Omnibus Amendment 2013 5 Section 1 Preliminary 1.1 Title This Rule is : Omnibus Amendment 2013. 1.2 Scope This Rule amends the following s: (a) : Heavy-vehicle Brakes 2006; (b) : Light-vehicle Brakes 2002; (c) Land Transport (Road User) Rule 2004; (d) : Seatbelts and Seatbelt Anchorages 2002; (e) : Traffic Control Devices 2004; (f) : Vehicle Dimensions and Mass 2002; (g) : Vehicle Exhaust Emissions 2007; (h) : Vehicle Lighting 2004; (i) : Vehicle Standards Compliance 2002. 1.3 Commencement This Rule comes into force on [Date] 1 1 Commencement dates for each amendment Rule have not yet been determined. These may vary but are likely to be 1 November 2013 for most Rules.

6 Section 2 Heavy-vehicle brakes 2.1 Amendments to : Heavy-vehicle Brakes 2006 2.1(1) This section amends : Heavy-vehicle Brakes 2006. 2.1(2) After clause 2.3(9A), insert: 2.3(9B) Despite 2.3(9), a Class TC or TD vehicle may have a parking brake that is operated from the vehicle if the vehicle also has a device that acts as a parking brake by applying the service brake indefinitely and that will apply the parking brake automatically if that service brake application fails.. 2.1(3) In clause 3.6(1A), replace or (b) with, (b) or (e). 2.1(4) In Schedule 5, clause 4.1.1, replace 0.8 g with 0.6 g. 2.1(5) In Schedule 5, clause 4.1.2(a), after front axle insert except for a vehicle that is fitted with an electronically controlled braking system (EBS) that meets the definition of EBS in an approved vehicle standard in 2.5(2)(a) or (b) of this Rule. 2.1(6) In Schedule 5, clause 4.2.1, replace 0.8 g with 0.6 g. 2.1(7) In Schedule 5, clause 8.1, delete in 4, for the adhesion utilisation and the requirements. 2.1(8) In Schedule 5, delete clause 8.3. 2.1(9) In Schedule 5, clause 8.4, delete and Figure 3. 2.1(10) In Schedule 5, clause 7.2, replace if written permission has been obtained from the Agency for the vehicle with for tractor units fitted with ABS for the laden condition only and for tractor units without ABS for the unladen and laden conditions. 2.1(11) In Schedule 5, replace clause 9.1 with: 9.1 For a vehicle in 9, the following relationship must hold, when the control line pressure (pm) measured in kpa at the Duomatic or other type of coupling connecting the air brake of the towing and towed vehicle is:

Omnibus Amendment 2013 7 (a) if 55 kpa pm 750 kpa, then z 0.044 + (pm 55) x 0.656/695; and (b) if 80 kpa pm 450 kpa, then (pm 80) x 0.35/370 z; and 2.1(12) In Schedule 5, replace clause 9.3 with: (c) if 450 kpa pm 750 kpa, then 0.35 + (pm 450) x 0.225/300 z. 9.3 Compliance with the requirements in 9 may be shown by plotting the calculated braking ratio as a function of controlline pressure and the permissible limits specified in 9.1. (See also Figure 2). 2.1(13) In Schedule 5, delete clause 9.4. 2.1(14) In Schedule 5, replace the diagram in Figure 1 with the item in Schedule 1 of this Rule. 2.1(15) In Schedule 5, replace the diagram in Figure 2 with the item in Schedule 2 of this Rule. 2.1(16) In Schedule 5, Figure 3, delete (Special case, requires approval from the Agency).

8 Section 3 Light-vehicle brakes 3.1 Amendments to : Light-vehicle Brakes 3.1(1) This section amends : Light-vehicle Brakes 2002. 3.1(2) Replace clause 2.1(2)(a), with: (a) low volume vehicles that have been modified so as to affect their braking performance;. 3.1(3) In Part 2 Definitions, revoke the definition of scratch-built vehicle.

Omnibus Amendment 2013 9 Section 4 Road user 4.1 Amendment to the Land Transport (Road User) Rule 2004 4.1(1) This section amends the Land Transport (Road User) Rule 2004. 4.1(2) In clause 1.6, the definition of school bus, after paragraph (b)(ii), insert: ; and (iii) is not displaying a School bus sign..

10 Section 5 Seatbelts and seatbelt anchorages 5.1 Amendments to : Seatbelts and Seatbelt Anchorages 2002 5.1(1) This section amends : Seatbelts and Seatbelt Anchorages 2002. 5.1(2) In clause 2.6(3)(a), replace scratch-built with low volume. 5.1(3) In clause 2.6(3)(b), replace scratch-built with low volume. 5.1(4) In the heading of clause 3.4, replace Scratch-built low volume vehicles with Low volume vehicles. 5.1(5) In clause 3.4, delete scratch-built. 5.1(6) In Part 2 Definitions, revoke the definition of scratch-built vehicle.

Omnibus Amendment 2013 11 Section 6 Traffic control devices 6.1 Amendments to : Traffic Control Devices 2004 6.1(1) This section amends : Traffic Control Devices 2004. 6.1(2) In clause 4.5(1)(a), replace 12.5(4) and 12.6(4) with 12.5(6). 6.1(3) In clause 4.5(2)(b), replace except as provided in 8.2(10)(b) with: except for: (i) a school patrol stop sign; (ii) the traffic control device required in 8.2(10). 6.1(4) After clause 7.1(3)(a), insert: (aa) wide centre-lines;. 6.1(5) In clause 7.2(2)(d), replace 7.4. with 7.4; or. 6.1(6) After clause 7.2(2)(d), insert: (e) wide centre-lines as described in 7.2A.. 6.1(7) After clause 7.2(3)(c)(iii), insert: (iv) wide centre-lines as described in 7.2A; or. 6.1(8) After clause 7.2, insert: 7.2A 7.2A(1) 7.2A(2) Wide centre-lines A road controlling authority may mark wide centre-lines on a roadway if the road controlling authority considers that increasing the separation between traffic travelling in opposite directions would improve the overall operating safety of the road. Wide centre-lines must be marked with two approximately parallel lines spaced not less than 0.5 m and not more than 1.5 m apart and each of which is one of the following: (a) a broken or continuous white centre-line that is not less than 100 mm wide; or

12 (b) (c) a continuous yellow no-passing line that is not less than 100 mm wide; or a line preceding a no-passing line that is not less than 100 mm wide and consists of a series of yellow dashes, each of which is not longer than 15 m.. 6.1(9) Replace clause 7.3(2) with: 7.3(2) A no-passing line applies to traffic that normally travels to the left of the line and must consist of a continuous yellow line not less than 100 mm wide that is marked: (a) approximately 100 mm to the left of either: (i) another continuous yellow line; or (ii) a broken or continuous white line in the form described in 7.2(2)(a); or (iii) a dashed yellow line in the form described in 7.3(3); or (iv) a regular pattern of raised white or yellow pavement markers; or (b) not less than 0.5 m and not more than 1.5 m to the left of another line that together with the no-passing line forms wide centre-lines as described in 7.2A.. 6.1(10) In clause 12.4(9), replace M8-1 and with M3-5, M8-1 or. 6.1(11) In clause 12.4(13), after road user, insert or an area where parking is permitted subject to payment of a fee. 6.1(12) In clause 12.7, after park insert or letters, numerals or symbols to indicate other details about the parking restriction. 6.2 Amendments to Definitions 6.2(1) In Part 2 Definitions, replace the definition of school bus with: school bus (a) means a bus that is being used, whether or not for hire or reward:

Omnibus Amendment 2013 13 (i) for transporting school children to or from school with or without their teachers; or (ii) principally for transporting school children to or from a school function; but (b) does not include a bus that: (i) is being used principally for transporting school children to or from a school function; and (ii) is carrying no more passengers than the seated capacity specified in the bus s certificate of loading; and (iii) is not displaying a School bus sign.. 6.2(2) In Part 2 Definitions, insert in the appropriate place: Wide centre-lines means two approximately parallel lines, which may be centre-lines or no-passing lines, spaced not less than 0.5 m and not more than 1.5 m apart.. 6.2(3) In Part 2 Definitions, the definition of Zone restriction, after road user insert or an area where parking is permitted subject to payment of a fee. 6.3 Amendments to Schedules 6.3(1) In Schedule 1 Signs, insert in the appropriate places the items in Schedule 3 of this Rule. 6.3(2) In Schedule 1 Signs, item R4-13 (Signal bypass lane do not stop for signals advance notice), replace A46-1, A46-1.1 with R4-13 or R4-13.1 sign. 6.3(3) In Schedule 1 Signs, item R4-13.1 (Signal bypass lane signals do not apply): (a) in the text below Description : (i) (ii) replace (detailed below A46-1 sign) with (as detailed below sign R4-13) above ; and replace LANE above with LANE ; and (b) in the text below Colour and Size, replace see note below sign A46-1 with as detailed below sign R4-13. 6.3(4) In Schedule 1 Signs, item R6-4 Parking signs Component 4 Extent of restriction:

14 (a) (b) replace R6-2A or B with R6-1A or B in all places in which it occurs; and replace R6-2C or D with R6-1C or D in all places in which it occurs. 6.3(5) In Schedule 1 Signs, item W3-2.1 (Slippery surface supplementary ice/grit), replace 950 with 900. 6.3(6) In Schedule 1 Signs, items A40-1 (No exit) and A40-3 (Bells off (railway level crossing)): (a) (b) replace black with white (R) ; and replace white (R) with black, in all places in which it occurs. 6.3(7) In Schedule 1 Signs, item A42-3 (Slow vehicle bays next [distance] km ), replace the description with: Indicates that there are a number of slow vehicle bays over a specified distance beyond the sign for slow vehicles to pull over to allow vehicles travelling in the same direction to pass. 6.3(8) In Schedule 1 Signs, items A42-4 and A42-5, replace passing bay with slow vehicle bay. 6.3(9) In Schedule 2 Markings, Figure M3-4A, replace yellow with white in both places in which it occurs.

Omnibus Amendment 2013 15 Section 7 Vehicle dimensions and mass 7.1 Amendment to : Vehicle Dimensions and Mass 2002 7.1(1) This section amends : Vehicle Dimensions and Mass 2002. 7.1(2) In Schedule 7, item relating to Auckland Motorways, replace paragraph (a) with: (a) Loads that exceed 3.1 m in width or 4.25 m in height, or both, are permitted to travel on State Highway 1 between Ramarama Interchange (Ararimu Road Underpass) and the southern end of the Auckland Southern Motorway..

16 Section 8 Vehicle exhaust emissions 8.1 Amendments to : Vehicle Exhaust Emissions 2007 8.1(1) This section amends : Vehicle Exhaust Emissions 2007. 8.1(2) In Part 2 Definitions, the definition of New vehicle, replace scratchbuilt with low volume. 8.1(3) In Part 2 Definitions, revoke the definition of scratch-built vehicle..

Omnibus Amendment 2013 17 Section 9 Vehicle lighting 9.1 Amendments to : Vehicle Lighting 2004 9.1(1) This section amends : Vehicle Lighting 2004. 9.1(2) In clause 2.2(2), replace scratch-built light motor vehicle with low volume vehicle. 9.1(3) Revoke clause 10.3(3). 9.1(4) In Part 2 Definitions, revoke the definition of scratch-built vehicle.
