Marion County s Nov. 2016 Transit Referendum Would ask the public for dedicated transit funding Indiana Code 8-25-2 (SEA 176, 2014) authorizes advisory referenda by county to dedicate an income tax to transit 3 step process: 1. Council certifies a referendum (Done - Proposal 2016-145) 2. The public votes (November 8, 2016) 3. If approved by a majority of voters, Council may enact a tax City-County Council Special Ordinance #1, 2016 put the question of dedicated transit funding on the November 2016 ballot CENTRAL INDIANA S TRANSIT INITIATIVE 2

Snapshot of IndyGo in 2016 Spread out, tough to use, but getting the most out of the resources it has $70M operating budget 10M annual ridership 31 routes + countywide paratransit, each with different weekday, Saturday, Sunday schedules Service is infrequent, short weekend and evening hours Running old buses $10M of federal capital replacement funds are used for operating each year CENTRAL INDIANA S TRANSIT INITIATIVE 3

INDIANAPOLIS HOW DOES INDIANAPOLIS COMPARE? Central Indiana ranks 86 th in Transit Service per Capita Revenue Hours per Capita National Transit Database 60 Virginia Beach, VA 61 Allentown, PA-NJ 62 Lancaster, PA 63 Scranton, PA 64 Sacramento, CA 65 Raleigh, NC 66 Nashville-Davidson, TN 67 Des Moines, IA 68 Sarasota-Bradenton, FL 69 Tampa- St. Petersburg, FL 70 Bakersfield, CA 71 Richmond, VA 72 Knoxville, TN 73 Detroit, MI 74 Kansas City, MO-KS 75 Riverside-San Bernardino, CA 76 Winston-Salem, NC 77 Provo-Orem, UT 78 Little Rock, AR 79 Charleston-North Charleston, SC 80 Worcester, MA-CT 81 Youngstown, OH-PA 82 Harrisburg, PA 83 Chattanooga, TN-GA 84 Mission Viejo-Lake Forest-San Clemente, CA 85 Omaha, NE-IA 86 INDIANAPOLIS, IN 87 Baton Rouge, LA 88 Colorado Springs, CO 89 Memphis, TN-MS-AR 90 Birmingham, AL CENTRAL INDIANA S TRANSIT INITIATIVE 4

INDY CONNECT HAS BEEN CENTRAL INDIANA S LARGEST EVER PUBLIC ENGAGEMENT PROCESS -- Over 100 advertised public meetings, reaching over 3,000 individuals -- Presentations to more than 250 stakeholder groups -- 100+ media stories, articles, op-eds -- More then 110,000 visits and 300,000 page views on IndyConnect.org -- More than 10,000 comments have been incorporated into the plan CENTRAL INDIANA S TRANSIT INITIATIVE 5

WHAT THE COMMUNITY SAID During the Regional Transit Planning Processes Buses need to run earlier in the morning and later at night. Buses don t come often enough too much time waiting. Not enough weekend service. Shouldn t have to go downtown to transfer. Don t cut my route. CENTRAL INDIANA S TRANSIT INITIATIVE 6

Attracting Ridership 101 There s an upside to being behind we can learn from successes and failures of other regions DENSITY More people going to and from areas around each stop increases ridership. WALKABILITY Ridership is higher among people who can easily walk to a stop. CONTINUITY Transit that doesn t cross long lowridership gaps increases ridership. LINEARITY Transit that runs in straight lines attracts throughriders. CENTRAL INDIANA S TRANSIT INITIATIVE 7

Significant improvements to local bus network -- shorter waits, later hours -- easier transfers -- every route every day 3 rapid transit lines along high-ridership corridors -- Red Line Phases 2 & 3 -- Blue Line -- Purple Line CENTRAL INDIANA S TRANSIT INITIATIVE 8

Referendum for.25% Income Tax 25 for $100 income, or income x.0025 Household Income Monthly Contribution $150,000 $31 $375 $75,000 $16 $188 Annual Contribution *$42,000 $9 $105 $30,000 $6 $75 * Approx. Marion County 2014 Median Income $20,000 $4 $50 While tax impacts will vary based on individual circumstances, generally speaking only those who pay an income tax will contribute to this transit tax. Families with low incomes that don t file income taxes, those on social security, unemployed, and others on after-tax fixed incomes likely won t be impacted. CENTRAL INDIANA S TRANSIT INITIATIVE 9

INDIANAPOLIS IF APPROVED, CENTRAL INDIANA WOULD MOVE UP FROM 86 th to 65 th Assuming nothing changes in other regions National Transit Database 60 Virginia Beach, VA 61 Allentown, PA-NJ 62 Lancaster, PA 63 Scranton, PA 64 Sacramento, CA 65 Raleigh, NC 65 66 Nashville-Davidson, TN 67 Des Moines, IA 68 Sarasota-Bradenton, FL 69 Tampa- St. Petersburg, FL 70 Bakersfield, CA 71 Richmond, VA 72 Knoxville, TN 73 Detroit, MI 74 Kansas City, MO-KS 75 Riverside-San Bernardino, CA 76 Winston-Salem, NC 77 Provo-Orem, UT 78 Little Rock, AR 79 Charleston-North Charleston, SC 80 Worcester, MA-CT 81 Youngstown, OH-PA 82 Harrisburg, PA 83 Chattanooga, TN-GA 84 Mission Viejo-Lake Forest-San Clemente, CA 85 Omaha, NE-IA 86 INDIANAPOLIS, IN 87 Baton Rouge, LA 88 Colorado Springs, CO 89 Memphis, TN-MS-AR 90 Birmingham, AL CENTRAL INDIANA S TRANSIT INITIATIVE 10

Ballot Language City-County Council Special Ordinance #1, 2016: Referendum for Transit Funding Shall Marion County have the ability to impose a county economic development income tax rate, not to exceed a rate of 0.25%, to pay for improving or establishing public transportation service in the county through a public transportation project that will create a connected network of buses and rapid transit lines; increase service frequency; extend operational hours; and implement three new rapid transit lines?
