October 11, 2017 MAJOR SUBDIVISION PRELIMINARY PLAT - RECONSIDERATION PREFACE This major subdivision preliminary plat is before the planning commission due to recent action of the Ascension Parish Council sitting as the Ascension Parish Board of Appeals. The Planning Commission first considered approval of the preliminary subdivision plat at its June 14, 2017 meeting where the project was denied by a 2 to 1 vote. The applicant subsequently appealed the planning commission decision to the parish council in its role of planning board of appeals. The appeal was considered at the September 7, 2017 council meeting where a motion was approved to refer the matter back to the planning commission for consideration. Presented below is the original staff report for the project which appeared in the June 14, 2017 planning commission packet. The project has not changed since the original hearing. B) Reese Lane Subdivision The proposed subdivision is located on the east side of Braud Road (LA Hwy 929) approximately 850 south of Parker Road in Council District 7 and zoned Medium Intensity Residential (RM). The application is on behalf of D.R. Horton, Inc, Gulf Coast by Quality Engineering & Surveying, LLC. The property consists of +/-17.5 acres. The applicant is proposing a subdivision containing 50 lots with a minimum size of 7,260 square feet. There are 25 lots at 53 in width and 25 lots at 65 in width. The proposed subdivision will contain 1.10 acres of park space, with all of that being upland space which complies with the major subdivision regulations. Approximately 5% of the property is within the A Flood Zone along a section of the upper end of Black Bayou. The applicant is adding servitude along that portion of the upper end of Black Bayou drainage canal running through the property in order for DPW to provide maintenance. The applicant is also proposing street stub-outs to the north and south in anticipation of future connection to adjacent roadways in Brookstone and Parker Place-Phase 2 in order to improve connectivity. There are approximately 2 acres of detention proposed for the development. STAFF REVIEW COMMENTS All elements of the subdivision as per ordinance have been provided and addressed on the plat along with the required notes, labels, setbacks and servitudes as per Paragraph 17-406 of the Subdivision Regulations. The developer is proposing to provide a new sewer treatment plant that will be dedicated to the parish along with all infrastructure and customers. There has also been discussion with the applicant about possibly combining sewer treatment with the future Brookstone subdivision to the north. This has been discussed with Utility Department staff who stated that this would be a
preferred option for the parish. All other comments have been addressed by the consultant as noted in ERA Review Letter. ENGINEER REVIEW COMMENTS Preliminary Plat: The Preliminary Plat has been reviewed by Staff and the Engineer Review Agent (ERA) Comments are attached. STAFF RECOMMENDATIONS The proposed plat meets all guidelines for a major subdivision per current ordinance and should the commission concur with staff s analysis, staff recommends approval provided applicant addresses all comments and receives approval from DEQ for the discharge of the Sewer Treatment Plant. The applicant originally proposed a rerouting of Black Bayou across the property as well as NO future roadway connection. The applicant has revised the preliminary plat to address these interim comments by the Planning Department staff.
