Controversy prevailed as the Kansas House of Representatives stripped the contents out of a Senate Bill and replaced the content with their version of the school finance bill and sent it to the Senate for an up or down vote. The Senate passed the bill on a 21-19 vote. The school finance legislation now awaits the Governor s signature. The bill has a $525 million price tag over the next five years with no new tax increases. The Kansas Supreme Court ordered the Legislature to come up with a constitutional school finance formula and do so by April 30, 2018. The Legislature will return April 26th for what is known as the veto session and will have to pass the overall State budget. Of particular interest to CDL holders is the bill that changes the duration a CDL is valid from 4 years to 5 years. This change will bring the Kansas CDL in line with the TSA background checks for those that have a hazardous materials endorsement. TSA background checks are valid for 5 years. The bill currently awaits the Governor s signature. Additionally, both the House and Senate have passed their versions of a Transportation Task Force to provide input on a new long-term transportation plan. Each side has a different view of what the task force should look like. The bill remains in Conference Committee and will be addressed during the veto session. While KMCA does support creation of a transportation task force, we have major concerns about the size and make up of the task force. In one version, the task force is made up of numerous groups that stand to benefit financially from a new transportation plan with very few representatives that will actually pay the final bill. KMCA will continue to monitor this legislation and report back to the membership in our May legislative wrap up. The truck platooning legislation requested by KMCA will be re-introduced in the 2019 Session of the Kansas Legislature allowing more time to educate lawmakers, the Kansas Department of Transportation, the Kansas Turnpike Authority, Kansas Highway Patrol and our membership. Peloton Technologies made a presentation to member of State agencies in the morning of April 19th and then to the KMCA Board of Directors that afternoon. Safety Awards 2018 The annual Kansas Motor Carriers Safety Banquet was April 19th in Topeka. A new Kansas Road Team was inducted, and the winners of the fleet safety, safety professional and driver of the year contests were announced. Kansas Road Team This year marks the 25th anniversary of KMCA s Kansas Road Team Captain Program. Since its inception in 1993, 73 professional truck drivers have served as Captains of the Kansas Road Team. In addition to driving for a living, these drivers will be ambassadors for the trucking industry and appear before driver education classes, high school career day programs, Kansas Highway Patrol trainees, and other events to effectively present our message about the importance of sharing the road with trucks and the value of a strong trucking industry. The Kansas Motor Carriers Association also honored the outgoing Kansas Road Team by giving them crystal trucks engraved with their name, company and road team tenure. Safety Professional of the Year Jody Crouch of Sedona Trucking The Safety Management Council continues a program to recognize exemplary effort demonstrated by a safety professional. Company safety directors have the responsibility of balancing company operational objectives while overseeing a professional driver corps and encouraging and modeling a safety culture. In selecting the 2017 Safety Professional of the Year, the judges were particularly impressed with the dedication of Jody Crouch of Sedona Trucking. Jody is an owner who is responsible for many aspects of the business. She handles accounting duties, human resources, dispatch as well as ensuring the company maintains high safety levels. In her down time, she give back to her community by being a city council member, a volunteer with their church s bible school and being a substitute school bus driver. The step van class has an unique form for registration. The step van class is not eligible to win the team or grand championship categories. 2. Stopwatches are no longer allowed for usage during pre-trip or on the course. A wrist watch is allowed. 3. Drivers may bring flashlights to help with their pre-trip inspection. 4. Equipment drop off will take place at the course location this year. A golf cart will be available to take you back up to the hotel. 5. A cookout lunch will no longer be provided on Saturday. Food trucks will be on location and have food available for purchase. Please ensure that your drivers and their families are aware of this change.

I acknowledge that I am not in the employ of ATA or a State Trucking Association. 2. Both as to myself and my heirs and personal representatives, I release ATA, its directors, employees, agents and/or any of its affiliates and the State Association noted above, its directors, employees, agents and/or any of its affiliates from any and all liability and any right of action that may arise from any damage or injury which I may receive while attending or participating in said State or National TDC or National SVDC. 3. I grant the State Association noted above and ATA and its designated agencies exclusive right to make use of information about myself and of photographs supplied with this entry form, along with photographs subsequently taken under ATA s direction, in publicity and advertising activities. I further agree to make myself available for publicity enterprises arranged by ATA, with newspaper and magazine writers and radio and television personnel. 4. I grant State Association noted above and ATA the right to exam my CDL and MVR for the purposes of determining my eligibility to compete at both the State and National TDC or SVDC. 5. I will be bound by all orders, rules and regulations governing ATA s National and/or its affiliates TDC or SVDC while participating in said competitions. CERTIFICATION BY CONTESTANT. I certify that during the 12 months prior to the 2018 TDC: 1. I have been continuously employed as a truck or step van driver by my present employer [exception: 11 of 12 months if previous employer went out of business and all other eligibility requirements are met]; and 2. I have driven and performed the regular duties of a truck driver or step van driver for at least 11 of the 12 months, and that my regular duties of a truck driver or step van driver constituted not less than 60% of my work hours and at least 1200 hours annually. 3. I have not been involved in a fleet motor vehicle or motor carrier vehicle accident in the course of such employment. 4. I have the proper class Commercial Driver s License (if a SVDC applicant, not required), plus required endorsement(s) for the class of competition indicated above. 5. That I hold a CDL from or have been occupationally domiciled in the state of. Occupational domiciled means the terminal, garage or other operating base from which the driver normally and usually works and/or issupervised. 6. That the class of competition I am entering in 2018 is not a class in which I won at the state or regional TDC and/or competed at the National TDC in 2016 and 2017 or 2015 and 2016; or if I am entering the step van class, I did not win the state or regional TDC and/or compete at the National SVDC in the step van class in 2016 and 2017. I understand that after winning two consecutive years at the State TDC and/or competing two consecutive years at the Nationals in that same class of competition, I am not eligible to compete in that same class for one year if a step van competitor and two years if a competitor in any other class. 7. I further certify that I have not received any form of pay, bonus, prize or other consideration for time spent in practice as set forth in the ATA Truck Driving Championships Rules and Procedures, State and National. 8. I agree that if I compete and win the State TDC, that I will compete at the National TDC or SVDC (as applicable), unless disqualified or am detained due to a medical emergency, in which case I will notify the applicable State Trucking Association immediately. 9. I acknowledge that any misstatement made with respect to my eligibility for the TDC or SVDC competition may result in the forfeiture of my right to compete or in my disqualification from said competition. 2018 Truck Driving Championships Meal Ticket Order Form All meal tickets must be purchased by June 14th. We recommend one person in your company be responsible for completion of this form. Send in only one copy as soon as possible. Be sure to include family members of the drivers. If you purchase meal tickets before the registration deadline of June 1, 2018, you will receive early bird pricing. Lunch and dinner will be provided on Friday for the contestants in addition to the Saturday evening banquet. Saturday lunch is no longer provided, however, we will have food available for purchase on site. Safety directors, company officials, spouses, children, guests, etc. need to purchase meal tickets for the Friday evening meal and Saturday evening banquet.
