INVITATION AND NOTICE FOR BIDS ONE 2009 OR NEWER HYDRAULIC DETACHABLE GOOSENECK TRAILER-(aka LOW BOY) w/trade-in You are herewith notified that it is the intent of the Nampa & Meridian Irrigation District to purchase the following: One 2009 or Newer Hydraulic Detachable Gooseneck Trailer-(aka low boy) w /Trade In By requirement of Idaho Code Section 43-901: "All bids shall be presented or otherwise delivered under sealed cover to the secretary with a concise statement marked on the outside thereof generally identifying the expenditure to which said bid pertains. All bids shall contain one (1) of the following forms of bidder's security: a. Cash; b. Cashier's check made payable to the irrigation district; c. A certified check made payable to the irrigation district; d. A bidder's bond executed by a qualified surety company, made payable to the irrigation district. "The security shall be an amount to at least five per cent (5%) of the amount bid. A bid shall not be considered unless one (1) of the forms of bidder's security is enclosed with it, and unless the bid is submitted in a form which substantially complies with the form provided by the irrigation district. "Any bid received by the irrigation district may not be withdrawn after the time set in the notice for opening of bids. All bids received must be opened at the time and place set in the notice inviting bids, and no person shall be denied the right to be present at the opening of the bids. "If the successful bidder fails to execute the contract," within seven (7) days after receiving the Notice of Award, "the amount of his bidder's security shall be forfeited to the irrigation district........." GENERAL BID SPECIFICATIONS 1. INVITATION FOR BIDS Sealed bids will be received at Nampa Meridian Irrigation District received before the hour of 5:00 p.m. on the 28th day of September 2012, prior to bid opening. for furnishing and delivery of a Trailer in accordance with the specifications set forth herein and the other terms, conditions and instructions to the specifications attached hereto and made part hereof as though fully set forth herein. Said equipment shall include all items necessary for efficient operation whether or not specifically mentioned in these specifications. INTENT OF CONTRACT Furnish and deliver to Nampa Meridian Irrigation District a machine that meets or exceeds the specification of this proposal. Only Trailers with a manufacture date of 2009 or newer will be considered in the award. 3. BASIS OF AWARD Award of contract by Nampa Meridian Irrigation District will be based upon most responsible bid submitted. Consideration will be given to purchase price, delivery date, parts and service facilities, analysis and comparison of equipment specification details, and past experience of Nampa Meridian Irrigation District with similar or related equipment. Nampa Meridian Irrigation District reserves the right to reject any or all bids as authorized by law and to award the contract to other than the lowest bidder at its discretion, in the best interests of the Nampa Meridian Irrigation District. 4. BID BOND The bid must be accompanied by a certified check or bid bond payable to the Nampa Meridian Irrigation District in the sum of five (5) percent of the amount of the bid price. These guarantees to Nampa Meridian Irrigation District the successful bidder will deliver a machine in accordance with the specifications. BIDDER SERVICE FACILITIES The bidder shall satisfy the purchasing official that they maintain a store or branch within 80 miles of the working location of the machine, staffed with qualified servicemen, and with provisions for storing a representative supply of parts for the entire machine offered and with provisions for securing parts from the manufacturer within a reasonable length of time. Guarantees of this nature will be considered. 7. TRADE-IN The District has a 1981 Trailking Model 1503-4100 Trailer - Serial# 82447 for trade-in.
