2 SAFETY MESSAGE Road conditions vary during the day as does volume of traffic. Stay alert and be prepared for the unexpected. Some roads may not be signed adequately with radio channel or name. Use caution at all blind corners and narrow bridges. Most of the travel in this area will be on narrow side roads, in varying driving conditions, utilizing heavy goods vehicles and sometimes in the dark. The combination of these elements creates a high hazard potential; therefore, strict adherence to the policies within this guidance document is required. Obey the posted speed limit. The maximum speed should never exceed the condition of the road. DRIVE WITH EXTREME CAUTION, DRIVE TO THE CURRENT ROAD CONDITIONS AND DO NOT RUSH. 2
3 RULES OF THE ROAD DEEP BASIN, FOX CREEK AND GOLD CREEK Road users shall obey all posted weights, speed limits and bans imposed by the road owner. All loads hauled and all road users must adhere to the Provincial Transportation Rules and guidelines, which include but are not limited to mandatory seat belts and distracted driving legislation. All vehicles must travel with all lights on at all times. No loaded heavy trucks shall pass any vehicle moving in the same direction. No vehicle shall stop or park on any bridge or road except in the case of an emergency. All accidents, incidents and near misses must be reported immediately to Shell who will communicate the incident to the appropriate road owner. All vehicles must slow down to 50 km/h when meeting oncoming traffic and passing road maintenance equipment. The maximum speed limit is 80 km/h, unless otherwise directed or posted. Discretion should be used where roads are narrow, at sharp corners, on steep hills and when meeting other vehicles. The maximum speed limit at all posted truck stops and wrapper check stations is 30 km/h. 3
4 The maximum speed limit when meeting or passing road maintenance equipment is 50 km/h. All heavy loads shall slow to 20km/h when crossing bridges in the area. All vehicles must carry flares or reflectors. They are to be used as warning devices in the event of a breakdown on the road. Use of firearms on or adjacent to any road while working for Shell is strictly prohibited. Whenever possible all heavy, slow loads shall allow traffic to pass when safe to do so. When hauling large and/or wide loads, flashing beacons will be used at all times. Road users are asked to report any significant road hazards/incidents to Shell immediately. Be prepared. Keep basic provisions and warm clothing in your vehicle. Some locations are remote and help may take some time to get to you (e.g. vehicle accident, becoming stuck, break downs, etc.). Failure to follow the Rules of the Road may result in fines being issued by the road owner. These violations can result in penalties. It will be the responsibility of the company who received the fine to notify Shell immediately. Pilot cars must be used for loads in excess of 12.5 feet (3.8 m) wide, for heavy loads (in excess of 66 tonnes gross) and for all convoys (three or more vehicles). Convoys must maintain a minimum distance of ½ kilometre between vehicles. A Road notification may need to be completed by Shell to the appropriate road owner. When following a log truck, never attempt to pass if it pulls over, as it may be preparing to meet another log truck. Remember that they have radio communication and will indicate when it is safe to pass either by radio or other signals. If you hear a loaded log truck approaching and you are at a MUST CALL sign, pull over and wait there. MUST CALL signs are located at all steep hills and sharp corners. The use of chains in some Forestry Management Area road systems (Canfor/Weyerhaeuser) can be restricted. If you are unsure about the use of chains, please contact Shell Road Transport or Logistics prior to their use. As safety is of the utmost importance, practice defensive driving and extend common courtesy to all road users. Radio channel guidance varies depending on the road network and road owner. Here is some radio guidance: Light Goods Vehicles should call when they enter a new roadway and the direction of their travel. Otherwise, it is required that they monitor their radio for heavy vehicles and communicate to Heavy Goods vehicles when the need arises (e.g. Must Calls, hills, bridges, etc.). When on narrower roads, light vehicle drivers may call every km at their discretion. Heavy Goods Vehicles should call when they enter a roadway and then call at all the must call markers. The look of Must Call signs can vary, but they are usually orange or bright yellow markers. If there are no Must Call signs visibly identifiable, then Heavy Trucks should call every km.
