Friedens oad does not have any streetlights along the corridor from MO oute 94 to S. iver d except at the entrances to subdivisions. The average measured light levels along Friedens oad are 0.1 to 0.2 footcandles. New roads and developments within the City are required to meet a minimum of 0.4 footcandles along the roadway. The City of Saint Charles is requesting County funds for new street lighting along Friedens oad. Providing streetlights along Friedens will increase safety along the corridor for vehicular drivers as well as pedestrians/bicyclists. According to the Crash Modification Factors Clearinghouse, adding lighting has the potential to reduce 28% of the nighttime crashes along Friedens oad. Friedens oad has sidewalks along the south side from Summitview rive to the Katy Trail and along the north side from Floyd rive to 1,000 feet west of Fairground d. The area around Friedens oad is mostly residential with a large walking community. Since there is access to the Katy Trail, a mid-block crossing is being installed between Montclair Manor rive and Prevot rive. The traffic volumes and speeds at night and during dusk/dawn increase the risk of collisions with pedestrian/bicyclists. At 40 mph, any collision between vehicles and pedestrians/bicyclists will result in serious injuries or fatalities. The City will fully fund the pedestrian lighting and any decorative lighting features. The City is requesting funds for only the standard street lighting to increase safety for both vehicular drivers and pedestrians/bicyclists.
