VSCC of WA Mount Clarence SmokeFree Hill Climb to include Round 5 AMR 2007 CAMS WA Speed Event Series CAMS PERMIT NUMBER: 607/0206/03 SUPPLEMENTARY REGULATIONS CHAPTER 1 - STANDARD REQUIREMENTS 1) EVENT TITLE, DATE & VENUE The event shall be known as the VSCC of WA Mount Clarence SmokeFree Hill Climb, Round 5 AMR 2007 CAMS WA Speed Event Series to be held on Saturday 2 June 2007 at Mount Clarence, Albany. 2) ORGANISATION AND STATUS (a) The event shall be held under the International Sporting Code of the Federation Internationale de I automobile (FIA), the National Competition Rules (NCR) of the Confederation of Australian Motor Sport Ltd (CAMS), The Vintage Sports Car Club of WA 2006 Standing Regulations as approved by CAMS, (If you require a copy of the VSCC Standing Regulations Please contact Brad Screaigh or go to the CAMS web site) the Speed Event Standing Regulations, WA Speed Event Series Regulations approved by CAMS WA State Council. these Supplementary Regulations and any Further Regulations and instructions to entrants that may be issued. (b) The event shall be a Multi Club Hill Climb Event. (c) This event will be conducted under and in accordance with the CAMS Risk Management and Occupational Health and Safety Policies. Restricted Entries: The organisers reserve the right to refuse any entry without assigning any reason, and in accordance with NCR 83 Number of Entries: There will be a minimum of 80 entries accepted. A maximum of 150 entries will be accepted. If more than 150 entries are received, a list of reserves will be compiled in order of receipt and used in case of competitor withdrawal prior to the event. Event cancellation: Should the event be cancelled due to circumstances beyond our control the club reserves the right to with hold a percentage of the refund to cover costs in accordance with NCR. 5) VENUE DETAILS (i) Length: 850 metres 1

(ii) Notice Board: Located in the vehicle assembly area 6) LICENCE REQUIREMENTS Competitors must hold a minimum of a CAMS Level 2S or 2SJ Licence and be a member of a CAMS Western Australian affiliated Car Club. Also the 2SE may be obtained for this event from the organisers or the office of CAMS. 7) PARENTAL CONSENT If any entrant or driver is under 18 years of age the consent of his/her parent or guardian must appear on the Entry Form. 8) VEHICLES All Vehicles as per 2006 VSCC standing regs for Sprint / Hill Climb Club Championship are eligible for entry. And for the AMR series registered competitors the competition will be divided into classes as out lined in the AMR 2007 Speed Event Series Regulations. 9) START/NUMBER OF RUNS (a) The Organising Committee will group cars into appropriate categories at the closure of entries. (b) The event is scheduled to start at 0830 hrs. (c) The event will be conducted in three groups. Group A at 0830 hrs, Group B and Group C (AMR CAMS WA Speed Event Series Registered Competitors). Start times for Groups B & C will be determined after all entries have been received. (d) Each competitor will be allotted 4 dots. 1 dot for timed practice and 3 dots for timed runs. The dots will be issued after the drivers briefing and be removed one at a time at the beginning of each run. AMR SES Registered Competitors will have 1 practice & 4 timed runs. (e) The event is scheduled to start at 0830 hrs. The course may be run with two vehicles on the track at any given time to speed up proceedings. The second car will start approximately 20 seconds after the preceding vehicle and individual split timing will be used. (f) Each competitor must start within 30 seconds after they are given the signal to do so by the starter. (g) Cars will run in any order, within their allocated groups, as they form on the grid. The onus is on each competitor to ensure that he/she has their allocated number of runs. 10) DRIVERS BRIEFING A compulsory Drivers' Briefing for each group will be held in the pit/assembly area 20 minutes before the commencement of each groups runs. All drivers must sign on, and any competitor failing to attend or arriving late at the Briefing should seek out the Clerk of Course who will consult with the Stewards to determine whether they are permitted to run and under what conditions, e.g. reduced number of runs. 11) AUTOMATIC TIMING The organisers utilise an electronic timing system to the minimum standards detailed in the WA Speed Event Series Regulations. 12) VEHICLE SCRUTINY VSCC ENTRANTS (a) City Entrants Schedule: Scrutiny will be held on Saturday 26th May 2007 between 0800 and 1200 hrs. Venue: Department of Transport, Licensing Centre, 21 Murray Road South, Welshpool. If a city entrant is unable to make scrutiny on the 26th May, there will be a $50.00 fee to be paid before your car will be scrutineered at scrutiny for country entrants. (b) County entrants Schedule: Country entrants scrutiny will be held on Saturday 2 June 2007 from 0800 to 1200 hrs. Venue: Mt Clarence Hillclimb Paddock area. Competitors competing in the Albany Classic must utilise the scrutiny arrangements detailed in the Albany Weekender 2007 Classic Motor Event Supplementary Regulations. 2

Competitors must ring the person they want their car inspected by, and arrange an inspection time. Scrutiny can only be carried out for metropolitan competitors in the week prior to the event and only at the above locations by appointment. No scrutiny of metropolitan vehicles will be available at the venue prior to the event. Should a metropolitan competitors vehicle be presented at the circuit on the day without having passed scrutiny a $50 fee will apply (payable on the spot) and the Event Organisers reserve the right to refuse to check the vehicle in question, or place it at the rear of the scrutiny line. The inspection point will have scrutiny forms. The forms have a tear off section at the bottom which will be endorsed by the inspector, and the entrant is to present it at registration on the day of the event. The main body of the form will be completed by the scrutineer, and will be delivered to the organiser. Country entrants scrutiny arrangements On the day scrutiny will commence at 0800 hrs at the venue. 12.4) All Competitors (a) Your helmet must be presented for inspection and approval at time of scrutiny. (b) Membership cards and appropriate CAMS Licence, CAMS Pass Books and log book (if applicable) must be produced at scrutiny and on request during the meeting. (c) Competition numbers will be provided on the day. (d) No car may participate unless it has passed by the Scrutineers. (e) Any car, which after approval, is dismantled or modified in any way which might affect the safety of the vehicle or raises questions as to its eligibility, or is involved in an accident having similar results, must be re-submitted for re-scrutiny approval. (f) Any car or driver may be prohibited from practice or the competition for reasons of safety. 13) INSURANCE Combined Liability Insurance has been effected by the Promoters. All drivers and officials are covered by the Motor Sport Personal Accident Insurance Policy. For further details, see Appendix I of the CAMS Manual of Motor Sport. Every entrant and driver before taking part in any competition shall sign the Disclaimers and Entrants Statement on the Entry Form. 14) PROTESTS Any protest must be lodged in accordance with the Provisions of Part XII of the NCR's. 15) POSTPONEMENT, ABANDONMENT OR CANCELLATION OF A COMPETITION The Organisers reserve the right to abandon the event in accordance with the Provisions of NCR 59. 3

16) USE OF PROHIBITED SUBSTANCES a) During any competition, consumption of alcoholic beverages in the paddock, pits or any other portion of the competition venue under the control of the officials is expressly forbidden until all practice or competition activity is concluded for each day. Any driver or crew member who is found to be affected by alcohol on the day of the event or practice therefore shall not be permitted to participate. Refer NCR 145A. In addition, the persons concerned will be subject to the Articles of the Procedure for Alcohol Testing and CAMS Drugs in Sport Policy. b) Other Prohibited Substances The CAMS Drugs in Sport Policy, as appears in the CAMS Manual of Motor Sport and as amended from time to time, is recognised as an integral component of the NCR and is duly authorised as such. In any areas where the National Competition Rules and the Drugs in Sport Policy conflict, the Drugs in Sport Policy will take precedence. Competitors, crews or officials may be tested for alcohol or other drugs at any time during the event(s). This regulation serves as the required 24-hour notice to Competitors, Crew and Officials. 17) DETERMINATION OF WINNERS The results will be determined by the fastest overall time of the day not including the practice run and ranked in ascending order of time. Should two competitors record the same time the competitor recording the time first shall be deemed the winner. Points for the VSCC Hillclimb championship will only be given to members who have either a CAMS logbook, and or a VSCC vehicle log book or have recently submitted a VSCC vehicle log book application. 18) APPAREL Driver must wear: (a) A helmet that complies with AS 1698 and carries marking to the effect, or one that is specifically approved by CAMS, also appropriately marked to that effect. (b) Clothing for drivers and crew members must be from ankles no neck to wrists. Clothing and footwear of flammable synthetic material, such as nylon, is not acceptable. (c) Suitable closed toe footwear. No thongs, sandals or high heels will be permitted. (d) Goggles or visors must be worn by drivers of open cars. Those with glass lenses of any kind are not acceptable. Lenses shall be of a plastic material, with high-impact resistance, satisfactory optical qualities and complying with Australian Standard Specification AS 1609-1981, BS4110Z or equivalent international standard. 19) SAFETY - CARS The attention of competitors is drawn to Schedules A & B of the General Requirements for Automobiles found in Section Six and the Standing Regulations for Speed Events in the CAMS Manual of Motor Sport. All cars must: (a) (b) Be fitted with Seat Belts to AS E35 or of a type specifically approved by CAMS. Have a securely fitted fire extinguisher, which complies with AS 1841 (save that extinguishers which meet AS1841.2 are not permitted. The Chief Scrutineer will be paying special attention to mounting brackets for fire extinguishers. We recommend that competitors discard plastic brackets in favour of metal ones, which should be mounted in a suitable position and of a type and capacity as specified in Schedule H, of the CAMS Manual of Motor Sport. Mounting should be by means of hi-tensile nuts, bolts and washers. Self tapping screws will not be accepted. (c) The fitment of a CAMS approved 'on board' system is an acceptable alternative. (d) Have, on the external coachwork, a blue triangle of sides 150mm, which indicates the position of the battery as well as clearly marked towing points - both front and back. (e) Have appropriate tyres, if it is declared a wet event. (No slick tyres) Cars not road registered must: (a) Be fitted with a scatter shield if required under the provision of Schedule M, of the CAMS Manual of Motor Sport), (b) Not be fitted with any steering column locking device, (c) If not equipped with a suitable cross member then the vehicle is to be fitted with a strap that will prevent the tail shaft falling to the ground in the event of a component failure, (d) Be fitted with crankcase breather/s discharging to atmosphere have fitted to such breather/s an oil trap container which must be empty at the start of competition, of a capacity of at least two litres for vehicles under 2000cc or three litres for vehicles over 2000cc. 4

The use of recapped or reconditioned tyres is forbidden. Tubeless tyres must be fitted to optimum rim size only. Fuel must be 'Commercial Fuel' as defined by CAMS, Schedule G of Section Six of the CAMS Manual of Motor Sport. Roll bars are not compulsory in closed speed events, but are recommended. 20) COMPLIANCE WITH INSTRUCTIONS Failure to follow the direction of any official will render a competitor liable to exclusion. 21) PRESENTATION Trophies will be presented for the winners of each class. These will be presented at next VSCC Club meeting. Classes will be as per the 2006 VSCC Standing Regulations. Awards for the AMR series competitors will be presented at the conclusion of the event at the start line. 22) DRIVER CONDUCT Any driver who (a) cuts corners, OR (b) dislodges corner marker(s), OR (c) sprays quantities of dirt or gravel on the racing surface - may have five seconds added to the time for the lap/run that the incident takes place on. Furthermore, drivers who persist in such behaviour may be excluded from further competition. (d) No burn outs or hand brake turns are allowed. The Clerk of Course reserves the right to exclude any driver contravening these requirements. The Clerk of Course and their assistants and other officials appointed at the event by the Clerk of Course shall be a judge of fact for such incidents. 23) CATERING Food and refreshments will be available.
