1 LIVERPOOL, DUBLIN AND GREENOCK CONTAINER TERMINALS SOLAS Container Weight Verification Regulation Effective 1 st July 2016, all laden export containers are required to have a Verified Gross Mass (VGM) declared by the shipper. The International Maritime Organization (IMO) will enforce globally the Safety of Life at Sea (SOLAS) convention requirements regarding the VGM of packed containers. In response to this requirement (to provide a VGM for every laden export container prior to being loaded on to a vessel) the following process will be applied and adopted across the Peel Ports container terminals in the UK and Ireland. The container terminals will install Dynamic Axle Weighbridges (DAW) at the terminal ingates to offer an in-process weighing service. This DAW in conjunction with the Mass in Running Order (MIRO) of the vehicle will be used to provide the VGM. How does it work? All HGV vehicles carrying containers into the terminals will be required to register a MIRO prior to arriving at the -terminal. The Haulage Company will be responsible for maintaining the MIRO at all times. At the in-gate the vehicle will pass slowly over the DAW whereby the system will determine the axle weights and therefore the total gross weight of the vehicle. The declared MIRO will then be subtracted to determine the VGM of the laden export container. The VGM will be updated at in-gate to the Port Community System. 1

3 Frequently Asked Questions 1. What is a Mass in Running Order / MIRO? In the case of a motor vehicle: The mass of the vehicle, with its fuel tank(s) filled to at least 90 % of its or their capacity(s), including the mass of the driver, of the fuel and liquids, fitted with the standard equipment in accordance with the manufacturer s specifications and, when they are fitted, the mass of the bodywork, the cabin, the coupling and the spare wheel(s) as well as the tools; In the case of a trailer: The mass of the vehicle including the fuel and liquids, fitted with the standard equipment in accordance with the manufacturer s specifications, and, when they are fitted, the mass of the bodywork, additional coupling(s), the spare wheel(s) and the tools. 2. How do I add a MIRO? At Liverpool, we will ask all hauliers to supply us with the MIRO for their vehicle and we will input the MIRO into the system for the first time. Thereafter hauliers will have the ability to add, edit and delete MIRO via the Community Access Portal (the same system used to create a Vehicle Booking). The haulier will have the ability to add a licence plate number and the MIRO weight, if this weight changes, for example a different trailer is used, this should be amended via the same screen. License plates that are used by multiple haulage companies will need a MIRO entered under each haulage company; on in-gating the licence plate associated to the correct haulage company will be used. For Greenock and Dublin the MIRO will be declared by the driver on booking in. 3. What if I am delivering empty container(s) to site, do I still need to complete my MIRO? Yes you will still be required to complete a MIRO, as the vehicle passes over the DAW a measured weight will be taken. This will provide an additional safety 3

4 measure to ensure the containers are within an empty tolerance; this will help to ensure that laden containers have not been mistakenly declared as empties. 4. What if a MIRO changes for a vehicle? After initially entering their MIRO, hauliers will have the ability to add, edit and delete MIRO via the Community Access Portal (the same system used to create a Vehicle Booking). The haulier will have the ability to add a licence plate number and the MIRO weight, if this weight changes, for example a different trailer is used, this should be amended via the same screen 5. Does the system comply with SOLAS Container Weight Verification Regulations? We have been involved in a detailed consultation process with the MCA and can confirm the chosen system complies with the SOLAS requirements for the UK. The requirements for the Republic of Ireland are yet to be confirmed. Our Dublin terminal is proactively progressing with the Peel Ports Group standard in preparation for the 1 st July What if a haulage company declares the wrong MIRO for a vehicle? The declaration and accuracy of the MIRO is the responsibility of the haulier and any errors or omissions in the MIRO process should be highlighted to Customer Services at the earliest opportunity. We are unable to verify the MIRO for vehicles; therefore it is important that the haulage company declares an accurate MIRO. 7. What if a vehicle arrives at the terminal with no MIRO? If a vehicle arrives at the terminal, the vehicle will be refused service until the MIRO is entered. 8. What happens if I have already supplied a VGM via MCP Destin8? If the container weight cannot be ascertained at the terminal, then the VGM supplied via MCP Destin8 will be accepted. For example: 4

5 Arrives as a twin twenty Is over width total width greater than 3.2m 9. What if my container doesn t need to be weighed? To ensure minimal delays at the terminal the weighing solution has been designed to be in-process therefore all vehicles will be weighed as they enter the terminal. Under the MCA Guidance Note MGN 534 (relevant to the UK) If a packed container is weighed at the port terminal facility, that is the gross mass that should be used for ship stow planning. 10. What if I have two 20ft laden exports on the trailers (or one laden and one empty)? If you are delivering two containers on one trailer (twin twenty) we are unable to weigh the containers individually to provide a VGM, therefore you will need to make alternative arrangements to weigh the container outside of the terminal. We will only accept containers that have been pre-declared via MCP Destin What is a Dynamic Axle Weighbridge (DAW)? A DAW is a system which measures both the discrete mass as it passes over the weighing platform and accumulates a total weight. The axle weighbridge is typically 3m wide x 0.7m in length and it is suitable for weighing at speeds in the range 0 km/h to 15 km/h. A controlled speed during weighing of 5 km/h is specified in most national legislation and will be enforced at the Port of Liverpool and Dublin 12. How accurate is the DAW? The accuracy of the DAW falls within the requirements of the MCA, the enforcing body for the SOLAS requirements in the UK. The achievable accuracy class on the type of DAW chosen by Peel Ports Group is within 0.5%. 13. Will I lose my booking slot if my weight errors due to overspeed? 5

6 At this time there is no intention to penalise vehicles, however you will be exited from the terminal to go back round the system. In peak periods this could result in additional queuing and in rare occasion missed slots - this will be assessed on an individual level. 14. What if I change the unit or driver for the job booked in at the terminal? At Liverpool when a vehicle enters the AutoGate the MIRO will be detected and tied to the lane transaction. Therefore we do not need to be pre-advised to which vehicle will be carrying out a job but the MIRO for the vehicle arriving onsite must be correctly declared in the system. For Dublin and Greenock the MIRO is declared by the driver when booking in. 15. How long will the process take and will it delay me at the terminal? The system has been design to complement the current AutoGate process and should not impact to the time taken to access the terminal. 16. What can go wrong with the dynamic axle weighing system? The most common error with the DAW system is a vehicle driving over the system too fast. The enforced speed for the system is 5km/h. Driving guidance: You should stop as directed; select crawler gear and proceed over the full length until your last axle has cleared the scales In a full automatic vehicle this would mean no pressure to be applied to an accelerator Vehicles which pass over the system too fast may find themselves exited from the terminal to re-enter at the correct speed. This may result in delays to the haulier. 17. What if I do not use Destin8? All containers entering Greenock and Liverpool will be advised via Destin8. For more information on Desint8 go to 6

7 At Dublin the VGM will be accepted as part of the standard EDIFACT messaging and a Standardised Weight Declaration Docket will be accepted. 18. What is the difference between the AutoGate at Liverpool, Dublin and Greenock? The Port of Liverpool Container Terminal uses a different Terminal Operating System to Dublin and Greenock; but the collection of data and logic applied is the same. The final weighing solution for Dublin and Greenock is to be confirmed. 19. What if the VGM is out of the tolerance range? We will be monitoring this area closely and recording differences between the declared VGM and the weight recorded at the terminal. To allow for a familiarisation period we will not be charging for a VGM out of tolerance before 1 st September Before we start to raise any charges for this service we will provide further information of acceptable tolerance levels. 20. Will I be charged for this Service? Peel Ports have invested in a container weighing solution that not only complies with IMO regulation but that will provide a robust and efficient service for its customers. From the 1 st July 2016 the following charges will apply: Charge UK Ireland Administration fee VGM in Tolerance VGM not in Tolerance VGM not Supplied What is the administration fee for? An additional administration fee will be applied to each vehicle entering the terminal to cover the administrative costs incurred during the new container weighing process. 7

8 22. Who will be charged for this Service? Liverpool and Greenock VGM charges will be invoiced to the Destin8 declarant badge holder unless provided by a third party i.e. a shipper, exporter, freight forwarder or haulier. Where the shipping line has permitted third-party updates, a VGM exporter badge code will enable a third-party to update VGM information directly in Destin8. Further information is available from the Maritime Cargo Processing plc website at (Info & Support). Dublin The options for invoicing through a VGM Exporter Badge Code are not available in Dublin and the charges will have to be raised against the shipping line. 23.
