2 I ll be talking to you this morning about the Pre Employment Driver assessment along with a little background on the department. Talk about an exciting title to a briefing 2

3 ASL, we currently have 179 ASL 28 yard vehicles plus 5 33 yard vehicles originally just Hiel body style but now we are exploring the Scorpion body style as well. The Scorpion arm is a horizontal extension where the Hiel is a vertical elbow type system. The Scorpion is also a tilt dump which is a change from having an ejector blade. Cab models include Autocar, Craincarry and Mack 3

4 Our rear load fleet consist of 49 vehicles, mostly 25 yard with a few 9, 10 and 16 yard for alley collection and downtown curbside and recycle collection. These vehicle will pick up out of cycle and leaf collection as well. 4

5 Our brush sections has 61 grapplers, a small number have roll off containers such as this one, the majority are fixed box vehicles. Freightliner and Sterling are the primary cab manufacturers 5

6 We have a variety of models and styles of tractor trailers in our brush section. Primarily Freightliner, Sterling and International. 6

9 Not all accidents are our fault. We had just entered the freeway when a vehicle in the next lane thought it d be a good time to change lanes. 9

11 Collectors coming in on their off day to get experience driving the vehicles. No formal process just come in and practice. Updated policy would no longer allow employees to volunteer resulting in the employee having to be on the clock to be able to drive city vehicles. As we transitioned to automation we lost our pool of future drivers resulting in outside unknown applicants. We also discovered a need for personnel dedicated to training on the new automation vehicles. 11

13 The H.R. Process Lets talk about this for a moment. How many of you lay awake at night wondering when you ll get to start the hiring process? How many of you sit at your desk hoping after hope that a co worker will call you asking you to sit on the interview panel all day, several days. How many of you anxiously await the qualified list from H.R. to arrive either by or hard copy with 500 qualified applicants for 3 positions And then once you get the list you wonder what qualifications H.R. was using One of the things we ve noticed is that on occasion an applicant makes it through the screening process with out having the correct license. We ve had applicants show up with a CDL permit, looks like a CDL because the letter A is shown next to Class of license but there is no Commercial at the top of the license. Scheduling the assessment. When we first started, we would contact the applicant and tell them to show up to the course and we would run them through the course. If they satisfactorily completed the course then they would be called back for an interview. We ve transitioned from that to having an office trailer on site and conduct the interviews at the same time. Saves time expediting the hiring process. Involving the trainers. This is a group effort. I ve mentioned we have 4 trainers, it takes all 4 to bring the CMVs the course, the office trailer and set up the course for the test. This is usually done the day before so we can show up the morning of the assessment and be ready to go. Always anticipate something going wrong. Setting up the training site 13

14 The course is roughly an acre and half in size with nothing around it in case the applicants or our employees get a little creative. We have a travel trailer we use for on site interviews 14

16 We have two CMV vehicles set up, one for the pre trip inspection and one for the driving course The entire process usually takes an hour. We schedule applicants every 15 to 30 minutes. This process is only used for rear load and side load positions. Our brush section requires 3 years experience in a Class A vehicle. Applicants sign a waiver. We ve begun to do a more detailed inspection of the license at this point. Our most recent applicant had an airbrake restriction on his license. 16

19 After the applicant has signed in, signed the waiver and we have inspected their license we start with the pre trip inspection. We tell the applicant to start where ever they want and describe in as much detail as possible what they are checking for and why. We don t show the form because there is only a limited number of things identified. If they come up with additional items its noted. Missing any of the items listed doesn t look so good. Only saying I m checking the lights and not which lights and for what tends to look bad. During the actual skills portion one applicant drained the air tanks trying to back up in a straight line. Not a positive indication. Another applicant blew past every stop sign. When asked he stated oh just a bad habit I have. 19
