ELECTRIC WATER SEWER STORMWATER 3 Industrial Loop Drive PO Box 1589 Hannibal, MO 63401 (573)-221-8050 www.hannibalbpw.org GENERAL PROVISIONS ELECTRIC SERVICE SCHEDULE Effective with usage beginning July 1, 2018 Connection Charges A connection or transfer charge as determined in the HBPW Schedule of Fees and Charges will be charged for new connections or transfers. Billings All bills will be rendered monthly and shall be payable at net through the due date shown on the bill. Bills paid after the due date shall be subject to a late payment penalty as determined in the HBPW Schedule of Fees and Charges. Delinquency and Disconnection of Services If any bill is unpaid after the due date, the customer will be considered delinquent and service is subject to disconnection. Reconnection charges as determined in the HBPW Schedule of Fees and Charges shall be paid by the delinquent customer before service is restored. Refer to the Disconnection Policy, for more detail. Sales and Use Taxes and Transfer Fee The current Missouri Sales and Use Tax, County, and City Sales Tax applicable to nonexempt service rendered will be added to the monthly bills calculated under these rate schedules. A 5% City Transfer Fee on usage and demand will be added to the monthly bills. 2 Rivers Industries, Inc. Fee The current 2 Rivers Industries, Inc. Fee will be added to the monthly bills calculated under these rate schedules until April 30, 2020. (Note: This fee was previously known as NE Mo Sheltered Workshop.) Service outside Hannibal City Limits Service outside the City limits of the City of Hannibal is subject to a surcharge of 40% on the monthly usage charge. Resale Service shall not be taken under these rate schedules for the purpose of resale. HBPW reserves the right to refuse service to customers not in compliance with this provision. Interference Use of electric service which causes disturbances on the electric distribution system and interference with service to other customers will not be allowed. HBPW reserves the right to refuse service to customers not in compliance with this provision. Adherence to Codes and Rules Connected wiring, electrical installation, and equipment must be in accordance with applicable electrical codes and the rules of HBPW. HBPW reserves the right to refuse service to customers not in compliance with this provision. 1

Rate Class Assignment Rate classification for new accounts will be assigned based on projected usage information furnished by the customer. Existing accounts will be reviewed by the HBPW for classification changes in June of each year based on the prior 12 months of usage history and the existing rate schedule. Classification changes will be effective with the July Billing. Customers in the Industrial and Commercial classes may apply for a rate class re-assignment as their business plans change to become effective with July billing each year. Power Factor Correction Customers agree to maintain average power factor as close to unity as possible. However, if customer s average power factor is less than 95% lagging, a separate power factor correction bill will be rendered monthly. The monthly demand billing will be adjusted by multiplying the actual 15-minute demand measured during the month by the ratio of 95% to the average power factor expressed in percent. The difference between actual and adjusted demand will be billed separately. Discounts Discounts are available to customers choosing options listed under voltage and metering options. RESIDENTIAL SERVICE Available to a single family private residence or detached garage at the same address or farm as 60 cycle, single phase service at a nominal voltage of 120 volts or 120/240 volts, furnished through one meter for domestic purposes only, including lighting, domestic appliances, heating, and refrigeration, and other uses requiring single phase motors of 7.5 hp or less. Service for residential and commercial purposes may not be combined through a single meter. INDUSTRIAL SERVICE For any customer with a peak monthly energy demand during the most recent 12 month review period of 100 kw or more at any load factor, or a peak energy demand of 50 kw or more and a load factor in excess of 45%. Includes service at one location or multiple locations through multiple meters as 60 cycle, three-phase service, with secondary voltage as available at the customer s location. Refer to Primary Voltage and Metering Options below. The monthly bill shall be the sum of the demand, energy, power factor correction, and customer charges calculated according to the following schedule: Demand Charge Energy Charge $14.33 per kw month $0.0542 per kwh $125.00 per month Same as Determination of Billing Demand The billing demand shall be the customer s highest 15-minute demand in kw incurred during the month for which the bill is rendered. For multiple meter customers the highest co-incident 15 minute demand will be used. LARGE INDUSTRIAL SERVICE For any customer with a peak monthly energy demand during the most recent 12 month review period of 4,000 kw or more and a load factor in excess of 55%. Includes service at one location or multiple locations through multiple meters as 13.8kv, 60 cycle, three-phase service, Refer to Primary Voltage and Metering Options below. The monthly bill shall be the sum of the demand, energy, power factor correction, and customer charges calculated according to the following schedule: Demand Charge Energy Charge $13.60 per kw month $0.0514 per kwh $200.00 per month Same as Determination of Billing Demand The billing demand shall be the customer s highest 15-minute demand in kw incurred during the month for which the bill is rendered. For multiple meter customers the highest co-incident 15 minute demand will be used. DISCOUNTS INCENTIVE PROGRAMS FOR INDUSTRIAL CUSTOMERS New qualifying industrial customers and existing industrial customers with new qualifying loads are subject to Incentive Rates for the first forty-eight months of usage according the schedule below. In order to qualify, industrial customers must notify the HBPW at least 90 days in advance of the new load and must have a minimum of 70,000 kwh/month of usage. number and value of local jobs created, length and size of required distribution system extensions, and estimated annual consumption. VOLTAGE AND METERING OPTIONS Primary Voltage Metering Service is available to Industrial customers whose connected transformer size is 500 kva or larger. Usage discounts are available to new customers upon application. Demand discounts are no longer available to new customers. Discounts are not cumulative. Water Treatment Plant Wastewater Treatment Plant All Other Locations Industrial Rate Applicable Commercial or NET METERING SERVICE Available to all customers of 100 kw or less capacity who offsets energy delivered by the HBPW using alternative energy sources such as wind or solar. Refer to Missouri Revised Statutes Section 386.890.1 dated August 28, 2014. Energy used by the customer in excess of energy delivered by the customer at the same site during the same billing period shall be billed in accordance with the appropriate retail electric rate. For a demand metered customer, the entire kw demand supplied by the HBPW at the same site during the same billing period shall be billed to the customer according to the appropriate demand charge rate. Interconnection charges will be assessed by the HBPW on an individual basis for all costs associated with addition to or modification of HBPW facilities to accommodate the customer. The voltage and phase of the customer s generator must be consistent with the existing service and approved by the HBPW. The customer must maintain a power factor of its generator as close to unity as possible consistent with HBPW operating practice.
