2.6. Construction and rolling stock gauge and gauges on the siding: At the access tracks to siding and on siding tracks there area gauges: construction PN-69-K-02057, rolling stock PN-70/K-02056 and UIC regulations. The siding does not have gauges to determine whether the wagon load does not exceed the size of the loading gauge. 10

Means of communication and siding communication devices: 1) Telephone communication is used at the siding in order for the employees to communicate with each other and with external entities 11

within the operations related to the service of the siding in bandwidth generally available from wireless telephony operators, with the use of cellular communication devices. 2) ng team performing the manoeuvring work at the siding communicates with the use of the provided manoeuvre radio communications. 2.19. Traction at the siding. Operation of traction disconnectors : 1. Traction network of the siding is powered with direct 3 kv current. Traction is located above tracks 101 to 103, 105, 206 and 601. The traction is powered from one side from the traction network of the adjacent track 6 od Swarzędz station via section disconnector no. 6a located on post 0-3 in the vicinity no. 100. 3. Rules for conduction of railway traffic between the siding and the railway infrastructure administrator tracks with which the siding is connected: 1) All drives of railway vehicles between the Swarzędz station tracks and the railway siding tracks are performed according to the rules of manoeuvring drives stipulated in Instructions for technology of performance of manoeuvers (Ir-9), Signalling instructions [Ie-1(E-1)], Conduction of railway traffic instructions (Ir-1). 2) Between the switch circle of Swarzędz station (Sw) and the siding track, there is no equipment dependency of switching operations. 3) Turnouts no. 6 and 7, and track section from the Tm 4 manoeuvring sign are insulated and are dependant in srk devices of Swarzędz station. 4) Operation of CLIP II siding is performed as manoeuvring drives from the CLIP II siding to tracks 6 and 8 of Swarzędz station, and from tracks 6 or 8 of Swarzędz station to CLIP II siding with the use of the siding delivery-acceptance tracks. 5) Wagons brought and taken from the siding may be pulled or pushed depending on the location they are brought. 6) Maximum length of manoeuvring set is limited by the length of delivery-acceptance tracks and equals 740 m (note: tracks 103 and 105 have usable length of 637 m). 7) In order to exit from CLIP II siding track to Swarzędz station, the manoeuvring manager shall inform the Sw switch traffic controller about the intended exit and discuss the type of manoeuvring work which is to be performed at the station tracks (pulling or pushing set of wagons from siding to tracks 6-8 or taking set of wagons from tracks 6-8 to the siding), in order to prepare the passage route to the Swarzędz station tracks and displaying the manoeuvring signal on Tm 4 manoeuvring sign. After the 12

receipt of the signal ng drive allowed at Tm4, the manoeuvring manages shall give the signal to start manoeuvring drive. 8) The set of wagons pulled or pushed from the siding to Swarzędz station tracks shall be stopped in front of the semaphore of the given track, stop the set of wagons with air brake system and additionally pull the hand brake of the first wagon in the set. Return of the manoeuvring engine to the siding free or with wagons is performed after obtaining consent and appropriate signals being displayed. 9) The wagons may be taken from Swarzędz station by pulling or pushing to siding tracks. While performing the manoeuvring drive, the manoeuvring manager shall inform the Sw switch traffic controller via telephone or via radiotelephone about the intended drive to the siding, in order to prepare the passage route and displaying the signal allowing for manoeuvring drive on semaphore E6/m or E8/m. 10) Passage route on CLIP II tracks shall be prepared by the manager of the manoeuvring team, which is to enter the siding from Swarzędz station or enter the Swarzędz station tracks from the siding. 4. Technical conditions for railway siding operations: 4.1. Bringing wagons to the siding: 1) In order to exit from CLIP II siding track to Swarzędz station, the manoeuvring manager shall inform the Sw switch traffic controller about the intended exit and discuss the type of manoeuvring work which is to be performed at the station tracks (pulling or pushing set of wagons from siding to tracks 6-8 or taking set of wagons from tracks 6-8 to the siding), in order to prepare the passage route to the Swarzędz station tracks and displaying the manoeuvring signal on Tm 4 manoeuvring sign. After the receipt of the signal ng drive allowed at Tm4, the manoeuvring manages shall give the signal to start manoeuvring drive. 2) The set of wagons pulled or pushed from the siding to Swarzędz station tracks shall be stopped in front of the semaphore of the given track, stop the set of wagons with air brake system and additionally pull the hand brake of the first wagon in the set. Return of the manoeuvring engine to the siding free or with wagons is performed after obtaining consent and appropriate signals being displayed. 3) The wagons may be taken from Swarzędz station by pulling or pushing to siding tracks. While performing the manoeuvring drive, the manoeuvring manager shall inform the Sw switch traffic 13

controller via telephone or via radiotelephone about the intended drive to the siding, in order to prepare the passage route and displaying the signal allowing for manoeuvring drive on semaphore E6/m or E8/m. 4) Passage route on CLIP II tracks shall be prepared by the manager of the manoeuvring team, which is to enter the siding from Swarzędz station or enter the Swarzędz station tracks from the siding. 5) Bringing of wagons to delivery-acceptance point of the siding and taking of wagons from this point to the Swarzędz station shall be performed with the use of the railway carrier s rolling stock operating on the siding or siding user s rolling stock on the basis of a separate agreement between the user of the siding and PKP Polskie Linie Kolejowe S.A. 6) Passage thought manoeuvring zone V of CLIP II siding (deliveryacceptance tracks group) must take place along passage track no. 102 after the following conditions are met: a) the Carrier s engine setter was informed, if such engine is present at CLIP II tracks, b) passage track no. 102 is free and the Carrier s engine stopped the manoeuvring works and is on side track no. 105, c) free engine or manoeuvring set passing through CLIP siding area were stopped before the CLIP II siding border in order to be prepared and to check the passage route along the passage track no. 102 by the manoeuvring manager, d) passage route was properly prepared and inspected and the appropriate signals in force at the railway infrastructure administrator tracks - PKP Polskie Linie Kolejowe S.A. - were displayed, e) after the performance of the passage and driving past the CLIP II border, the Carrier s engine setter shall immediately be informed, if such engine is present at CLIP II siding tracks. 7) In order to bring wagons to loading points, the following conditions shall be met: a) wagons brought to manoeuvring zone I tracks are pulled from delivery-acceptance tracks in the of track no. 400a and the pushed tracks 304-306 or to track 301, b) wagons brought to manoeuvring zone I and II tracks are pushed or pulled from delivery-acceptance tracks to track 401 or 603, c) wagons brought to tracks 611 and 612 may be pushed or pulled, d) wagons brought to tracks 613 and 614 must be pushed, e) Wagons brought to tracks 602 and 603 with electric traction must be pushed to the turnout joint no. 602, and then the 14

electric engine is disconnected and the set is taken over by CLIP II diesel engine, f) wagons brought to tracks 261, 262 and 263 must be pushed. 8) One manoeuvring zone with loading tracks (manoeuvring zones I to IV) of CLIP II siding may be operated at a time. 4.3. Braking weight of manoeuvring sets at the siding: 2) Required braking weight calculated on the basis of Ir-1 instruction for speed of 25 km/h for tracks with reliable slope of 10.6 per mille is 18 %, 3) ng drives may take place only with the use of air brake for the drives between Swarzędz station and siding tracks. 4) Sets must be connected with air brake during the drive within the siding area, but the number of wagons without working air brake in one group may not be more than 10 two-axle wagons. 5) If the length of manoeuvring set exceeds the allowed number of axles without working wagon brakes, it should brake with air brakes. In such a case, the manoeuvring manager should perform air brake test at the wagons designated to brake the manoeuvring set. 4.4. Allowed axle load on rails: Max. allowed axle load on rails of the siding is 221 kn for engines and wagons, with the exception of tracks no. 261 and 262, where the max. axle load is 196 kn. 4.5. Limitations to passage of railway vehicles on the siding: 1. The tracks on the siding have min. arch radius R=184.3m, turnouts R=, so there are not limitations to the allowed axle gauge of wagons brought by the Carrier to the siding. 2. All types of diesel engines and wagons with axle load up to 221 KN may pass on CLIP II siding (with the exception of tracks 261 and 262). 3. Traffic of electric traction railway vehicles is possible only on tracks 101, 102, 103, 105, 206 and 601. 5.1. Max. speed of manoeuvring drives on siding tracks: 1) Speed of manoeuvring drives on siding tracks, due to slopes on most of the tracks of over 2.5%0 shall not exceed: a) 25 km/h on free track no. 206 wagons may be pushed or pulled in the of tracks no. 301, 303; 15

b) 15 km/h while driving on free track on the siding when the engine pushes or pulls the wagons on tracks : 101, 102, 103, 105, 207, 251; c) 10 km/h while performing manoeuvres with dangerous load, extraordinary shipment or exceeded load gauge, d) 5 km/h when: - shunting wagons loaded with dangerous goods marked with a warning label no. 8 and 15 according to RID/appendix 2 to SMGS, and tank wagons marked with coloured highlighting stripes, - driving the manoeuvring set with railway vehicles forward with the employee in front if the employee may not take a seat in the first pushed vehicle, - driving the manoeuvring set at turnouts and rail-road crossings. 2) Speed of manoeuvring drive shall be limited to 3 km/h at the siding when: b) driving on tracks 303, 401, 601, 602 and 603 next to ramps by warehouses, c) driving on tracks 261, 262, d) passing through entrance gates, e) approaching stationary wagons, f) approaching sand backfill in front of the bulkhead at the end of track, 3) in bad weather conditions (storm, blizzard, black ice, fog), with lack of appropriate visibility, limit the speed, so that the manoeuvring railway vehicles may be stopped immediately in case of encountering an obstacle on the route. 4) Speed limits shall be applied in order to ensure safety of rolling stock traffic, the employees performing the manoeuvring works and third parties. 16
