High Level Group on Automotive Industry GEAR 2030 Recommendations for Connected Automated Driving (CAD) dedicated Public-Private-Partnership integrate resources from related areas such as cyber security, artificial intelligence, or Big Data overarching strategic plan for funding and financing CAD activities on national and European level involve European Commission, Member States and the relevant stakeholders Large scale demonstrations, pre-deployment projects and pilot initiatives involve all relevant stakeholders to remove technological, political and other types of barriers Member States and industry may consider an Important Project of Common European Interest (IPCEI) co-finance a large scale comprehensive project or project portfolio to develop, deploy and realize CAD in Europe Reinforce the competitiveness of the European automotive value chain. 10
Conclusion Automotive industry is biggest R&D investor in EU (about 50 billion in 2016 more than every fourth Euro invested in R&D in total). CAD is highly strategic for EU competitiveness. Combination of quick evolvement, variety of disciplines and long-term impact of CAD substantiates need for strong involvement of public and private stakeholders. A dedicated Public Private Partnership (PPP) for CAD under Horizon 2020 and its successor can leverage European strengths of multi-national research and industry to foster Europe to become global leader in the fast evolution and deployment of CAD. 11
