An ignition interlock is a device installed in a vehicle that requires a breath sample from the driver before the car will start. If the breath alcohol content of the driver is above the set point, usually.02, it will not start. Rolling Retest ensures driver remains alcohol free. 1. All offender mandatory interlock legislation (implemented in 25 states; (Maryland and Vermont are preparing to sign into law making the total 27 states). 2.
