1 Moraga-Orinda Fire District Fire Prevention Division Subject: Fire Apparatus Access Roads Approved by: Fire Marshal Kathy Leonard Reference: CFC 2016, MOFD Ordinance Standard Number: Effective Date: January 1, 2017 Revised Date: January 1, 2017 Fire Prevention Division Standard Scope Purpose Definitions This standard describes the local application of California Fire Code Chapter 5, Section 503, as amended by Moraga-Orinda Fire District Ordinance The provisions contained in this standard are the minimum requirements for fire department access. The requirements are necessary due to the nature of the climate, topography and geography that exist within the Fire District. The requirements provide for adequate access in order for timely emergency response by fire apparatus responding within the service area of the Fire District. ALL WEATHER DRIVING SURFACE is asphalt, concrete or similar approved surface roadway designed to carry the imposed weight load of 20,000 pounds per axle (9077 kg) (H-20 Cal-Trans design standard). COMBUSTIBLE CONSTRUCTION is when combustible construction materials are erected in a vertical position. FIRE APPARATUS ACCESS ROAD is any improved roadway required of any project or development to provide Fire District vehicle access and circulation within 150 feet (45,720mm) around the exterior of the building. TRAFFIC CALMING DEVICES are design elements of fire apparatus access roads such as street alignment, installation of barriers, and other physical measures intended to reduce traffic and cut through volumes, and slow traffic speeds. General Fire apparatus access roads shall be provided in accordance with California Fire Code Chapter 5, Section 503 and as further amended by local ordinance for every structure constructed within with jurisdiction.

2 Exception: Pool houses without attached dwelling units and cell sites without buildings. Fire apparatus access roads shall be installed and serviceable prior to any combustible construction on the project. Upon completion of the road improvements, a Fire District inspection and approval is required prior to combustible construction. The minimum number of fire apparatus access roads serving residential development(s) shall be based upon the number of dwelling units served and shall be as follows: units, one public or private access road units, one public or private access road and one emergency vehicle access road units, a minimum of two public or private access roads. The Fire District may require more than one fire apparatus access road based on the potential for impairment of a single road by vehicle congestion, condition of terrain, climatic conditions or other factor that could limit access. Fire apparatus access roads shall be designed and maintained to support a minimum load of 20,000 pounds per axle (9077 kg) (H-20 Cal-Trans design standard) and shall be provided with an all-weather driving surface as specified in this standard. Fire apparatus access roads serving 1 or 2 dwelling units on parcels exceeding 5 acres (2.02 ha) shall be in accordance with the Contra Costa County Rural Road Design Standards dated May 2, Fire District key boxes and key switches shall be provided in accordance with CFC Section 506. Specifications and Limitations Fire Apparatus Access Roads shall have an unobstructed minimum width of not less than 20 feet (6096 mm) and an unobstructed vertical clearance of not less than 13 feet six inches (4115 mm). Exception: a fire apparatus access road serving only 1 or 2 dwelling units may have a minimum width of 16 feet (4877 mm). When using this exception modified fire apparatus turnaround configuration as noted in Figures A through C, noted below shall be used.

3 The dimensions shown are minimums, curves and topographical conditions could alter these baseline requirements. A fire apparatus access road shall extend to within 150 feet ( mm) of the most remote first floor exterior wall of any building or structure. The 150 foot distance shall be measured along an approved accessible path of travel around the exterior of the building as determined by the Fire District. A fire apparatus access road shall have a minimum turning radius of 28 feet (6096 mm) inside and 48 foot (12,192 mm) outside diameter. The grade of fire department access roads with asphalt surface shall not exceed 18 percent. Grades between 16 percent and 20 percent may be permitted when a finished surface of grooved concrete is provided for water run-off and traction. Design for grooved concrete shall be ½ inch (13 mm) wide by ½ inch (13 mm) deep and 1 ½ inches (38 mm) on center with a degree angle to the centerline of the roadway in accordance with Contra Costa County Driveway Grooving requirements and approved by the Fire District. Note: Other surfaces may be used if the skid resistance is equivalent to or better than grooved concrete as certified by a registered engineer and approved by the Fire District. Surface must also be approved by Contra Costa County, City of Orinda or Town of Moraga as applicable prior to construction. Except in roadway sections serving a fire hydrant or required fire apparatus turnout, grades greater than 20 percent may be permitted with the expressed written approval of the Fire Marshal provided that the length of the roadway does not exceed 100 feet (30,480 mm) and the sections immediately preceding and proceeding that portion of the roadway for a distance of 200 feet (60,960mm) on both sides has a grade not greater than 15 percent. Cross slopes shall not exceed 8 percent. The angle of approach and departure from a fire apparatus access road shall not exceed 10 percent in front and 10 percent rear.

4 A fire apparatus access road designed to be a minimum 20 feet (6069 mm) in width shall be provided with an outsets adjacent to and in front of fire hydrants providing a 28 foot (8535 mm) wide roadway for at least 20 feet (6096 mm) in both directions from the centerline of the fire hydrant. (See figure D below). The dimensions shown are minimums, curves and topographical conditions could alter these baseline requirements. A fire apparatus access road 150 feet (45,720 mm) or more in length shall be provided with a turnaround provision at its terminus or as approved by the Fire District. Standard fire apparatus turnarounds shall be designed as shown in figures E through G.

Fire apparatus roadways, turnarounds, turnouts and outsets shall not be obstructed in any manner, including the parking of motor vehicles. These areas are designated as fire lanes and shall be posted with signs and red curbs indicating No Stopping Fire Lane CVC To accommodate parking of motor vehicles fire apparatus access roads shall be of the following widths: - Parking of motor vehicles on both sides of the roadway, the roadway shall be a minimum of 36 feet (10,973 mm) in width. - Parking of motor vehicles on one side of the roadway, the roadway shall be a minimum of 28 feet (8535 mm) in width. - Parking of motor vehicles in areas designed for fire apparatus turnarounds, turnouts, and outsets shall be provided outside of the designated areas and approved by the fire district. Fire apparatus roadways serving buildings 35 feet (10,668 mm) to 75 feet (22,860 mm) in height (building height determination as defined in California Building Code Section 502), above natural grade, the required fire department access road shall be a minimum of 26 feet (7925 mm) in width and shall be positioned parallel to at least one entire side of the building.

6 BUILDINGS OF 35 OR MORE IN HEIGHT The dimensions shown above are minimums, curves and topographical conditions could alter these baseline requirements. The inside curb shall be a minimum of 20 feet (6096 mm) and a maximum of 30 feet (9144 mm) from the building. Where a fire apparatus access road serves a commercial or multi-family residential structures which exceed the 35 foot (9,144 mm) height threshold, and is 150 feet (45,720 mm) or more in length, an approved fire apparatus turnaround shall be provided at its terminus or as approved by the Fire District. In these situations the fire apparatus turnaround shall be designed as shown in figures H to J. The dimensions shown above are minimums, curves and topographical conditions could alter these baseline requirements.

7 Bridges serving 1or 2 single family private dwellings The minimum design standard for bridges that serve as an element of a fire apparatus access road serving 1 or 2 single family dwellings shall be as follows: - Bridges shall be constructed and maintained in accordance with AASHTO HB Design shall support a minimum live load of 40,000 pounds (18,144kg) per axle. (H-20 Cal-Trans Design Standard). - The bridge shall have a clear width of 12 feet (3658 mm). - There shall be a minimum of 15 feet (4572 mm) of vertical clearance. - The maximum vehicle load limits shall be clearly posted at both bridge entrances. Signs posted for maximum load capacity shall be a minimum of 16 inches high (406 mm) by 18 inches (457 mm) wide and made of a durable material approved by the District. Lettering to be black, a minimum of 6 inches (152 mm) in height with a ¾ inch (19.1 mm) stroke on a white background. Reflective materials are recommended. Bridges serving 3 or more single family private dwellings The minimum design standard for private bridges that serve as an element of a fire apparatus access road serving 3 or more single family dwellings shall be as follows: - Bridges shall be constructed and maintained in accordance with AASHTO HB Design shall support a minimum live load of 40,000 pounds (18,144kg) per axle. (H-20 Cal-Trans Design Standard). - The bridge shall have a clear width of 20 feet (6096 mm). - There shall be a minimum of 15 feet (4572 mm) of vertical clearance. - The maximum vehicle load of the bridge shall be clearly posted at the bridge entrance(s). 8 Gates The design for all gates across a fire apparatus access road shall be approved by the Fire District. Plans and specifications shall be submitted to the District for review and approval prior to construction. Gate specifications are as follows: - Width to be a minimum of 12 feet (3658 m), clear and unobstructed. - There shall be a minimum of 13 feet 6 inches (4115 mm) of vertical clearance. - Location of the gate shall have a minimum setback of 40 feet (12,192 mm) form the intersection to the driveway, which is deemed to be a fire access road and the roadway. Exception: gates at the end of a roadway or on roads with light traffic may have a lesser setback. All locking devices shall provide for Fire District emergency access by means of an electronic key switch keyed to the established Fire District master key system. All electronic gates crossing Fire District access ways shall comply with ASTM F2200. Temporary fire apparatus access roads The installation and use of a temporary fire apparatus access road in lieu of a permanent fire apparatus access road, when approved by the District, is limited to April 15 th through October 15 th in accordance with the Moraga-Orinda Fire District Ordinance. Traffic calming devices Traffic calming devices are prohibited unless approved by the Fire District. Design for all proposed traffic calming devices shall be submitted to the Fire District for approval.
