REQUEST FOR INFORMATION ON ENVIRONMENTAL CONTROL (EC) WITH AUXILIARY POWER UNIT (APU) IN TANK T-72 1. The Indian Army is in the process of upgrading T-72 tank fleet with Environmental Control (EC) with Auxiliary Power Unit (APU). 2. A large fleet of T-72 tanks would require to be fitted with Environmental Control with APU and hence the information may be specifically provided in the reply to the request for information (RFI):- (a) Original Equipment Manufacturer (OEM) status of the equipment. (b) Names of the firms (if any) that have been authorized by the OEM to deal with the Indian MoD. Willingness of the firm to provide the equipment for trials on No Cost No Commitment basis. (d) Level of technology that the firm would be willing to transfer to a firm that will be nominated by Indian MoD. (e) Willingness of the firm to accept the offset clauses as enshrined in the DPP-2008. (f) Willingness of the firm to participate in the procurement process in accordance with DPP 2008/amendment to the DPP 2008 issued from time to time. 3. A questionnaire giving specific inputs for the proposed upgradation is given in Appendix A and in addition a Performa to be filled by the vendors is attached as Appendix B. 4. You are requested to respond to this RFI within one month from the date of placing the same on the Website.
Appendix A (Ref RFI for Environmental Control (EC) with Auxiliary Power Unit (APU) for tank T- 72) PHYSICAL CHARACTERISTICS 1. Is the environmental control system with APU an integrated and compact system? 2. Can the main assemblies of APU, heat exchangers and pump etc be placed in the present location of SPTA/assembly box outside the tank with only the cooling units and ducts inside the air compartment to direct cool air at entire crew station viz driver, gunner and commander and electronic systems/subsystem in the vicinity. 3. Does the system change the silhouette of the tank in vertical plane or foul with existing features on the tank? 4. Does the system operate from the mains, 24V output? 5. Is the system protected from small arms fire and splinters? 6. Is the system rugged enough to withstand the normal hazards of cross country move in plains, semi desert and desert terrain? 7. What is the min life of the system? 8. Does the system comprise sealed units and is water resistant upto 1.5 meter depth (when tank is carrying out medium fording operations)? 9. Is the system dust proof and fully tropicalised? 10. Does the fitment of the system jeopardize the combat effectiveness of the tank in any way? 11. Does the air conditioner conform to the following specifications:- (a) Type : Split? (b) Air Circulation : Closed cycle with air intake from crew compartment? Final inside temperature desired : 25º±5ºC? (d) Relative Humidity of cooled air (%) : 30 to 75? (e) Maximum air speed in the operator s area (m/s) : 0.5? 12. Does the power unit (APU) conform to the following specifications :- (a) Rating capable of catering to the power requirement of air conditioner designed to maintain a temperature differential of 25º± 5ºC? (b) Capable of operating the following system of the tank in silent mode :- (i) Operation of night vision Devices and Thermal Imaging Sights / Fire Control System? (ii) Operation of Day Gunner Sight and LRF? (iii) Operation of Gun Control Equipment including power traverse? (iv) Operation of Radio Sets including tank intercom? (v) Battery charging? (vi) ALNS/GPS? T-72? (d) Does the power unit run on the same fuel, oil and lubricants as used by the tank Does APU give output of min 10 KW?
OPERATIONAL AND MAINTENANCE CHARACTERISTICS Essential Characteristics of Environmental Control with Auxiliary Power Unit (The System) 13. Is the system compact and easily stored on the turret with minimum components inside the crews compartment? 14. Does the system foul with existing features of the tank or hinder the movement of gun during normal mode or in stabilized mode? 15. Is the system protected from small arms fire? 16. Is the system capable of operating without loss of sealing for an underwater depth of 1.5 metres while medium fording? 17. Does the system involve any cutting of armour or compromise the overpressure system of the tank? 18. Does the system operate efficiently in a temperature range from -10ºC to ± 55ºC? 19. Is the system light and robust and capable of all weather operation? Environmental Control Unit (ECU) 20. Is the ECU capable of providing the final inside temperature of 25º± 5ºC in closed down condition? 21. Does it provide adequate cooling inside the crew compartment for efficient functioning of the electric system / sub systems in the ambient temperatures obtaining in our deserts, semi deserts and plains in all seasons? 22. Is the ECU capable of operating continuously for minimum 10 hrs without affecting its efficiency? 23. Is the ECU easy to retrofit onto a T-72 tank at field workshop level? APU 24. Is the APU capable of concurrently operating all systems of the tank in silent mode as mentioned at Para 12 (b) for a minimum period of five minutes. 25. Is the APU capable of operating NVDs, Gunner Sight, ECU and radio set including intercom for four hours followed by a rest of 30 minutes and again an operation of four hours? 26. Is the APU compact and fitted outside? Is if the capable of being installed in the field. Does the APU :- (a) Increase the height of the tank? (b) (d) Protrude beyond the hull dimensions? Protected from splinters and Small Arms Fire? Foul with the azimuth and vertical move of gun tube and turret? 27. Is the APU air cooled / water cooled and diesel driven? 28. Is the APU compatible with concerned assemblies of the T-72 tanks? 29. MTBF of APU should not be less than 6000 hours of operation and MTTR should be 4 hours. 30. Does the APU have an inbuilt overload protection system? 31. Does the APU provide at least two spare output jacks to facilitate connection of additional equipment that may be installed on the tank after the APU has been installed?
32. Does the APU system have adequate test/inspection points/lights and built in gauges for checking performance fault findings? 33. Does the APU have a standby starting system apart from the main starting system? 34. Do the generator, accessories and cables cause EMI to other electrical equipment fitted in the tank? Maintenance 35. Does the system involve minimum maintenance and are the parts easily replaceable by the tank crew? 36. Is the equipment modular in design? 37. Is adequate literature and informative material for reference by user and EME for preparation for Engineering Support Documents available? Will the following be provided :- (a) User s manual?
