember believes the residents deserve immediate relief frm this situatin until a permanent slutin can be fund and the establishment f this TPPD is the nly viable and rapid ptin t address the prblem. The cmpleted parking study passed, indicating an verwhelmingly large number f nn-residents parking vehicles at the lcatin. Aer reviewing the results f the parking studies, LADOT als recmmends the inclusin f Dunsmuir Avenue, Clverdale Avenue and the residential areas n the Nrth side f Adams Bulevard between Clverdale Avenue and Cchran Avenue. COORDINATION Cuncilmember Herb Wessn and his staff have cnsulted with LADOT regarding the parking prblems in this area and have cncluded that a TPPD is the best pssible slutin t address the residents' parking cncerns at this time. FISCAL IMPACT STATEMENT Revenue frm the sale f permits will cver the cst f implementing and administering TPPD N. 211. Furthermre, the City will gain additinal General Fund revenue frm the issuance f parking citatins t vilatrs f the TPPD parking restrictins.
