NOTICE OF PUBLIC HEARING ANAHEIM PUBLIC UTILITES BOARD IS HOLDING A PUBLIC HEARING ON THE FORMATION OF UNDERGROUND DISTRICT No. 66 (BEACH) TO UNDERGROUND OVERHEAD FACILTIIES, INCLUDING POWER AND COMMUNICATION LINES ------------------------------------------------------------------------------- WHAT: The Anaheim Public Utilities Board (Public Utilities Board) will hold a public hearing concerning the formation of Underground District No. 66-Beach (District) to underground existing overhead facilities (including, power and communication lines) in your neighborhood in accordance with Chapter 17.24 of the Anaheim Municipal Code (Chapter 17.24). The public hearing is an opportunity for you to speak on and learn more about the proposed District. The Public Utilities Board will ascertain whether the creation of the District will further the public health, safety and welfare by promoting one or more of the purposes set forth in Section 17.24.020 of Chapter 17.24. In addition, the Public Utilities Board will also consider a recommendation that the City Council take action on the formation of the District at a future City Council meeting. Anaheim Boulevard, Anaheim, CA 92805 ABOUT UNDERGROUNDING POWER AND COMMUNICATION LINES: On July 25, 2017, the City Council approved the current five-year plan for Anaheim Public Utilities to replace existing overhead power and communication lines with new underground lines. The program is in its twenty-seventh year, and more than one hundred twenty-eight (128) circuit miles of overhead power lines have been replaced with new underground systems. Projects are added annually based on whether undergrounding will avoid or eliminate a heavy concentration of overhead electrical facilities, whether the street or right-of-way is extensively used by the general public and carries a heavy volume of pedestrian or vehicular traffic, or whether the street or rightof-way adjoins a civic area or public recreation area or an area of unusual scenic interest to the general public. Also, the selection criteria include the geographical diversity of projects, coordination with other City projects such as street widening, electric system reliability improvements, available funds, and aesthetic improvements. BENEFIT OF UNDERGROUNDING: Neighborhood beautification - Undergrounding power and communication lines adds aesthetic appeal to the neighborhood by eliminating heavy concentrations of power poles and lines along the District s streets. Additionally, the removal of power poles contributes to the overall visibility improvements along the street where the undergrounding takes place. State-of-the-art equipment - Placing the power and communication lines underground also gives Anaheim Public Utilities an opportunity to replace older equipment with stateof-the art electrical cables and switches, which in turn improves reliability of electric service to the area residents and businesses. WHAT YOU SHOULD KNOW ABOUT CONSTRUCTION:
The project will complete the conversion of all existing overhead power lines, street light systems, telephone, internet and cable television (CATV) lines and associated facilities to underground utilities along Beach Boulevard, from south of Ball Road to north of Lincoln Avenue, as shown and demarcated on the attached Exhibit A. Properties where the electric service, telephone, internet and/or CATV service(s) are connected from streets within the District will be either converted from overhead to underground or reconnected from the rear or side alley. Service(s) at properties where the utilities intend to convert existing overhead to underground services will be provided, with underground service conduits and cables installed from the Public Right-of-Way to the respective utility's service entrance. Typically, the utilities will replace up to 200 feet of service at the utilities expense. The overhead to underground service work described above requires the legal property owner(s) to sign a Right-of-Entry document, authorizing the work to be performed on premises where conversion from overhead to underground service connections will take place. This will be provided to the individual property owners during the design phase of the project. Existing street light fixtures on utility poles will be replaced with new LED street light poles. While the end-result of undergrounding is a positive one, the conversion process may create short-term inconveniences including temporary planned outages that will be communicated 48-hours in advance. Please contact Anaheim Public Utilities to discuss special circumstances or needs. Undergrounding power and communication lines does mean that during construction, heavy equipment will be present digging, and temporary road closures will occur in your area. However, the contractor is required to minimize these inconveniences by closely planning and coordinating the work, completing it as quickly as possible, and with minimal disruption to the residences and businesses in the area. Construction hours are typically between 7:30 a.m. and 4:30 p.m. on Monday through Friday. Some work may be scheduled after hours to minimize impact to traffic flow or to customers, or to meet permitting and other requirements. We appreciate your cooperation during this time and are committed to working closely with you to minimize any inconvenience. The planned undergrounding will be under California Public Utilities Commission s Rule 20B and is delineated within the boundaries shown on the attached map. The City is scheduled to conducted a public hearing for the formation of an underground conversion district on Beach Blvd. (District No. 66) at the October 25, 2017 Public Utilities Board (Board) meeting. Pending the results of the public hearing and subsequent recommendation by the Board, a request for City Council authorization is scheduled for December 2017. The City of Anaheim Public Utilities Department will coordinate with SCE to develop joint undergrounding plans for all agencies with overhead facilities present on the utility poles along Beach Blvd. Based on the attached Request for Engineering Advance, Anaheim will provide $40,000 to SCE for the estimated costs for preliminary engineering and design, with an adjustment for the actual costs when the construction plans are finalized. When the construction plans are complete and bids received for the work, a reimbursement agreement for SCE undergrounding shall be finalized.
