First Trends H2020 vs FP7: winners and losers Special focus on EU13 countries by Christian Saublens for EURADA INTRODUCTION Based on data available on the Cordis website on 3 December 2015, it is possible to find out how Member States stakeholders have or haven t been (more) successful in participating in H2020 compared with FP7. The chosen way is to compare the market share (% of beneficiaries) of each Member State at EU28 level or inside the EU13 community for 14 thematic priorities. The 9 main trends observed are: EU13 market share improved by 2 points of percentage in early H2020 vs FP7, The main winners are Slovenia and Spain, The main losers are the UK and France, All EU13 countries have increased their market share or at least maintained it, In EU13, the main winners are Slovenia, Estonia, Cyprus and Latvia, In EU13, the main losers are Poland, Hungary and Romania, In EU13, Slovenia and Latvia increased their market share both in the topics related to Societal Challenges and Industrial Leadership, whilst the Czech Republic lost market shares in both areas. Estonia won market shares in Industrial Leadership and SMEs, but lost some in the Societal Challenges strand, EU13 countries have the higher market share increase in the field of Science in Society (+8), Energy (+5.3) and Health (+4.8). Their losses are in the field of SMEs (-2) and Security (-1), The leadership is rather stable. In EU13, the Top 5 is PL, CZ, SI, HU and RO. At the end of FP7 it was PL, HU, CZ, RO and SI. In EU15, it is now UK, DE, ES, FR and IT as against UK, DE, FR, ES and IT for FP7. 1

I. OVERALL TRENDS The table 1 below presents data regarding the developments in the market share for EU28 Member States, as well as inside the EU15 and EU13 communities. The main trends are the following: EU13 increased their market share by 2 points of percentage; In EU28, the winners are Spain (+0.7), Portugal (+0.5) and Slovenia (+0.4). The three losers are the UK (-1.6), France (-1.5) and Germany (-0.5). None of the EU13 Member States has lost any % of their market share, but 4 Member States have stagnated: Hungary, Lithuania, Malta and Poland. Inside the EU13 community the winners are Slovenia (+2.0), Estonia (+1.6), Cyprus (+1.4), Latvia (+1.4), Slovakia (+1.1), Croatia (+0.8) and Malta (+0.1). The losers are Bulgaria (-0.3), Czech Republic (-0.6), Romania (-,0.8), Hungary (-2.9) and Poland (-3.8), whilst Lithuania didn t change its market share; Inside the EU15 community, the winners are Spain (+1.0), Portugal (+0.7), Austria (+0.4), Denmark (+3.0), Finland (+0.3), the Netherlands (+0.3), Luxemburg (0.2), Italy (+0.1) and Ireland (+0.1). The losers are the UK (-1.4), France (-1.4), Germany (-0.4), Belgium (-0.1), Greece (-0.1) and Sweden (-0.1). Table 2 below shows for a sample of 14 thematic priorities the market share of EU15 and EU13 as well as changes that have occurred between H2020 and FP7. The main increases for EU13 can be found in Science and Society, Energy and Health. The only losses are noted in the SME Instruments strand. 3

II. EU13 COMMUNITY 2.1 Societal challenges The following thematic priorities have been taken into consideration for the analysis: a) H2020: Health, Food, Energy, Environment, Transport, Bio and Space; b) FP7: Health, KBBE, Energy, Environment, Transport and Space. The three winners are Slovenia (3.1), Estonia (2.2) and Latvia (2.0). The three losers are Poland (-4.0), Hungary (-2.4) and Czech Republic (-1.8). Table 3 below shows the trends in market share for the EU13 countries. 2.3 SME and ERC The priorities used for the comparison are: a) for FP7 SME and ERC ideas, b) H2020 SME instruments and ERC. For the SME instruments, the three winners are Slovenia (+8.1), Estonia (+5.6) and Poland (+2.6). The three losers are Cyprus (-6.5), Czech Republic (-3.9) and Bulgaria (-2.7). For ERC, the Czech Republic (+10.4), Cyprus (+10) and Romania (+7.1) are the winners. The losers are Poland (-18.2), Hungary (-12) and Bulgaria (-3.6).
