Frequency Particulars: During October 2018 the system frequency was below 49.90 Hz for 12.05% of time against 10.92% of time during November 2018. The system frequency was above 50.05 Hz for 8.75 % of time during October 2018 against 9.21 % of time during November 2018. The system frequency was within the IEGC range of 49.90-50.05 Hz for 79.20 % of the time during October 2018 against 79.87 % of time during November 2018. The average monthly frequency was 49.97 Hz during month of October 2018 and 49.97 Hz during month of November 2018. [Action: MPPTCL] 2.2.6 U/F and df/dt Relay Operation (i) (ii) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during OCTOBER 2018 and NOVEMBER 2018. There was no df/dt operation during the same period. [Action: MPPTCL] Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt and U/F relays are in operation, where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & at 132KV S/S Chapda the df/dt protection is provided through df/dt feature of DPR. All U/F stages are in good/ healthy & working condition. [Committee may like to note] 2.3 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to 33 KV feeders: (i) Details of DISCOM wise Power supply given to various domestic categories during the period OCTOBER 2018 and NOVEMBER 2018 is enclosed at Annexure 2.3(i). [Committee may like to note] (ii) Group Allocation to Newly Commissioned existing EHV substations:- The region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.3 (ii). MPPGCL informed that Owing to adverse report of RLA conducted on ICT during shutdown, proposal for permanent discontinuation of ICT from service has been submitted. Latest status may also be intimated by MPPGCL/MPPTCL in the meeting. 5. 50 MVAR (Make GE) Line Reactor at 400KV Sarni- Asta Ckt-I. 31.03.2018 Under outage since 31.03.18 due to concentration of Acetylene gas. DGA test of transformer oil of reactor was carried out by M/s CPRI, Bhopal. To carry out the internal inspection of reactor, NIT will be opened on 15th September 2018 and certain queries on techno commercial issues have been sought from M/s GE(T&D) India (OEM). Price bid opened on 5 th December 2018 and under security. Any transmission element/ EHV element under outage, which has not been intimated/included under aforesaid outage list, should be invariably intimated to SLDC. All entities are requested to ensure the same. The utility may submit the latest status. [Action: MPPGCL/NHDC] 6.2 GENERATOR DATA SHEET OF SINGHAJI TPS UNIT # 1, 2, 3 & 4:- As per claus 11, 12, 13 of Manual on Transmission Planning Criteria Of CEA the generator data is required for modeling the generators for simulation studies. It is also to mention that due to integration of RE Generators in the grid & its variable generation for which the precise simulation studies have to be done for proper grid management. Further vide e-mail dtd- 12.12.2018 & 21.12.2018 Singhat TPS was requested to submit the generator data of Singhaji TPS Unit #1,2,3&4 including following details:- 1. Generator Datasheet provided by OEM for all the units (to model generator). Agenda of 67th OCCM of MP 7

2. Technical Datasheet of the Generator transformers for Unit-1,2,3,4. 3. Open circuit magnetization curve/open circuit and short circuit test results performed during the commissioning (for validation of system study model at our end), type of saturation to be provided. 4. Excitation systema. Type of excitation system its block diagram(transfer function) and adopted parameters (commissioning report for model validation) b. PSS- Block diagram(transfer function) and its adopted parameter, commissioning report( to validate the model). 5. Turbine Governor systema. Turbine and Governor system datasheet. b. Block diagram(transfer function) of Turbine governor system and its parameters (commissioning report for model validation). In view of the above, it is to mention that despite of several e-mail & telephonic conversations made with Singhaji TPS, the above data has not been furnished to SLDC/WRLDC. Hence seeing to the security of the grid the modeling of generators for precise simulation studies has to be done, therefore Singhaji TPS, MPPGCL is requested to comply with CEA regulations and kindly furnish the required details for modeling of generators for simulatuion studies at the earliest to this office for further submission to WRLDC. [Action: MPPGCL] 6.3 ABNORMAL DELAY IN CONVEYING TRIPPING DETAILS TO SLDC CONSEQUENT UPON TRIPPING OF 63 MVA 132/33KV TRANSFORMER AT MANSAKRA SUB STATION: 63MVA, 132/33KV transformer at 132 KV S/s Mansakra tripped on 29.12.2018 at 08:25 hrs on buchholz indication. The tripping details were conveyed to SLDC at 13:11 hrs, approximately laps of five hours of incidence took place. As per provisions of Grid Code, keeping the EHV elements out of service without knowledge of SLDC is violation of Grid Code. More over whenever such incidence of tripping took place, it should have intimated to SLDC immediately. It is therefore requested that report on the matter may be furnished to the SLDC and concerned officials may please be instructed suitably to avoid reoccurrence of such incidence and strictly adhered with grid code. [Action: MPPTCL] 6.4 THREE HOURS AND 33 MINUTE INTERRUPTION TO BIRSINGHPUR & UMARIYA SUBSTATION DUE TO TRIPPING OF 220/132 KV TRANSFORMER AT 220 KV S/s BIRSINGHPUR (PALI):- On dtd 29.12.2018 at 06:40 hrs 160MVA 220/132 KV transformer EMCO make tripped on OSR indication, this caused total interruption to Birsinghpur(Pali) and Umariya substation. As reported in flash report, the reason of operation of OSR relay indicated therein, is low oil level in the transformer due to oil leakage. In this context, it is desired that the remedial measures taken for avoiding reoccurrence of such incidence may please be appraised to SLDC. The detailed report of tripping may also be furnished so that tripping may be discussed in OCCM. [Action: MPPTCL] Agenda of 67th OCCM of MP 8

6.5 PROTECTION AUDIT OF HYDEL POWER STATIONS OF MPPGCL:- The MPPGCL vide letter No. 07-10/601-PSDF, dtd 21/02/2018 has conveyed that protection audit of switchyard associated with 10 hydro power plants of MPPGCL is required to be carried out by WRPC. Further, it was decided that work or protection audit of all switchyard carried by a team constituted by WRPC accordingly nominations were invited from utilities for protection audit team. Vide this office email dtd 11.07.2018 the name of officers from MPPTCL, NHDC and MPPGCL was conveyed to WRPC. MPPGCL is insisting for early completion of aforesaid protection audit, considering provisions of MOM of TESG meeting of PSDF regarding the observations for PSDF grant on MPPGCL proposal in 37th meeting held on 19.01.2018. As a sequel to above, SE (Protection), WRPC is intimated that looking to difficulties at WRPC level to constitute a committee for aforesaid work, it has been directed that committee may be constituted MP- SLDC. However, detailed programme for Protection Audit to be carried out be intimated to WRPC, so that WRPC may depute one member from WRPC their end. MPPGCL is therefore requested to furnish detailed programme for conducting Protection Audit along with data required in this regard as requested by WRPC earlier, so that proposed Protection Audit could be carried out. It is mentioned that the matter has been discussed in 66th Meeting of OCCM, thereafter the matter has been perused with C.E. (Hydel), however requisite details of Hydel Power Station of MPPGCL have not been provided yet. Therefore, the Protection Audit Activities still could not initiate further. The matter may please be expedited and needed information be provided to SLDC without further delay. [Action: MPPGCL] 6.6 REAL TIME OPERATIONAL DIFFICULTIES DUE TO NON AVAILABILITY OF TELEMETRY DATA OF ISP HPS UNIT#2:- The telemetry of ISP HPS Unit #2 is out since long. The matter has been persuaded number of times with ISP Authority, however the telemetry of Unit # 2 has not been made available, this cause lot of difficulties in real time operation of system. It is therefore desired that telemetry of above unit may be rectified and made available immediately. The members may kindly discuss the matter for remedial action. [Action:MPPTCL,MPPGCL,NHDC(ISP/OSP),JP Bina,BLA] 6.7 MODIFICATION/SHIFTING OF 220 KV SUKHI-SEVANIA-ASHTA LINE FROM LOC. NO. 87 TO 90 FOR LOWERING DOWN THE LINE FOR MAINTAINING CLEARANCE BETWEEN THE E/W OF 220 KV LINE WITH BOTTOM CONDUCTOR OF NEWLY CONSTRUCTED 765 KV BHOPAL-INDORE S/C LINE OF M/S BHOPAL DHULE TRANSMISSION CO. LTD. (M/S AS BDTCL) UNDER CONSUMER CONTRIBUTION WORK: MPPTCL has conveyed approval for crossing of 765 KV Bhopal-Indore S/C line with various transmission lines of MPPTCL vide letter No. 04-02/B-3132/P&D-TLD/389 dated 15.01.2013 based on the proposal and profile submitted by M/s Bhopal Dhule Transmission Co Ltd. However, after completion of erection work, BDTCL has observed that the electrical clearance of 765 KV line with 220 KV SukhiSevania- Agenda of 67th OCCM of MP 9

Ashta line between location No. 87 to 90 was not adequate. It had probably happened due to negligence workmanship as line was not erected exactly as per provisions of profile. Thereafter the BDTCL has submitted their request to MPPTCL vide letter dated 07.11.2014 wherein request was made for modification / shifting of 220 KV SukhiSevania-Ashta line (crossing loc. No. 88 & 89) in order to maintain adequate electrical clearance along with consent for bearing the cost of work. Based on the request of M/s BDTCL, looking to target date ofcharging of 765 KV Bhopal Indore Single ckt line an agreement between MPPTCL and BDTL was executed and MPPTCL has accorded permission for lowering down the E/W of 220 KV line as a special case as an interim arrangement till 220 KV line is modified or shifted. After lapse of about 2 years, M/s BDTCL has not undertaken the required modification/ shifting work, evenafter persisting pursuance at different level.the E/W of 220 KV line is still in lowered position due to which the conductors are unprotected against lightening. Moreover, in case of snapping of conductor of 765 KV on 220 KV line would initiate serious fault. In above scenario, it is felt that BDTCL may be advised to complete modification/ shifting work of 220 KV SukhiSevania- Astha line immediately under consumer contribution as per mutual agreement looking to protection issue of 220 KV SukhiSevania-Ashta line. The Committee may kindly discuss the matter and CE(EHT-M&I) & CE(P&D) may update the details in the above matter. [Action:MPPTCL,MPPGCL] 6.8 LOAD DROPPING SCHEME AT 400KV & 220 KV SUBSTATIONS TO HANDLE EMERGENCY CONDITION: - On dtd. 27.12.2018 at 09:55 Hrs. 160MVA 220/120 KV X mer no-2 at 220 CT No.-II at 220 KV S/s Malanpur tripped on on PRV indication due to cable fault. In view of above it becomes necessary that in every 400KV & 220KV substation, load dropping scheme invariably made functional so that in case of any emergency situation under N-1 condition, the loading on ICT should not crossed dangerous level. It is gathered that the existing load drop scheme at 220 KV S/s Malanpur is provided on 220 KV Malanpur Gwalior(PG) Ckt- I & II and does not cover the 160 MVA, 220/132 KV X mer I & II at 220 KV S/s Malanpur. Therefore to avoid overload tripping of transmission elements at Malanpur, Mehgaon & Morena it is proposed to review the load drop scheme installed at at these sub stations. However, if load dropping scheme have not been made, so far, it is requested to formulate suitable load dropping scheme to handle sudden emergency as elaborated above in Gwalior area & as well as other important nodes of MP Grid. The Committee may discuss the matter. [Action: MPPTCL] 6.9 INSPECTION OF RELAYS OF AUTOMATIC UNDER FREQUENCY LOAD SHEDDING AND CERTIFICATION THEREOF: - It is desired that for safe & secure operation of integrated system, the under frequency relay should be connected in the system in healthy condition. Accordingly, WRPC is pressing hard to provide the self-certified status of healthiness of relays of Automatic Under Frequency Load Shedding (AUFLS) and periodic checking of the same. Vide this office various correspondence. The CE (T&C) and also SE(T&Cs) were requested to provide status of healthiness of relays of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be communicated to WRPC. Inspite of repeated request vide various correspondence, moreover the matter had been raised in OCC meeting of MP in time to time, however the desired information are still awaited from utilities. It is therefore desired that the above matter may be treated as urgent and status of healthiness of Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall visit the sub-stations to ascertain the healthiness of under frequency relay. 6.10 PROVISION OF SYNCHRONIZATION FACILITY AT EHV SUB-STATIONS OF MPPTCL AND AT ALL POWER HOUSE: - As per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations, 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In 60 TH OCC meeting MPPTCL representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. In subsequent meetings this issue has been discussed. However, no any fruitful progress has been observed so far. In the above context it is indicated that at Manikheda HPS and Rajghat HPS synchronization facility is not available. It is felt that every Hydel Power station should be equipped with synchronization facilities invariably for system reliability and Crises Management. Also at Manikheda HPS & Rajghat HPS single bus system exists, hence MPPGCL is requested to explore the possibility for commissioning of Double Main Transfer Bus system. Thus, MPPGCL is requested to provide synchronization facility at Manikheda HPS and Rajghat HPS and MPPGCL may kindly provide status of making synchronization facility in aforesaid HPS. The MPPTCL may kindly provide the status of installation and commissioning of synchronization trolleys at different substations. Further, is also requested to indicate, whether synchronization facility could be provided at Karera & Pichhore substation on priority basis. The matter has been discussed with officers of T&C wing, it is conveyed that they are making arrangement for installation of synchronizing trolley at Pichhore S/s at the earliest. T&C may please update the position. The matter was discussed in the meeting. [Action: MPPTCL] 6.11 DELAY IN SUBMISSION OF DOCUMENTS FOR FIRST TIME CHARGING OF ELEMENTS:- Procedure for interconnection of new transmission elements is briefly narrated hereunder:- Intimation by Transmission Licensee to RLDC / SLDC(Annexure A1-A5): 10 days prior to anticipated date of first time charging. Acknowledgement and comments of RLDC/ SLDC to Tr. Licensee ( Format-II): Within 3 days. Submission of request for first time charging by Tr. Licensee to RLDC//SLDC (Annexure B1-B5): 3 days prior to anticipated date of first time charging. RLDC shall issue Provisional Charging Approval for first time charging to licensee and in case of interregional element RLDC to issue consent/ request to NLDC for IR lines. In case of intrastate line charging approval shall be conveyed by SLDC: (within 2 days). Licensee to submit dummy SEM reading to RLDC to ensure that the Meter processing Software is able to read the SEM data from the new meters. Licensee to take Operational Code from RLDC /SLDC Control Room for switching operations. The code shall be issued keeping view of grid reliability. Transmission Licensee submit Post Charging documents (Annexure C1 to C4). RLDC/ N LDC shall verify the post charging documents and issue certificate for interstate / Interregional lines / ISTS lines. The respective testing department shall furnish regarding measures taken to take care new element interconnection for protection co-ordination for adjacent s/s and accordingly undertaking shall be provided. It is requested that licensee / utilities shall strictly adhere with time schedule for documentation of first time charging of new transmission elements of all interstate line and all EHV elements 400kv and above. It may also be ensured that FTC formalities should have completed before availing outage for integration of element. The authority submitted FTC document should ensure compliance of protection/ metering/telemetry issue in coordination with T&C official. It is also desired that all necessary data should have made available to all adjacent s/s for relay coordination well before targeted date. The authority submitted FTC document should ensure all formalities have been completed otherwise it would be difficult to obtain clearance from WRLDC. In general, non-attachment of requisite papers/ SLD/ document of standing committee approval /approval of Electrical inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused delay in obtaining FTC approval. Therefore, it is desired that FTC document completed in all respect may be provided in stipulated time schedule so that FTC formalities could be completed within targeted date of charging. [Action: MPPTCL/MPPGCL/ISP/OSP/JP BINA/BLA/All State Entities] 6.12 TEN DAILY RESERVOIR OPERATION TABLE OF MPPGCL HPS: - In the meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54 th, 55 th & 56 th OCCM, request has been made to MPPGCL for furnishing the same to SLDC within a week. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of hydel power stations in coordination with NVDA and WRD for optimum utilization of available water in the reservoirs during the summer season. [Action: MPPGCL] ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- During 2018-2019 the black start mock drill successfully carried out at Hydel power station as mentioned below:- S.NO. [Action : MPPGCL/NHDC] ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 TESTING & CALLIBRATION OF METERS AND NON-RECEIPT OF TIMELY JMR DATA: 1. SLDC has already requested CE(T&C) office in previous OCCMs to issue instructions to site officials for testing / calibration of meters installed at the Sub-Stations as per Regulations 10 and 18 of Central Electricity Authority (Installation and operation of meter) Regulation 2010. CE(T&C) office is requested to apprise the status of testing / calibration of interface meters to committee. 2. CE(T&C) office was repeatedly requested in previous OCCMs to issue instructions to all circle offices for furnishing the JMR data in standard format enclosed herewith as Annexure-8.1.2 to SLDC on email idabtmpsem@gmail.com before 7 th of every month. However, JMR data of all TNCs are still not being received by SLDC up to 15 th of every month in required format. CE(T&C) office is again repeated requested to issue instructions to all circle offices for furnishing the JMR data in standard format by 7 th of every month at email id-abtmpsem@gmail.com. 3. SLDC has already requested CE(T&C) office in 66 th OCCM,to provide list of 150 nos. newly commissioned interface points as per order no. 5859 dated 25.08.2018 and subsequent amendment no. 8260 dated 27.10.2018 on M/s Secure Meters Ltd. by CE(Procurement) office for AMC of 150 Nos AMR system (modem, optical cable, Yagi antenna, configuration). In the order it is mentioned the list of 150 Nos interface points shall be provided CE(T&C) office. Futher, SLDC vide letter No.07-05/SG- 11/SEM/3504 on date 03.12.2018 requested CE(T&C) office to provide list of 150 interface points to M/s Secure Meters Ltd. so that integration of meters could be done. However, till date the list has not been issued by CE(T&C) office. In the absence of list the meters are not integrated with AMR system of SLDC and thus the data is not being received by SLDC. Every month SLDC is assessing the data of around 100Nos of ABT meters due to non-availability of data. CE(T&C) office is requested to immediate issue the list of 150 nos. interface points to M/s Secure Meters Ltd. so that same are integrated with AMR System of SLDC.. 4. SLDC has already requested CE(T&C) office in 66 rd OCCM the data ABT meters installed at the interface points of Open Access Customers ( M/s SEL, M/s Prism Cement Unit-2 & M/s Maihar Cement) is not being downloaded through AMR System of SLDC and site officials are also not furnishing the load Agenda of 67th OCCM of MP 14

survey data of these meters. CE(T&C) office is requested to issue instructions to field offices for data downloading and furnishing the same to SLDC. [Action : CE(T&C) MPPTCL] 8.2 NON RECEIPT OF ABT METER DATA OF RAILWAY TSS THROUGH AMR SYSTEM: SLDC has already requested in 66 th OCCM that ABT meter data of following TSS of Railways is not being received through AMR system: 1. Railway TSS Bordhai. 2. Railway TSS Umreth. 3. Railway TSS Mansakra. Railway representative has assured to coordinate with M/s Secure Meters Ltd. and SLDC for resolving the problems related with data downloading of meter data through AMR System installed at SLDC. However, meter data of above TSS points is still not being received by SLDC. Railways is requested to take immediate steps for providing data to SLDC through AMR. [Action : Railway] 8.3 AMR FACILITY FOR THE ABT METERS INSTALLED AT MPPGCL : - In compliance to state commission directives for computation of weekly transmission losses and Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the interface points for data downloading through AMR System installed at SLDC. Accordingly MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated 01.03.2016. The status of November 2018 of ABT meter data (53 Nos) not received through AMR system of SLDC has been emailed to GCC, MPPGCL on 3 rd December-2018. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. to resolve the problems related with non readability of meters integrated successfully and provide AMC of AMR facility installed at Power Houses to M/s Secure Meters Ltd so that complete data of meters is received at SLDC. MPPGCL is requested to apprise the status of AMC. MPPGCL is requested to furnish the meter master of ABT meters installed at the interface points as standy meters and provide AMR facility on standby and check meters. MPPGCL is requested to instruct officials of SSTPS PH-I & II for furnishing the JMR data of Secure meters where AMR is provided and data is downloaded by SLDC. Futher, the 15 minutes blockwise data recorded in the meter no. XD435287 installed at GT of SSTPS PH-II unit-iii do not match with midnight data i.e monthly injection data. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. for resolving the problem. In case of Sanjay Gandhi Thermal Power Station of MPPGCL, the injection recorded by the ABT meters installed at the outgoing feeders generally do not match with the generation recorded at Generator end. MPPGCL is requested to advise the site officials for monthly checking / verification of feeder wise data with Generator and Station Xmer wise data. [Action : MPPGCL ] 8.4 NON RECEIPT OF ABT METER DATA OF ISP & OSP HPS THROUGH AMR SYSTEM: SLDC has already requested in 66 th OCCM that the ABT meter data of ISP & OSP HPS is not being received through AMR system. ISP & OSP were requested to coordinate with M/s Secure Meters Ltd. & SLDC for resolving the problems related with downloading of meter data through AMR. However, till date the data is not being received through AMR. ISP & OSP to apprise the status to the Committee. [Action : ISP & OSP HPS] 8.5 NON RECEIPT OF MONTHLY INJECTION DATA (JMR) OF NEWLY COMMISSIONED WIND & SOLAR POWER PROJECT FOR ISSUANCE OF MONTHLY STATE ENERGY ACCOUNT : The concerned SE(O&M) s do not furnish the monthly injection data of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is incorporating the injection data recorded in ABT meter in SEA, but, verification of data could not be done. i) 15MW Solar Power Project of M/s Simcom Pvt. Ltd. having (Simcom(1MW), Eastman(4MW), Made Easy(10MW) connected through 33KV Ctk-I and 4 MW Solar Project of M/s Ramesh Steels connected through 33 Ckt-II at 220KV Ganjbasoda. SE(O&M) Vidisha. ii) 15MW Wind Power Project of M/s Tirupati Dhar Renewable Power Pvt. Ltd. connected at 33KV Jaitpura Dhar. SE(O&M) Dhar. iii) 15MW Wind Power Project of M/s Dhar Wind Power Projects Pvt. Ltd. connected at 33KV Dashera Maidan SE(O&M) Dhar. iv) 30MW Wind Power Project of M/s Sudheer Projects Pvt. Ltd. connected at 132KV Berchha SE(O&M) Sahajapur. DDCs, Bhopal and Indore is requested to take up the matter with their CE(Comml), office for issuance of directives to concerned SE(O&M) s to furnish the injection data by 3 rd or 4 th of every month. Further, SLDC has repeatedly raised the issue in OCCM s that monthly generation data of Wind and Solar Projects is not being received from SE(O&M) Dewas till 7 th of every month. DDC, Indore is requested to take up the matter with their CE(Comml), office for issuance of directives to SE(O&M), Dewas to furnish the JMR generation data by 3 rd or 4 th of every month. The injection data of the following wind & solar generators connected at 132KV level and above is not furnished by the concerned EE(T), MPPTCL. [Action : DISCOMS & MPPTCL] 8.6 TIME DRIFT IN ABT METER INSTALLED AT THE POOLING STATIONS OF WIND AND SOLAR GENERATING STATIONS AND SLIDING WINDOW PROBLEM: SLDC has already requested in 66 th OCCM that the ABT meters installed at the following Pooling Stations of Wind & Solar Power Project has time drift and thus not recording the correct data. SLDC has requested to Generators with copy to concerned licensee vide letter no. 3142 dated 29/10/2018 for time synchronization of the ABT meters with GPS so that correct DSM account of these Wind and Solar Projects is issued by SLDC. installed at interface points shall record load survey data in 15 minutes time block. Further concerned EE(T) s are requested to advice RE Generators for immediate replacement of these ABT meters. i. 5MW Designco Manufacturer & Exporter connected at 132KV S/s Arniyakala. ii. 12MW Avenger solar pvt Ltd. connected at 132KV S/s Suwasara. DCC, Indore & Bhopal is requested to take-up the issue with concerned officials for time synchronization and replacement of ABT meters. [Action : West & Central Discoms] ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS /TRACTION FEEDERS- The telemetry of new 400KV S/s, 220KV S/s, important 132KV S/s having injection from renewable generating Stations, Captive Power Plant & Railway Traction feeders is to be provided before charging of the sub stations. However, telemetry of Six Sub Stations i.e. 132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura, 132 KV Dabra, 132 KV Udaipura, 132 KV Ghatabillod is to be provided to SLDC. In last OCCM, MPPTCL informed that integration of 132 KV Pratappura shall be done after operationalization of Malanpur Wide Band node, integration of 132 KV Dabra shall be done through Gwalior or Mahalgaon Wide Band Node, integration of 132 KV Raghogarh & 132 KV Isagarh shall be done within 15 days & integration of 132 KV Udaipura shall be done by end of Dec 18. However the integration of telemetry of above S/s is still pending & no progress in the matter has been observed. MPPTCL is requested to provide present status as well as expedite the commissioning of telemetry of these sub stations. In addition to the above telemetry of Birsingpur HPS and Zinna HPS is also not available and same needs to be provided by MPPGCL. In last OCCM & meeting on Telemetry and voice communication related issues of thermal/hydel power stations dtd.30.10.18, SLDC requested MPPGCL to provide telemetry data channel status for commissioning of RTU at both these locations & initiate procurement of PLCC cabinet /outdoor equipments/ VFT modems, so that commissioning may be done immediately after procurement of RTUs wherein it was informed by MPPGCL that they will finalise the data channel plan in coordination with SLDC and MPPTCL. However no progress in the matter has been observed. MPPGCL is requested to provide the current status in the matter. The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, and rectification of SOE issue may please be provided by T&C. 9.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & The present status of telemetry discrepancy including upgradation requirement is enclosed herewith as Annexure-9.2. The list of important locations where RTU upgradation is required to accommodate renewable feeders/other feeders/transformers is also given here under:- (a) MPPGCL Generating Substations :- 1.
