Page 4 of 13 Part B 1 Purpose To specify to managers, supervisors and operators, factors that must be considered for controlling, safely operating and using road-rail plant in the railway environment. 2 Scope This instruction applies to all personnel responsible for the operation of all types of road-rail plant used, in pursuance of railway business, on railway property. When using road-rail cranes and road-rail excavators used as cranes, reference must be made to Group Standard GC/OG0004 (Control, Safe Use and Operation of Rail Mounted Cranes) and this standard. When using road-railers as flails reference must be made to GC/OG0022 (Control, Safe Use and Operation of Flail Equipment) and this standard. 3 Plant Acquisition Before any new road-rail plant is used technical approval must be obtained from the infrastructure owner. The scope of approval will only cover such items that may affect safety of the railway operation or the safety of the parties operating the road-rail plant. Road-rail plant capable of travelling faster that 32 kph (20 mph) on rail must meet the standard specified in Group Standard GC/TT0257 (Design of On-Track Machines) but road-rail plant limited to a maximum speed of less than or equal to 32 kph (20 mph) on rail need only meet the requirements of GC/TP0382 (Engineering Acceptance of ). Road-rail excavators can only be used as cranes providing the requirements listed in Appendix B are met.
Page 5 of 13 4 Registration All road-rail plant must be registered so that it can be uniquely identified for maintenance purposes. 5 Maintenance All road-rail plant must be subject to maintenance which must be recorded and evidence of when the next maintenance is due must be apparent or available to the user. Maintenance and operator servicing schedules must be produced and approved by the infrastructure owner to ensure that they meet the minimum safety requirements for the use of the road-rail plant in the railway environment. In addition to the requirements of other legislation adequate maintenance and testing of the following must be included for rail operation :- annual brake test rail guidance system examination lights inc. flashing beacons as applicable horns and sirens (where fitted) structural integrity of the frame / chassis functional integrity of devices for securing moving parts (e.g. slew locks) fire extinguishers. When road-rail plant is hired and the hire company undertakes to perform maintenance, it is the hirers (user's agent) responsibility to ensure that a satisfactory maintenance programme exists and that the equipment is made available for it to be implemented. 6 Modifications Modifications to type approved road-rail plant that affect the safety of the railway operation or parties operating the plant must be approved by the Infrastructure Owner.
Page 6 of 13 7 Statutory Requirements Statutory registers (if applicable) must be in date and the appropriate certificates available. Where there is a requirement for road-rail plant to be taken on to the public highway operators must hold a current valid full driving licence and the vehicle must be registered and licensed in accordance with the Vehicle Excise Act 1971. In the event of an accident or dangerous occurrence, where the cause is attributed to the machine which can not be readily rectified on site the road-rail plant must be immediately withdrawn from service, suitably labelled and the incident reported at once to the users manager and maintainer. Where required the incident must be reported to the Infrastructure Owner and Health & Safety Executive in accordance with the requirements of R.I.D.D.O.R. or The Railways Notice of Accidents Order (1986). 8 Training and Authorisation 8.1 Operators Operators must receive training and be assessed in the operation of the specific type of road-rail plant, and must carry the appropriate authorisation certificate while operating the plant. Persons selected for training to operate, shall have the following attributes :- be a minimum age of 18 years at the time of the assessment be fit, with regard to eyesight, hearing and reflexes (i.e. must meet the requirements of GO/ZT0005 -(Medical Fitness of Persons Competent in Personal Track Safety) able to judge distances, heights and clearances physically capable of operating the road-rail plant be in possession of the appropriate road vehicle driving licence.
Page 7 of 13 Whilst under training, the trainee shall be under the direction, at all times, of a person fully trained and authorised to operate the road-rail plant concerned. The training, assessment and authorisation must be recorded for audit purposes. The training and assessment must at least include:- the safe system of work (detailed in this standard) track Safety Hand Book operator servicing and pre use checks use of emergency equipment and procedures function of all operators controls personal protective equipment carrying and securing of loads (if applicable) safe control of the plant in all modes of operation reporting of defects safety precautions to be taken when working in the vicinity of overhead electric supply lines (Group Standard GC/OG0020 Control, Safe Use and Operation of Plant in the Vicinity of Overhead Electric Supply Lines ) the relevant parts of the British Rail Rule Book requirements when working with an adjacent line open to traffic Following training, trainees will be assessed by a competent examiner. If the trainee is deemed competent by the examiner, the trainee's manager may give full authorisation to operate the plant and issue an Authorising Certificate which must contain the following information:- person's full name employer's name and address type and make of road-rail plant authorised to operate date of issue and date of expiry (certificate must expire two years after issue) any limitations of validity (e.g. may only be valid in certain areas) examiners name, company address and signature
Page 8 of 13 authorising managers name, address and signature Operators must be reassessed and re authorised every two years. 8.2 Persons required to supervise the use of Where the road-rail plant is used as a crane (as opposed to a hydraulic loader) then the person required to supervise the use must be trained, examined and authorised as required by the standard GC/OG0004 ( Rail Mounted Cranes) and this document. Where the road-rail plant does not fall into the category of a crane then the person required to supervise the use must be trained, assessed and authorised as required by the standard GC/OG0016 (Control, Safe Use and Operation of on Track Machines) and this document. 9 Safe System of Work 9.1. A safe system of work which takes account of the local working conditions must be identified, communicated to all staff by the authorised supervisor and as a minimum should include consideration of the following:- correct selection of equipment selection and training requirements of staff getting equipment to and from the site on and off tracking the plant hazards at the site requirements of the Track Safety Hand Book requirements of the Rule Book ( BR 87109 ) with particular reference to Section T and Appendix 12. AC & DC Electrified Lines Working Instructions as appropriate. 9.2. The road wheels may foul the W6 loading gauge when in contact with the rails. If this is the case, obstructions (e.g. S&T equipment, 3rd. rail equipment, side ramps, hot box detectors, etc.) must be taken into consideration when planning the usage of the road-rail plant.
Page 9 of 13 9.3 Use of road-rail plant (including tracking and off tracking) on AC electrified lines or in the vicinity of overhead power cables must be in accordance with GC/OG0020 (Control, Safe Use and Operation of Plant in the Vicinity of Overhead Electric Supply Lines). For DC lines electrical isolation must be obtained when on and off tracking. 9.4 Operators must ensure that loads greater than three tons from rubber tyred wheels, outriggers etc. do not bear directly on to any concrete sleeper. 9.5 If a turntable is fitted, the machine must not be turned on cant or curve above the maximum permissible for that vehicle. 9.6 Operators must ensure that pre use checks have been carried out before using the road-rail plant. 9.7 Operators of road-rail plant must ensure they have a clear view of the operational area during any movements. If not, the operator must work under the guidance of another person. 9.8 Where it is necessary for the operator to work under the guidance of another member of staff there must be a clear understanding of the signals to be used in the operation. Each signal shall be clear, concise and unmistakable. Where hand signals are used they must be as specified in Appendix A (extract from BS 7121) 9.9 Before commencing or changing the direction of movement of an item of road-rail plant, the operator must satisfy himself it is safe to do so and give ample warning of his intention. 9.10 The operator must ensure clearance is allowed between any part of the road-rail plant and adjacent vehicle or obstruction, to ensure the safety of public and staff. If the clearance is less than 600 mm (24 ins) then the area must be designated a no go area for personnel and must be clearly marked. 9.11 The operator must not permit staff to ride on any part of the lifting equipment. 9.12 The operator must not allow any other person to travel upon an item of road-rail plant except:-
Page 10 of 13 where there is designed provision for the carrying of passengers or for the purpose of operator instruction, or technical investigation. 9.13 The operator must not permit road-rail plant to be used for the movement of other plant or rolling stock, unless specifically designed or adapted for that purpose. 9.14 Road-rail plant must not be used on docks, platforms, rail vehicles or in warehouses and workshops unless the Department responsible for the maintenance of those areas and vehicles has confirmed that the floor is strong enough to bear the weight of the plant with its maximum permitted load. 9.15 When road-rail plant is working on or around platforms, quays or docks, care must be taken to keep as far away from the edge as practicable. Turning and reversing movements must always be made away from the edge. 9.16 Before crossing a bridging plate or loading ramp the operator must ensure that it is adequate for the purpose, secured against accidental movement, and is clear of items that could cause skidding. 9.17 The operator must ensure road-rail plant is not overloaded and the indicated Safe Working Load is not exceeded. If any inadvertent overloading occurs, it must be reported to the maintainer. 9.18 If the operator has to leave the operating position, he must ensure that the plant is brought to rest in a safe position and the hand brake is applied. 9.19 When an item of road-rail plant is left unattended it must be parked off the track, clear of and parallel to any adjacent railway lines. If stabled on track it must be protected in accordance with the BR Rule Book, local instructions and in addition, the hand brake must be applied, lights turned off, ignition keys removed, fuel or battery isolated, gears placed in the neutral position, with tail/slew locks and outriggers (where applicable), properly stowed and the vehicle secured against unauthorised entry and use.

If a rail thimble is to be used it must be in accordance with GC/OG0021 (Control and Safe Use of Loose Lifting Tackle) 10 Personal Protective Equipment Provision of personal protective equipment for those operating the road-rail plant and those who may be affected by its operation must be considered and supplied. If there is a possibility that noise levels may be in excess of 85 db(a) then a noise assessment must be carried out in accordance with the Noise at Work Regulations (1989). Operators must wear protective clothing where provided. Where the item of plant displays a noise protection warning sign then the operators and staff in the immediate operational area (or in the area defined on the sign) must wear approved ear protectors. As a minimum the following items must be issued to operators and staff working with the road-rail plant:- safety footwear high visibility clothing safety helmet (if lifting operations are possible) to BS 5240 (in date) ear protectors (if applicable).
