Revised Evaluation s Major Widening/New Roadway This page provides a summary of any revisions made to the draft scores presented at the October th Attributable Funds Committee meeting. The information below highlights the items considered to revise a score and/or modify the rationale based on feedback from AFC members. The complete revised scores and rationales are then provided on the following pages. During review, a slight error was also discovered that impacted model results for a few projects. The impacted criteria data are noted under the applicable goal. The complete revised scores and rationales are then provided on the following pages. Also comments were received for the following projects: 10 - IR-70 at Brice Rd, Interchange Modification. A support letter was provided. 109 - US-/SR-161 at Post Rd, Interchange Modification. Comments were received highlighting key points about the project across all six goal areas. A comparison to the 016 scoring and proposed revised score was provided. Economic Opportunity Revisions No revisions. Natural Resources Revisions Of the ten projects in this category, the estimated emissions reductions were revised for four projects. This prompted multiple scoring adjustments: 108 - Cosgray Rd from Scioto Darby Rd to Alton Darby Creek Rd, New Roadway. The score was increased from 1 to to reflect revised emissions estimates. 106 - Tuttle Crossing Blvd from Wilcox Rd to Avery Rd, New Roadway. The score was increased from 1 to to reflect revised emissions estimates. 10 - Home Rd from Green Meadows Dr to Lewis Center Rd, New Roadway. The score was increased from 0 to to reflect revised emissions estimates. 10 Rickenbacker Pkwy from Heartland Court to 000 E, New Roadway. The score was increased from 0 to 1 to reflect revised emissions estimates. 109 - US-/SR-161 at Post Rd, Interchange Modification. The score was increased from 1 to due the fact that an environmental document has been completed with no impact to sensitive lands. Collaboration Revisions 10 IR-70 at Brice Rd, Interchange Modification. The score was increased from to to reflect the readiness of the project. 10 Home Rd from Green Meadows Dr to Lewis Center Rd, New Roadway. Although comments were not received for this project, the score was increased from 6 to 7 to allow for differentiation of lower scoring projects that are demonstrating strong project readiness while
continuing to emphasize percentage and amount of MORPC funding as the highest priority criteria. 106 Tuttle Crossing Blvd from Wilcox Rd to Avery Rd, New Roadway. The score was increased from to 6 to reflect the readiness of the project. 108 Cosgray Rd from Scioto Darby Rd to Alton Darby Creek Rd, New Roadway. Similar to Home Road, the score was increased from 6 to 7 to allow for differentiation of lower scoring projects that are demonstrating strong project readiness while continuing to emphasize percentage and amount of MORPC funding as the highest priority criteria. Energy Revisions 109 - US-/SR-161 at Post Rd, Interchange Modification. The score was increased from 1 to due VMT increase being closer to projects with no change in VMT than the other project with an increase in VMT. Health, Safety and Welfare Revisions 101 Avery Rd from Hayden Run Rd to Tuttle Crossing Blvd, Major Widening. Wording was modified for clarity. The score remained the same. 10 I-70 at Brice Road, Interchange Modification. The rationale was modified to provide further information about facility condition, but the score remained the same. 10 Rickenbacker Pkwy from Heartland Court to 000' E, New Roadway. Economic Opportunity Summary 6 10 I-70 at Brice Road, Interchange Modification Second highest in terms of congestion relief and truck percentage with a high travel time uncertainty. Highest ADT. As a result there is significant ADT growth and the improvement provides the highest congestion relief. Truck percentage and existing jobs, however, are on the lower end for the category. 10 Sancus Blvd from Wellingshire Blvd to Lazelle Rd, Major Widening The project serves an area with the most existing jobs for the category. The area is expected to continue to have job growth. Congestion relief is moderate for the category and truck percentage is low. 109 US-/SR-161 at Post Rd, Interchange Modification Congestion relief is moderate for the category. The project serves the second highest ADT and high truck percentage. Improvements to this interchange is key in continued job growth in this part of the region although existing job in the area is in the mid range of the category. 106 Tuttle Crossing Blvd from Wilcox Rd to Avery Rd, New Roadway The project will add another major route in the area to address increased traffic demand. It is second highest in terms of existing jobs in the area. It is expected to be mid range in terms of future volumes and on the lower end of truck percentage. 10 Rickenbacker Pkwy from Heartland Court to 000' E, New Roadway Without a further connection to the east, the project itself provides no congestion relief and would serve very low volumes.
