An ignition interlock is a device installed in a vehicle that requires a breath sample from the driver before the car will start. If the breath alcohol content of the driver is above the set point, usually.02, it will not start. Rolling Retest ensures driver remains alcohol free. Fuel cell technology is state of the art, alcohol specific as in evidential breath testing devices

All devices have a breath presentation pattern as an anti circumvention technique Accurate & timely offender management strategies are the most important characteristics of an effective interlock program. Challenges: resource limitation and gaps in regulatory & statutory authority. Offenders who accumulate program violations referred to treatment provider.

Eligibility criteria: i.e. tied to food stamps or proof of income/expenses

1. All offender mandatory interlock legislation (implemented in 25 states; (Maryland and Vermont are preparing to sign into law making the total 27 states). 2. Mandatory interlock for high BAC offenders and repeat offenders. 3. Requiring use of camera and/or GPS. 4. Use of compliance based removal (so offender must complete 3 6 months without violation before device is removed).

5. Permitting DUI offenders to drive with interlock (reduced or non existent license suspension period to avoid drivers learning to drive unlicensed). 6. Having a designated state fund to support program administration, vendor oversight and indigent offenders (usually supported by fees).

State officials estimate more than 180,000 Californians have had their driver s licenses or privileges suspended for DUI and more than 70,000 of them continued driving or 38% Studies show that 50 to 75 percent of convicted drunk drivers continue to drive even while their license is suspended. City of Milwaukee, Wisconsin Pinkerton Investigative Services Monitored 57 suspended drivers. Observations included two four hour periods during suspension (one weekday morning, one Friday/Saturday evening). 50 of the 57 suspended drivers were observed driving or 88% drove while suspended.

Manufacturers contract with local auto audio retailers, dealers or garages to install and maintain the devices. Motorists who are subject to an interlock order should contact the manufacturers for the nearest service providers.

Ignition Interlock Law: The term ignition interlock law means a law enacted by a State that requires throughout the State the installation of an ignition interlock device, for a minimum of 6 months, on each motor vehicle operated by an individual who is convicted of driving while intoxicated or driving under the influence.

32% of all fatality collisions in the United States involve an Impaired Driver Senior Prom 2010 Roughly a third of all drivers arrested or convicted of driving under the influence (DUI) are repeat offenders. And those drivers are 40 percent more likely to be involved in a fatal crash than those without prior DUI convictions.
