RECOMMENDATIONS 1. 2. 3. FIND that students and visitrs f Lyla Marymunt University (LMU) are mnplizing the nstreet parking t avid paying fr parking n campus resulting in an excessive adverse impact which has substantially cmprmised the residents' ability t park near their hmes while the University is in sessin and frm which the residents deserve immediate relief. FIND that the establishment f this TPPD is exempt frm the Califrnia Envirnmental Quality Act (CEQA) as a Class 1 Categrical Exemptin, under Article III.1.a.3 f the 2002 Ls Angeles City CEQA Guidelines. INSTRUCT the Ls Angeles Department f Transprtatin (LADOT) t initiate the necessary prcedures fr the preparatin and sale f parking permits t residents within TPPD N. 224, as specified in Sectin 80.58 f the LAMC. DIRECT the LADOT, upn Cuncil adptin f the Reslutin establishing the District, t pst, r remve, the authrized parking restrictins upn receipt and verificatin f the requisite petitin, withut further actin by the City Cuncil. BACKGROUND The establishment f TPPD N. 224, pursuant t LAMC Sectin 80.58.d, is exempt frm the CEQA as a Class 1 Categrical Exemptin, under Article III.1.a.3 f the 2002 Ls Angeles City CEQA Guidelines. The City Cuncil has the authrity, pursuant t LAMC Sectin 80.58.d, t establish TPPDs by reslutin "t prvide relief fr residents wh suffer an excessive parking impact... as the result f any cnditins which impact fewer than six blcks and which, in the judgment f the Cuncilmember f the District and after cnsultatin with the Parking Administratr, deserve immediate relief until a permanent slutin can be fund." TPPDs are limited in duratin t a maximum f 12 mnths frm the date f apprval f the reslutin and can be renewed administratively annually until either a permanent slutin is fund ur the prblem ceases t exist. DISCUSSION On March 11, 2015, Cuncilmember Mike Bnin sent a letter requesting the establishment f this Temprary Preferential Parking District. The District will prvide immediate relief t residents living near the university frm excessive parking impacts caused by campus visitrs trying t avid parking fees. Cmplaints have escalated since 2013, which was after the university adpted its Master Plan in 2008. COORDINATION Cuncilmember Mike Bnin and his staff cnsulted with LADOT regarding the parking prblems in this area and cncluded that a TPPD is the best pssible slutin t address the residents' parking cncerns at this time. FISCAL IMPACT STATEMENT Revenue frm the sale f permits will cver the cst f implementing and administering TPPD N. 224. Since 2013, Cuncil District 11 (CD11) has received numerus cmplaints frm residents n these streets citing that visitrs are mnplizing parking spaces due t these changes, ften blcking driveways. Residents n Gergetwn and Regis have had t create their wn ways t reduce the parking impacts such as placing cnes next t their driveway t prevent blcked access. In 2014, Temprary Parking District N. 177 was established n neighbring streets t ffer a temprary ptin t the prblems until a lnger term slutin is reached. I wuld like t ffer the streets listed abve a similar ptin t relieve the residents f their parking trubles.
