This release includes new features to the VA EVR product as described in this document. Please note that a shortlist of significant features is available under the Release scope overview section. Required Installation Date The table below describes the main release and (if applicable) consecutive minor releases available as part of Virginia Electronic Vehicle Registration (VA EVR) Software Release 9.17, along with their deployment requirements, date of availability and required installation dates. New Odometer Code added for vehicles greater than 16000 lbs. 3. Updated Pickup or Panel Truck and Trucks weight limit for personal use. 4. Plate Restriction for sex offenders 5. Sales and Use Tax Increased 6. Bundle Report cover sheets changed 7. Added new 2018 and 2019 Stickers 8. Polk has been updated to the latest version to support newer 2016 and 2017 Models B. System Requirements VAEVR 9.17A requires a computer with the following minimum hardware configuration: 1024x768 or higher resolution video card and monitor A high-speed internet connection (DSL, Cable, T1, etc.) Keyboard and mouse Any Laser Printer available. One of the following operating systems with the recommended hardware configuration for the OS: Windows XP Professional 800 MHz or faster processor 512 MB system memory 1.5GB available hard disk space Windows 7 Professional (32-bit) 1 GHz or faster processor 1 GB system memory 16 GB available hard disk space Windows 7 Professional (64-bit) 1 GHz or faster processor 2 GB of system memory 20 GB available hard disk space Windows 8.1 Professional (32-bit) 1 GHz or faster processor 1 GB system memory 16 GB available hard disk space Windows 8.1 Professional (64-bit) 1 GHz or faster processor 2 GB of system memory 20 GB available hard disk space Note: 250 MB of free hard disk space should be available for the EVR application and database files for a typical installation.
CVR Release Notes Page 3 of 7 C. Installation Instructions New Installation This application can be used for a New Install or for an upgrade to the new version. During the installation process, click Next to accept the default setup values displayed for each of the prompts. Upgrade Installation Clients must be on version 9.15A to upgrade to version 9.17A D. State Mandates 1. Low Speed vehicles allow fuel type GAS Effective this release, Passenger/Light truck vehicle with body style of Low Speed (LS) will have an option to process the transaction with Fuel type of GAS. 2. New Odometer Code added for vehicles greater than 16000 lbs. Effective this release, A new Odometer code T with description CARGO VEH > 16,000 LB have been added to the Title part of the transaction. It is applicable to Truck and Tractor vehicle classes where GVWR is greater than 16,000 lbs. Odometer Reading have been disabled and set to blank when the user selects Odometer status to T Odometer status T will be applied to the following scenarios in the application a. When the vehicle type is in New / Demo and Vehicle class is in Tractor / Truck and GVWR is set to greater than 16000 lbs. b. When the vehicle type is in Used and Vehicle class is in Tractor / Truck and GVWR is set to greater than 16000 and Previous Title State is set to VA Used Vehicles that have not been previously titled in VA use odometer Status O as an option. No changes to existing behavior. For Vehicle types New, Demo or Used, where the Vehicle Class is in Tractor / Truck and GVWR is set to 16,000 or less odometer status T will not be a selectable option in the Odometer Status drop down.
CVR Release Notes Page 4 of 7 For Vehicle Types New, Demo or Used, where the Vehicle Class is in Motorcycle / Passenger/Light Truck / Trailer odometer T will not be a selectable option in the Odometer Status drop down. Odometer Status T will be a selectable option in the Odometer Status drop down only when the transaction type is Title and Registration or Title Only and will not be an option for any other transaction types. When the vehicle type is Used and Vehicle class is in Tractor / Truck and GVWR is set to greater than 16000 and Previous Title State is set to VA and the previous Odometer Status is in E - Exceeds Mech Limits or N Not Actual Mileage, the user has an option to Titling the vehicle using the E - Exceeds Mech Limits or N Not Actual Mileage or using the T Cargo Veh > 16,000 lb. odometer status When the vehicle type is Used and Vehicle class is in Tractor / Truck and GVWR is set to greater than 16000 and Previous Title State is set to VA and the previous Odometer Status is in X the user is required to use T Cargo Veh > 16,000 lb. to Title. 3. Updated Pickup or Panel Truck and Trucks weight limit for personal use. Effective this release, Pickup or Panel truck and Trucks weight limit for Personal Use have been expanded from a maximum of 7500 Gross weight to a maximum of 10,000 Gross weight. The PPTR value used to determine plate eligibility requirements has been updated as below.
CVR Release Notes Page 5 of 7 Individual Customer, Title a Passenger/Light truck (LD), where the body style is LD or PN, GWV between 7501 to 10,000 lbs. Passenger plate is issued, then PPTR value has to be P Personal use Individual Customer, Title a Truck, where the body style is TK, GWV between 7501 to 10,000 lbs. Truck plate is issued, then PPTR value has to be B Business use No changes to Business Customer. They cannot title with PPTR value of P Personal use 4. Plate Restriction for sex offenders Effective this release, No Special License plates are issued to or renewed for any Owner or Co-owner of a vehicle who is registered pursuant to the Sex Offender and Crimes Against minors Registry Act ( 9.1-900 et seq.) 5. Bundle Report cover sheets changed Bundle Report Cover sheet have been updated from this release.

Increased Sales and Use tax Effective this release, From July 1st the Sales and Use tax charged on the Dealer Processing fee and/or Taxable Sales Price will be increased to 4.15%. 7.
