COUNCIL OF EUROPE COMMITTEE OF MINISTERS RESOLUTION (80) 3 ON REVISION OF THE REGULATIONS GOVERNING THE SALARIES AND ALLOWANCES OF PERMANENT STAFF (Adopted by the Committee of Ministers on 27 March 1980 at the 317th meeting of the Ministers' Deputies) The Committee of Ministers, under the terms of Article 16 of the Statute of the Council of Europe, Having regard to Resolution (72) 32 on the regulations concerning salaries and allowances of permanent staff of the Council of Europe, as amended by Resolutions (74) 11, (75) 38, (77) 21, (77) 22, (78) 7 and (79) 3; Having regard to the 168th and 171st reports of the Co-ordinating Committee of Government Budget Experts, approved by the Committee of Ministers at the 312th and 317th meetings of the Deputies (December 1979 and March 1980); Whereas, as a result of that approval, the regulations governing salaries and allowances of Council of Europe permanent staff need to be revised; At the proposal of the Secretary General, Resolves as follows: Article 1 - Basic salaries Article 1.1 of the above-mentioned regulations shall be amended as follows: The basic salaries of the permanent staff of the Council of Europe shall be fixed according to the scales set out below. - 1 -

Article 2 - Allowances in respect of dependent children and other dependents 1. Article 3.1.i of the above-mentioned regulations shall be amended as follows: "A monthly allowance of 524 FF for staff serving in France and of 3 760 BF for staff assigned to the Brussels Office shall be paid in respect of each dependent child under 18 years of age." 2. Paragraph 1.iii of the same article shall be amended as follows: "The allowance shall continue to be payable until the dependent child reaches the age of 26 if he or she is receiving, on a full-time basis, a school or university education or vocational training which does not carry a wage or salary properly so called." Article 3 - Expatriation allowance 1. The scale in Article 4.2.ii of the above-mentioned regulations shall be replaced by the following scale, which shall apply only to staff serving in France. Article 4.2.iii of the above-mentioned regulations shall be replaced as follows: "iii. a fixed monthly allowance of 147 FF for staff serving in France and of 1 055 BF for staff assigned to the Brussels Office in respect of each dependent child as defined in Article 3.1 above." Article 4 - Education allowance 1. Article 5, paragraph 4, of the above-mentioned regulations shall be amended as follows: "The right to the allowance shall commence on the first day of the month during which the child begins to attend a primary school. It shall terminate when the child ceases his or her full-time studies, and not later than the end of the month in which he or she reaches the age of 26." 2. The scale which appears in paragraph 6 of the same article shall be replaced by the following scale. - 4-

Article 5.8 shall be amended as follows: "The scale of educational allowance applicable to non-resident staff whose children are attending school in the country where they are serving shall comprise three different ceilings and three different fixed amounts depending on the nature of the schooling." Article 6 - Transitional provisions The application of the provisions of this resolution may in no event result in a member of staff receiving less by way of net total remuneration than on the day before that on which the Coordinating Committee's report was approved. 1.17 972-6 -
