The Signalling Programme Jan Schneider-Tilli, Programme Director 1. June 2016 - DTU 1

Agenda 1. Background to the Signalling Programme 2. ERTMS 3. Way ahead 4. Programme Management, Collaboration & MSP 2

Background of the Signalling Programme 3

Rail Data 3.000+ trains/day 38.000 daily departures 170+ mill. passengers 15 mill. ton freight Line: 2.132 km / track: 3.240 km Bridges: 2.342 Interlockings: 480 Remote control/signalbox: 16 Stations: 307 Level crossings: 1096 Trains: 590 Page 4 4

Danish signalling needs to be renewed now 3.000+ trains/day 60% of all signalling will exceed absolute final service-life within 15 years DK-ATC life expires in 2020 It takes 10-12 years to renew all signalling assets. More systems have risk of serious breakdowns even today. 50% of today's train delays are due to signalling failures. In 2006 a total of 39.000 trains were delayed. 5 5

The logic in total renewal Better prices Economies of scale International competition Learning curve effect Quantum leap in technology EC standard component, redundancy of central components, higher availability Few safety approvals Few interfaces Savings on operations and safety Reduction in maintenance costs Simpler and safer operational rules Fewer Traffic Management sites and reduction in staff 6 6

A total renewal of the signalling system minimize total cost and provide better performance A total renewal is the best solution: Cheapest and fastest implementation Provides higher punctuality and capacity Most benefits for the passengers Benefits are achieved faster 2006: Strategic political decision of a total renewal strategy 2007-08: Detailed plans & budget for a total renewal programme Jan 2009: Feb 2009-12: Final political decision for a fully financed total renewal programme was decided by the Danish Parliament Signalling Programme procurement phase 7 7

Contract strategy Design Build Maintain contracts up to 5 years of maintenance 2 Contracts on main & regional lines (East and West) 1 Supplier 2 contracts on the S-bane including all rolling stock 1 Contract for on-board main & regional rolling stock GSM-R data included in GSM-R tender starting now Framework type contracts that allow fitting of new lines Possible option for ERTMS regional TMS Coordination by suppliers East contract West contract All supply & implementation from track to TMS Rolling stock contract 8 8

The Signalling Programme is a central part of Banedanmark s strategy To reach the ambition of double up in 2030 Rail Net Denmark s corporate strategy Make rail attractive and improve punctuality Enlarge the rail network and expand the capacity Infrastructure ready in 2020 Double up in 2030 9

Trainfund DK 28,5 bill DKK Hour model Bridge at Vejle fjord Countrywide Electrification Upgrade regional lines New railway to Billund and on western Fuenen Upgrade freight 10 10

Two different systems Conventional network (Fjernbanen): ERTMS 2 Baseline 3 and modern centralized signalling infrastructure and onboard More interfacing projects: 2 major infrastructure contracts All onboard equipment Fixed transmission network, DK-STM, GSM-R: voice and GPRS, Traffic Control Centers New operational rules All training activities All safety approvals Enterprise Service bus S-banen: Modern metro/urban system. CBTC 11 11

Many benefits for the passengers 80% reduction in signalling related train delays Higher train speed and shorter travel time on some lines A homogeneous high safety level on the whole network ERTMS - European standard free crossing of borders Better traffic information to passengers + benefits for Banedanmark 12 12

ERTMS baselines Management of the European specifications The ERTMS specifications are being managed by the European Railway Agency. Currently there are 2 specification baselines: Baseline 2 (SRS 2.3.0d) has been used on high speed lines in ES, IT and BE/NL and a few conventional lines in CH, NL, LX. Baseline 3 (currently SRS 3.4.0, next release planned end of 2015) being used as basis for the national deployments in UK, DK, NL, SE, NO, DE, CH, BE and likely also the remaining countries. Trains with Baseline 3 are backwards compatible with B2 infrastructure, but B2 trains cannot run on B3 infrastructure. (Essentially B2 trains can only run on the B2 lines they were built for) 16 16

ERTMS baseline 3 BDK will be maturing baseline 3 Baseline 3 challenges Bigger nodes/stations Radio capacity/etcs over GPRS/EDGE, Cold movement Detection-SoM, Braking Curves Online key management Backwards compatibility to 2.3.0d trackside (first Swedish lines) Finishing test specifications baseline 3 (certification of Onboard) SP will be maturing part of the ERTMS specifications 17

The Signalling Programme ERTMS baseline Contracted on SRS 3.3.0 Design being made according to 3.4.0 + ETCS over GPRS and O-KMS Final target is the 2015 release (R2/3.5.0) as it is introducing ETCS over GPRS and O-KMS Backwards compatibility will be demonstrated both with lab interconnection (already being done) and on the actual Swedish B2 lines 18

Way ahead 19

Roll-out until 2021 Starting 2009, it will take 10-12 years to carry out the total renewal Two contracts for the conventional network One framework contract for on-board equipment Contract interface at Lillebælt Roll-out phases: Early deployment Main lines Regional lines Low density lines 20 20

S-banen o Contract Q3/2011 o EDL originally planned in operation Dec/2014 o System stability and documentation satisfactory early 2016 o Commercial operation end February 2016 in reduced mode o Finalisation Q2/2017 21

Punctuality first 5 weeks of S-bane operation Week Hillerød-Køge S-Network Week 9 88,0% 94,5% Week 10 90,7% 94,6% Week 11 94,5% 97,5% Week 12 97,3% 97,6% Week 13 95,3% 97,5% Total 93,2% 96,3% 22

The Danish Train Fund (Togfonden) - Negotiations to commence now Current Government not part of political agreement, but there is still a majority in Parliament Electrification of main network seems politically feasible Upgrading/New lines??? Other projects like Femern and electrification of Køge-Næstved and Lunderskov-Esbjerg already decided 23

Programme Management & Collaboration 24

Collaboration Philosophy Why does collaboration play a major part in our strategy? We expect that collaboration will mitigate risks and reduce disputes By: Joint design Co-location Collaboration agreement Shared risk assessments There can also be a risk in collaboration as it might make roles and responsibility unclear 25 25

Collaboration - Tools A selection of principles, ideas and tools have been discussed Tools and ideas: Relocated together - done Joint risk work on-going Joint design meetings ongoing Systematic approach: Collaboration agreements done Evaluate the common work, evaluate each other, management feed back: to be done Joint Change Management, Joint Contract Management: to be discussed Joint steerco s: ongoing Clear mandates: ongoing Clear structures and processes: ongoing 26 26

What does it mean for Banedanmark and the employees? Reorganisation during the next 12 years with impact on: All traffic management staff in Banedanmark All signalling technicians Train drivers with the train operation companies Changes include: New operational rules New workplace systems New places of work geographically and more 29 29
