1. EXECUTIVE SUMMARY The city just recently completed the construction of the Northwest Area (NWA) Trunk Watermain 65 th Street Loop ending just north of the future intersection of 65 th Street and Trunk Highway 3 as part of City Project No. 2017-02. As new and future developments occur in this area, completing the 65 th Street Loop trunk watermain is vital to these new neighborhoods and the entire NWA. A project location map for proposed water main can be found in Appendix A. The proposed 16-inch trunk water main would be extended south along TH 3 to the future 65 th Street intersection as shown in Exhibit A1.1 in Appendix A. From this point, the water main extends to the west approximately 900 feet and terminates just west of the common parcel line between Windwood 2 nd Addition and the Dalsin parcel. Ultimately the connectivity will be made between the existing trunk water main along 65 th Street and one located at the Blackstone Ridge Development adjacent to future 65 th Street. In addition, strategic hydrants, valves and stubs will be placed along its alignment to accommodate any future developments east or west of Trunk Highway 3. It is anticipated for this project to be completed during the 2018 construction season. The estimated project costs are prepared and include a 10% contingency and 28% indirect for legal, engineering, administrative, and financing. Land acquisition will be required to complete the installation of the trunk watermain. The total project costs including land acquisition for this project is estimated at $1,652,056. This project will be funded using the NWA Water Main Fund and NWA Storm Water Fund. The proposed project is feasible, necessary, and cost-effective from an engineering standpoint. INTRODUCTION 2.1 Authorization On September 25, 2017, the City of Inver Grove Heights Council authorized the preparation of a feasibility report for the 65 th Street Trunk Water Main Improvement Project. This project is included in the City s Capital Improvement Program and has been designated as City Project No. 2017-03. 2.2 Scope This report includes Trunk Water Main improvements along TH 3 and future 65 th Street. 3. BACKGROUND 3.1 Trunk Watermain The City just recently completed the phase of the 65 th Street Loop trunk watermain extension between Babcock Trail and Trunk Highway 3, City Project No 2017-02. This report examines the feasibility of extending the 65 th Street Loop from its current termini south along Trunk Highway 3, then west along future 65 th Street alignment. This segment will provide better flow and fire protection as developments occur and further extend the existing trunk watermain in anticipation of completing the Argenta District watermain loop in the future, and trunk watermain improvements in the Robert District as constructed in the Blackstone Ridge Development. A feasibility report that examines the Trunk Highway 3 Roadway Improvements for 65 th Street Project (City Project No. 2017-24) was approved by City Council on September 25. This report evaluates the roadway design necessary to improve the intersection at TH 3 and future 65 th Street. The intersection at 65 th street and TH 3 will be lowered substantially and will greatly impact the trunk watermain design along future 65 th Street. Final design and construction of the trunk watermain extension will be completed in conjunction with the Trunk Highway 3 Roadway Improvements. PROPOSED IMPROVEMENTS 4.1 65 th Street Trunk Water Main The roadway connection along Trunk Highway 3 at the intersection of future 65 th Street has been identified by the City as Trunk Highway 3 Roadway Improvements for 65 th Street Project, City Project No. 2017-24, and is currently under study. This project will require a massive amount of earthwork along TH 3 to meet state aid design standards and will prepare for the new intersection at 65 th Street. Excess grading materials generated from the TH 3 construction will be used to stabilize the subgrade along future 65 th street and prepare for the completion of the trunk water main further west to Argenta Trail. This will allow the trunk watermain to follow minimum bury depths along 65 th Street. The proposed watermain will be a 16-inch diameter pipe that will serve future developments along 65 th Street as they occur. The proposed watermain will connect to an existing 16-inch watermain along Trunk Highway 3, just north of the future intersection of 65 th Street. From here the watermain will head south along TH 3 to the future 65 th Street intersection and extend west past the Dalsin s west parcel line as shown in Exhibit A1.1 in Appendix A. In addition, a water main connection will be made at the access road into Windwood 2 nd Addition and a 16-inch stub will be extended east across TH3 in preparation for any future development. It is anticipated that easements will need to be acquired to complete the extension of the watermain along 65 th Street near the Source Land Capital parcel. Permanent and Temporary easements are necessary to maintain and construct the new main. Easement documents will be prepared to acquire the easements. As mentioned above, grading of the project area will be necessary to facilitate the installation of the water main at the minimum bury depths. All hydrants, valves and stubs will follow city engineering and fire policy and be strategically placed to facilitate future developments. 4.2 Permits/Approvals This project is anticipated to disturb more than one acre; and therefore, National Pollution Discharge Elimination System (NPDES) permits will be required. Permits for work within the right-of-way (ROW) will be required from MnDOT along State Trunk Highway 3 (Robert Trail South). A permit from the Minnesota Department of Health will be required to facilitate water main installation. City of Inver Grove Heights Project No. 2017-03 WSB Project No. 010829-000 Page 4

5. FINANCING 5.1 Opinion of Probable Project Cost A detailed breakdown of the cost opinion for the proposed project can be found in Appendix B of this report. The opinion of cost incorporates estimated 2018 construction costs and includes a ten percent contingency factor. Indirect costs are projected at twenty-eight percent of the estimated construction costs and include legal, engineering, administrative, and financing. A breakdown of costs for each phase is shown in Table 5.1 below. The permanent ROW, Permanent Easements (PE) and Temporary Easements (TE) are needed along the Source Land Capital Parcel and limits were determined based upon the preliminary design for the Trunk Highway 3 Roadway Improvements for 65 th Street Project and 65 th Street Trunk Watermain Improvements. The breakdown of costs for property acquisition is shown in Table 5.2 below. Revenues for the funds are generated by the plat connection charges, building permit connection fees and Developer Funds collected in the NWA. No assessment roll has been prepared at this time. PROJECT SCHEDULE The project schedule assumes the ROW acquisition and other planned public utilities for this area are nearly complete and the project is ready to move into the preliminary and final design phases. FEASIBILITY AND RECOMMENDATION The 65 th Street Trunk Water Main Improvement Project includes a new trunk water main connection between future 65 th Street and Robert Trail South (TH 3) in the Northwest Area of the City of Inver Grove Heights. Project improvement costs are anticipated to be approximately $1,652,056. Proposed funding for the project is provided through the NWA Water Fund 511 and the NWA Storm Water Fund 448. The proposed project is feasible, necessary, and cost-effective from an engineering standpoint. It is our recommendation that the improvements be implemented as outlined in this report.
