Norsk Oljevernforening For Operatørselskap NOFO (the Norwegian Clean Seas Association for Operating Companies) and its Oil on Water Program Presented by Don Toenshoff, Jr. Presented to Spill Control Association of America Annual Conference March 20, 2018 Background Energy in Norway: Common, shared objective & National policy On Christmas Eve 1969, the Ekofisk field hit on the Norwegian shelf. Since this discovery, oil has been a key contributor to the Norwegian economy. Presently contributes a 14% share of GDP and State Revenues (2017 data); down from 25% and 36% in 2008 Industry and Government Partnership Impact of the Wealth Fund 2Positive public embrace Source: Statistics Norway (National accounts), Ministry of Finance (The national budget 2018) 1
Scope of Increased E&P Activity: Approved Licenses on the Norwegian Shelf: 1965 & 2017 (Sokkelkartet) And Increasingly North into the Arctic which brings a host of response readiness issues with the territory NOFO In operation since 1978 The Norwegian Clean Seas Association for Operating Companies (NOFO) has a single strategic goal: To ensure that oil recovery preparedness is always dimensioned in keeping with the needs and contingency plans of the operating companies. Operators on the Norwegian shelf must join NOFO and operate under the NOFO plan. Key NOFO components: Operations Contingency Planning Spill Management Training Research & Development Core to NOFO s R&D objective is an annual full-scale trial involving discharge of oil onto ocean conditions. Appropriately termed Oil on Water 4 2
NOFO Oil on Water Program NOFO, together with the Norwegian Coastal Administration, arranges an annual realistic fullscale trial involving discharge of oil in real world operating conditions - OOW Permission is given by the Norwegian Environmental Protection Agency OOW has been held since 1982 with numerous and well documented tests being held over these years. Program is a multi-million Kroner/US Dollar commitment by industry to further spill response preparedness. 5 OOW 2018 Where Former FRIGG field, limited to a radius of 10 NM from 59 0 59 N 002 0 27 E Area chosen due to low environmental risk and distance from the shore.
