1 Executive Summary Exports to China: A key driver of US economic growth China continues to be an important contributor to US economic growth. In 2014, US exports to China totaled $120 billion, making it the third-largest export market for US goods behind Canada and Mexico, our neighbors and NAFTA partners. Though the value of US exports to China last year was largely unchanged from 2013, China s market continues to be a top destination for US goods. On average, US exports to China grew by nearly 13 percent annually over the past 10 years. Comparatively, US exports to Mexico, Germany, and the United Kingdom averaged 8.1, 4.3, and 3.6 percent annual growth, respectively. Over the last decade, US exports to China have grown faster than exports to any other major US trading partner. From 2005 to 2014, US exports to China increased 198 percent. That is greater than growth to any of the other top ten US export markets, including the two largest US trading partners, Canada (47 percent growth) and Mexico (102 percent growth). China s economy is undergoing important changes that have resulted in a slowdown in GDP and trade growth. As China s market matures, that growth is likely to remain at lower rates than seen in past years. At the same time, China is seeking to rebalance its economy toward a consumerdriven growth model. With this shift, US companies are expected to have broader opportunities to export more goods and services to meet the needs of China s growing middle class. Exports play an essential role in the US economy and job growth. In 2014, US exports to China helped support a wide range of industries including transportation equipment, crop production, computers and electronics, and chemicals, along with export-related jobs in America s port cities. Not only are exports vital to the health of US industry, global exports also supported 11.7 million US jobs in 2014, according to the US Department of Commerce. China: An important market for US goods Forty-two states experienced at least triple-digit export growth to China since 2005, and five states saw export growth of more than 500 percent over the same period. China was among the top three export markets for 39 states in That includes states that are not usually associated with strong China trade ties, including Minnesota, Michigan, New York, Alabama, Ohio, and South Carolina. In 2014, thirty-one states exported more than $1 billion to China. 2015, The US-China Business Council

2 While larger states like Texas and California saw significant growth in exports to China, smaller states benefited, too. Delaware, Kentucky, West Virginia, and Nevada all experienced more than 300 percent growth in exports over the past decade. US exports to China are strong, but more can be done to strengthen trade China is a significant market for US exports, but the United States has a very small share of China s overall market. The US share accounted for nearly 8 percent of China s total imports unchanged from 2013 trailing behind China s purchases from the European Union, South Korea, and Japan. That market share represents a decline from 2000, when the United States held a 10 percent share of China s import market. To help boost US exports to China and regain lost market share, policymakers should increase funding for a number of US agencies that provide assistance to US industry, both by lowering market barriers and identifying opportunities for US goods and services abroad: o Export-Import Bank (Ex-Im): Ex-Im provides financing to foreign buyers of US products, enabling them to purchase US goods through a variety of initiatives and financing options. Companies from competing markets often have access to similar types of financing, making Ex-Im a valuable resource and one that helps US companies compete on a level playing field in international markets. o o o Office of the US Trade Representative (USTR): USTR is a key agency focused on removing market access barriers that threaten to restrict US exports. The agency also provides critical monitoring and enforcement capabilities that help ensure US trading partners abide by international trade rules. Foreign Commercial Service (FCS): FCS helps US companies of all sizes find new export opportunities in international markets. State and Local Organizations: State and local initiatives help US companies engage in foreign markets, while supporting business development opportunities between American and Chinese companies. Broadening local resources will help companies advance their business objectives abroad, while facilitating the business-to-business ties that are critical to successful private-sector partnerships. 2015, The US-China Business Council

4 Notes on the Edition Methodology This year s edition of the US China Business Council (USCBC) US Exports to China by State report uses data provided by The Trade Partnership, an economic research firm. Each year, US Exports to China by State provides a separate breakdown of each state s exports to China. The national export totals include the export data for each state and for Washington, DC. Export figures included in this year s report are based primarily on data from the US Census Bureau, the US Department of Agriculture (USDA), and Moody s Analytics. Export figures are classified according to the US government s North American Industry Classification (NAICS) system. As historical data from each of these sources is revised annually, this issue of US Exports to China by State replaces all prior editions. Similar to last year s edition of US Exports to China by State, this report uses a methodology that credits agricultural exports to states where crops are grown as opposed to states with large ports where bulk commodities are aggregated prior to export. A detailed explanation of the methodology is available at and cdxjobs/. Additional notes on export categories: NAICS 334 (Computers & Electronics) One adjustment to the 2014 export data of note is that the US Census Bureau has changed its classification of pre packaged software from (NAICS) sector 511 (now encompassing Publishing Industries [not Internet]) to NAICS sector 334 (Computers & Electronics). Historical data were not changed, so it may appear that states experienced a drop in software exports in NAICS 511 from 2013 to 2014, but those exports would still be captured in NAICS 334 data. NAICS 339 (Miscellaneous Manufacturing) According to the Census Bureau, Miscellaneous Manufacturing includes a wide range of products that cannot readily be classified in specific NAICS subsectors in manufacturing. Establishments in this subsector manufacture products as diverse as medical equipment and supplies, jewelry, sporting goods, toys, and office supplies. NAICS 910 (Waste & Scrap) The Census Bureau includes a variety of second hand scrap and recycled materials in this export classification, including ferrous metals, copper, aluminum, paper, wood, and sawdust. Many of these products are used by China to produce rebar steel and packaging materials. 2015, The US China Business Council

In 2014, US exports to China reached nearly $121 billion. China is currently the United States third largest export market. Though US exports to China grew more slowly in 2014 than in previous years, US exports to China have grown faster over the last decade than exports to any other top US trade partner. Hong Kong is often a throughpoint for US exports ultimately destined for China. In 2014, combined US exports to Hong Kong and China totaled over $159 billion.

China remains the third largest market for US exports, behind Canada and Mexico, two countries with which the United States has a regional trade agreement. At the same time, export growth to both Canada and Mexico has been significantly slower over the past decade, compared to China. In 2014, the top US exports to China included transportation equipment, crops, computers and electronics, and chemicals. Note: Rankings are based on export data for 2005 and 2014, comparing the top 10 markets for US exports. Rest of World export growth for this page is calculated using the cumulative sums for US exports to all remaining markets (non top 10) for those years.

The United States overtook Taiwan in 2014 as China s fourth largest source of imports, after falling behind it in Though China s imports of US goods grew by around 4 percent from , other major trading partners like the EU saw 11 percent growth over the same period. Though US exports to China have grown significantly over the last decade, US imports to China in 2014 accounted for around 8 percent of China s total imports. That is down from 2000, when the United States held a 10 percent share of China s import market. To help boost US competitiveness abroad and reclaim the lost share of China s market, American policymakers should consider taking further steps to strengthen key US agencies that help break down market access barriers and help US producers market their goods overseas. Those agencies include the Office of the US Trade Representative, US Foreign Commercial Service, and the US Export Import Bank. Note: Data for this chart are based on PRC government statistics.
