Energy Performance Information Request Appendix A: SECO Compliance forms for State Funded Buildings Texas Government Code, Title 4, Ch. 447.004 requires that all new state buildings and major renovations comply with SECO standards. Before beginning construction of a new state building or major renovation project, a state agency or an institution of higher education must submit to SECO a copy of the certification by the design architect or engineer that verifies that the construction or renovation complies with the standards that are established under 34 TAC 19.34, including engineering documentation. All SECO required forms can be found here: http://seco.cpa.state.tx.us/tbec/statefunded.php B. ASHRAE 90.1 or IECC Compliance SECO requires state funded buildings follow ASHRAE 90.1 for state funded commercial buildings and IECC for state funded residential buildings. Compliance forms must be completed to verify compliance with these standards. Required documents can be found here: http://seco.cpa.state.tx.us/tbec/statefunded.php C. LEED Certification Checklist For all building required to achieve a LEED Certification, provide an up to date LEED Certification Checklist showing which credits will be perused or have been achieved. D. Building Automation System Communication Architecture Drawings Reference the UT Austin Building Automation Systems Communication Architecture Standard which outlines the architecture and topology requirements for network communications to the Building Automation Systems. Provide communication architecture drawings meeting this standard. Provide a written plan describing method to connect to UT Utilities & Energy Management Historian. Work with UT Austin Energy Management & Optimization division to determine list of hard wired input/outputs that shall be included in the automatic archive. E. Energy Model Deliverables Executable Files For all buildings required to complete an energy model, energy model shall meet or exceed the energy performance requirements of LEED NC Prerequisite 2: Minimum Energy Performance and should follow the DES/CHP Modeling Guidelines at UT Austin when modeling the district energy systems. The Proposed model should follow the Proposed Model Inputs Guidelines for UT Austin Main Campus Buildings on page 10 of this document and meet or exceed UT Austin EUI Targets (Table 1). Executable files of the most up to date Baseline and Proposed models shall be provided. Approved modeling software include: Equest, Trane Trace 700, Carrier HAP, and Energy Plus. Software outside of this list requires prior approval from the Energy Management and Optimization Department. 3

Energy Model Executive Report UNIVERSITY OF TEXAS AT AUSTIN Provide an Energy Model Executive Report listing inputs and results. The Executive Report should include, at the minimum, monthly breakdown of energy consumption and the applicable UT Austin Energy Utilization Index (EUI) Target in kbtu/gsf/year compared to the Proposed Model EUI, as shown below. UT Austin EUI Target = Table 1 (kbtu/gsf/year) Proposed Model EUI = (kbtu/gsf/year) Comparison of Proposed Model EUI and UT Austin goal = % Table 1: UT Austin EUI Target UT Austin Building Category UT Austin EUI Target (i) Classroom & Academic 113 Research Laboratory 275 Housing 99 Office & Administration 82 Public Assembly & Multipurpose 112 (i) UT Austin EUI Targets are based on FY 2014/15 UT-Austin EUIs of facilities built between the years of 1990 2014, and benchmarked against existing predictive energy models for campus buildings, analysis of performance of LEED Silver buildings, Labs 21 benchmarking, and CBECS 2012 averages. CBECS categories were used as a basis to define UT-Austin categories. Baseline & Proposed Model output files Output files should include, at the minimum, the following for both the Baseline and Proposed building models: a. LEED compliance summaries b. Energy consumption and cost by end use c. Energy consumption and cost by energy source d. Energy consumption and cost by month e. HVAC equipment data i.e. input summaries, capacities, efficiencies, etc. f. Example input summary of occupancy patterns g. Example input summary of envelope components As Built Benchmark Model The As Built model is an energy model based on the Proposed model, but is completed near the end of construction and includes any major equipment changes and has more accurate occupancy counts and schedules. Provide the As Built Model s executable files, Executive Report, and output files to be used as a benchmark for comparison against the building s actual utility during Occupancy Phase Commissioning. 4

F. Commissioning Deliverables UNIVERSITY OF TEXAS AT AUSTIN Provide Commissioning deliverables listed below. Refer to the 3 rd Party Commissioning Scope of Services and Deliverables. Energy Management & Optimization will assist with gathering and providing utility data as needed to the commissioning agent and project team. Commissioning Plan including Construction and Occupancy Phases Review and finalize original commissioning plan. Include description of the responsibilities of all parties, details of the commissioning process, reporting and documentation requirements, alerts to coordination issues, deficiency resolution, startup requirements, the functional and integrated systems testing process, testing conditions and acceptance criteria for each piece of equipment being commissioned. Plan shall encompass construction and occupancy phases of the project. Construction Phase Summary Commissioning Report Upon completion of installation inspections, field observations, and performance verification, tabulate results in Summary Cx Report including statement of whether individual systems meet requirements of OPR, BOD and CDs. Include Exec summary of process and results, history of deficiencies and corrections, and system performance test results and evaluation. Occupancy Phase Commissioning Report Provide Occupancy Phase Commissioning Report including finalized findings, deficiency resolutions, and outstanding issues tracked via the Occupancy Phase Commissioning Deficiencies Log. Assist facility staff in developing documents and requests for services to remedy outstanding problems. Occupancy Phase Commissioning Deficiencies Log Maintain a web based Occupancy Phase Commissioning Deficiencies Log to track issues, observations, and findings that may come under warranty or under the original construction contract discovered during Occupancy Phase. BAS Review Methodology Establish Building Automation System (BAS) Review Methodology including: points to be tracked, frequency and duration for trend monitoring, the limits of acceptable values for tracked points, and methods to evaluate performance. Issues found and recommendations should be added to the Occupancy Phase Commissioning Deficiencies Log. Occupancy Phase EUI Benchmarking Worksheet Use the As Built energy simulation model as a benchmark for comparison to actual utility consumption. The As Built model shall reflect actual building equipment and occupancy schedules, and should meet or be better than UT Austin EUI Target. Alternative methods to benchmark energy consumption can be considered. Starting after substantial completion, on a quarterly basis, determine actual building EUI estimate and compare it to the As Built model (or alternative). Refer to Occupancy Phase EUI Benchmarking Worksheet on Page 8. Provide a corrective action plan if post Post Occupancy EUI estimate indicates energy savings are not being achieved compared to EUI Target. 5

Occupancy Phase EUI Benchmarking Worksheet On a quarterly basis starting after substantial completion, fill out worksheet below to determine how close the building is to hitting its target EUI. Step 1: Fill out the table below, but only filling in data for months in which there is an entire month s worth of data. For those months enter the total combined energy use in mmbtu including chilled water, steam, and electricity. Fill in the mmbtu predicted by the As Built Energy Model, and the actual mmbtu used by the building. Step 2: Add up the total mmbtu for the months shown for both the As Built Energy Model and actual. If you only have 4 months of data, only add up those 4 months. Occupancy Phase EUI Benchmarking Worksheet Example Step 1: Fill out the table below, but only filling in data for months in which there is an entire month s worth of data. For those months enter the total combined energy use in mmbtu including chilled water, steam, and electricity. Fill in the mmbtu predicted by the As Built Energy Model, and the actual mmbtu used by the building. Step 2: Add up the total mmbtu for the months shown for both the As Built Energy Model and actual. If you only have 4 months of data, only add up those 4 months. For the example, assume that the building was commissioned late March to April 1 st. We are filling the worksheet out in mid August. Actual to Model Ratio [%] = Actual mmbtu / Total Modeled mmbtu X 100 = 5763 / 9129*100 Actual to Model Ratio [%] = 63.1 % Step 4: Multiply the Actual to Model Ratio times the modeled EUI to find the estimated building EUI. Energy Model EUI = 120 kbtu/gsf/year Estimated EUI = Actual to Model Ratio x Energy Model EUI = 63.1% x 120 Estimated EUI = 76 kbtu/gsf/year Step 5: Compare the Estimated EUI to the UT Austin EUI Target Assume the building is an Office & Administration Category building. UT Austin EUI Target = 82 kbtu/gsf/year Estimated to Target Ratio [%] = Estimated EUI / UT Austin EUI Target X 100 = 76 / 82 *100 Estimated to Target Ratio [%] = 92.7 % 7

Proposed Model Inputs Guidelines for UT Austin Main Campus Buildings For new construction, the predicted EUI shall meet or exceed the energy performance requirements of LEED NC Prerequisite 2: Minimum Energy Performance and UT Austin EUI Target. For UT Austin Buildings, use the following list of inputs: a. Occupancy hours: i. 6am 10pm weekdays and 8am 8pm weekends (Classroom & Academic, Office & Administration) ii. 6am 10pm all days (Research Laboratory and Public Assembly & Multipurpose) iii. 24/7 all days (Housing) b. Occupied and unoccupied space temperatures: Building Category Occupied Temperature Range Unoccupied Temperature Range Classroom & Academic 70 75 F 65 82 F Research Laboratory 71 73 F 68 76 F Housing 70 75 F 65 82 F Office & Administration 70 75 F 65 82 F Public Assembly & Multipurpose 70 74 F 65 80 F Note these are suggested temperature ranges per building category for energy modeling purposes. If there are specific spaces within the building that have unique temperature requirements, they should be modeled to meet their specific temperature requirements. Use ASHRAE 90.1, Appendix G Performance Rating Method for all other inputs. Inputs shall be reported and deviations explained as part of the Energy Compliance Documentation Packet submittal. 8
