Doc: STI-636/5, October 1989 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF CONTROLLED PERCOLATING HOSE FOR FIRE FIGHTING ACCORDING TO IS: 8423 : 1994 1. Laboratory : An inspection department shall be maintained which shall be suitably equipped and staffed, to carry out the different tests given in the specification. 1.1 All the testing apparatus shall be checked/ calibrated periodically and records of such checks/ calibrations shall be maintained. 2. Test Records- All records of tests shall be kept in suitable forms approved by the Bureau of Indian Standards (BIS) 2.1 Copies of any records or charts that may be required by BIS shall be made available at any time or request. 2.2 Quality Control It is recommended that as far as possible, statistical quality control (SQC) methods may be used for controlling the quality of the products as envisaged in this scheme [See IS:397 (Part I) 1972, IS:397 (Part 2) -1985 and IS:397 (Part 3)-1980]. 3. Standard Mark The Standard Mark as given in column (1) of the First Schedule of the licence shall be applied on each hose along with the other markings, provided always that the hoses to which this Mark is applied conforms to every requirements of the specification. 4. Markings In addition, the following information shall be marked with indelible letters of at least 2 cm in heights on each hose beginning at a point not less than 1 meter from each end. a) Types of hose, b) Size of the hose, c) Length of the hose, d) Manufacturer s name or trade mark or both; e) Identification in code/control unit number or otherwise to enable to trace back factory record and f) Month & year of manufacture. 5. Testing:- The hoses may be dusted with French chalk (see IS 380-1978) or the inside and also outside. In case of coated/covered hoses if requested by the purchaser and shall be packed and delivered in specified length indicated clean and dry condition in polyethylene bags. 6. Tests and inspection, at indicated in Table 1 and at the level at control specified therein, shall be carried out on the whole production of the factory which 10 covered by this scheme and appropriate record and charts maintained in accordance with the above.

6.1 If a hose falls in any one or more of the requirements mentioned at the Levels of control, it shall be considered unfit for the purpose of marking. 6.2 The hoses rejected under 5.1 may, however, be suitably reprocessed at the defects rectified except those failed in bursting test, Kink Test and Adhession Such reprocessed hoses, when tested again, shall conform to all the requirement of specification. Hoses which failed in any one of the following requirement, shall be rejected and shall not be marked with standard mark of the Bureau. i) Busting Tests, ii) Kink Tests, and, iii) Adhesion Test iv) Abrasion Test v) Heat Resistance Test, 6.2.1 In respect of all other clause of the specification and at all stages of manufacture, the factory will maintain appropriate control and check that their product conforms to the various requirement of the specification. 7. Rejection : A separate record shall be maintained giving information relating to the rejection of hoses, which do not conform to the specification and the method of their disposal 8. Sample The licence shall supply, free of charge, the sample or samples required in accordance with the Bureau of the Indian Standards (Certification ) Regulations, 1986 from his factory or godown. Bureau shall pay for the sample taken by it from the open market. 9. Replacement : Whenever a complaint is received soon after the goods with Certification Mark have been purchased and used, and if there is adequate evidence that the goods have been misused, defective goods or their components shall be replaced or repaired, free of cost, by the licensee in case the complaint is proved to be genuine and the warranty period(where applicable) has not expired. The final authority period (where applicable) product to the Indian Standard shall be with BIS 10. Stop Marking : The marking of the product shall be stopped under intimation to BIS, if at any time, there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order, or if directed to do so by BIS for any reason. The marking may be resumed as soon as the defects are removed or when BIS gives the permission to do so, the information regarding resumption of marking shall also be sent to BIS. 11. Production Data : The licensee shall sent to BIS as per the enclosed proforma, a statement of the quantity produced, marked and exported by him and the trade value thereof during the half year ending 30 June and 31 December. This statement is required to be forwarded to BIS on or before the 31 st day of July and January for the preceding half year.

Standard Mark The Standard Mark as given in column (1) of the First Schedule of the licence shall be applied on each hose along with the other markings, provided always that the hoses to which this Mark is applied conforms to every requirements of the specification. 4. Markings In addition, the following information shall be marked with indelible letters of at least 2 cm in heights on each hose beginning at a point not less than 1 meter from each end. a) Types of hose; b) Internal diameter of the hose; c) Manufacturer s name or trade mark or both; d) Month & year of manufacture; e) Indentification in code/control unit number or otherwise to enable to trace back factory record; f) Made in India if required. 5. The hose shall be made of a jacket of cotton or synthetic material or their combination. The jacket shall be treated internally with any suitable coating agent to ensure controlled percolation. 5.1 The jacket shall be free from visible defects, such as, dirt, knots, lumps and irregularity of twists. 5.2 If the jacket is woven from cotton yern it shall be tested prior to internal treatment for pentachlorophenyl Laurate(PCPL) according to the procedure laid down in 10 of IS 3522(Pt. 2)-1989 and shall be not less than 1.5 percent by mass. 5.3 Other rot-proofing materials when used shall be tested by pure culture, mixed culture, Aspergillusniger and soil burial methods prescribed in IS 1389 : 1994 and shall conform to the requirements stipulated against each method. 5.4 Each consignment of French chalk used for dusting before packing shall be accompanied with a test certificate indicating conformity to requirement of IS 380 : 1978, otherwise a sample shall be got tested to ensure conformity before use

6. Levels of Control The tests and inspections, as indicated in Table 1 attached and at the level of control specified there in, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standard and covered by this licence shall be marked with the Standard mark. 6.1 Control unit Hoses of the same type and diameter produced continuously under similar condition and totalling upto 2000m in length shall constitute a control unit. 6.2 On the basis of tests and inspection results, decision shall be taken regarding conformity or otherwise with the requirement of the specification. 6.3 If a hose fails in any one or more of the requirement mentioned at the levels of control, it shall be considered as unfit for the purpose of marking and control unit to which it belongs shall be rejected. 6.4 The hoses rejected under 6.3 above may, however, be suitably reprocessed and the defects rectified. Such reprocessed hoses when tested again shall conform to all the requirement of the specification. 6.5 In respect of all other clauses of the specification, and at all stages of manufacture, the factory shall maintain appropriate controls and checks to ensure that their product conforms to the various requirements of the specification. 7. Rejection : A separate record shall be maintained giving information relating to the rejection of hoses, which do not conform to specification and method of their disposal. Such hoses shall in no case be stored together with that conforming to the specification 8. Samples : The licence shall supply, free of charge, the sample(s) required in accordance with the Bureau of Indian Standards (Certification) Regulation, from his factory or godowns. BIS shall pay the samples taken by it from the open market. 9.
